1. General provisions

1. The size and payment procedure of surcharge to the salary to the young teachers working in the rural zone (further - this Procedure) is developed according to article 53 of the Law of the Republic of Tajikistan "About education", for the purpose of involvement of youth to teaching profession, the problem resolution of personnel shortage in educational institutions, increases in the status of the teacher and improvement of level of living of young teachers.

2. Surcharge to the salary will be paid to the young teachers working in the rural zone from now on on the basis of this Procedure.

3. Surcharge is paid the first three years of activities to young teachers to 30-year age who have professional pedagogical education and work in rural preschool and educational institutions of different patterns of ownership.

4. To young teachers who work in the rural zone and have professional pedagogical education, in the first 3 years of activities surcharge to one rate in the amount of 10 percent is established.

5. The specified surcharge is paid only to young teachers who work in the preschool and educational institutions located in the rural zone.

Payment of surcharge is performed for the purpose of involvement of young specialists to teaching activities, the problem resolution of shortage of pedagogical personnel in preschool and educational institutions, increases in the status of the teacher, improvement of level of living of young specialists and their interest for teaching and education of pupils.

7. Surcharge to the salary is paid to the young teachers working in the rural zone within the means provided for the sector of education.

8. Surcharge to the salary is paid to young teachers monthly together with official pay rate.

9. Surcharge is paid to young teachers who after the termination of average or the highest professional organization got to work in preschool and educational institutions in the direction.

10. The young teachers working in the rural zone for receipt of surcharge represent the following documents to local executive body of the government:

- the document confirming the termination of average or the highest professional educational institution;

- the direction of the Ministry of Education, management or departments of formation of local executive bodies of the government about the direction of the young specialist for work;

- the order of the head of organization on acceptance to the teacher's position;

- the employment contract (contract) between the head of organization and the young teacher;

- joint decision of faculty meeting of school and committee of labor unions of employees of organization on submission to relevant organs on surcharge payment.

11. The local executive body of the government can provide additional encouragement for young teachers.
