About approval of Rules of increase in energy efficiency of construction objects and economy of energy resources

For the purpose of execution of subitem 1.6.12 of the Presidential decree of the Azerbaijan Republic of September 4, 2012 "About application of the Law of the Azerbaijan Republic "About approval of the Town-planning and construction code of the Azerbaijan Republic, its introduction in force and the legal regulation connected with it" of June 29, 2012 No. 392-IVQ" the Cabinet of Ministers of the Azerbaijan Republic decides No. 695:

Approve "Rules of increase in energy efficiency of construction objects and economy of energy resources" (are applied).

Rules of increase in energy efficiency of construction objects and economy of energy resources

1. General provisions

1.1. These rules are prepared for the purpose of execution of subitem 1.6.12 of the Presidential decree of the Azerbaijan Republic of September 4, 2012 No. 695 "About application of the Law of the Azerbaijan Republic "About approval of the Town-planning and construction code of the Azerbaijan Republic, its introduction in force and the legal regulation connected with it" of June 29, 2012 No. 392-IVQ".

1.2. These rules extend to the following construction objects:

1.2.1. buildings and constructions (structure), temples included in the list of cultural and historical monuments;

1.2.2. the construction objects established by articles 79.2 and 80.1 of the Town-planning and construction code of the Azerbaijan Republic;

1.2.3. objects on which construction receipt of permission is not required.

2. Basic concepts

2.1. The basic concepts used in these rules express the following values:

2.1.1. the specific heat-protective characteristic of the building and construction - the physical quantity characterizing heat-protective cover of the building and construction in number equal to losses of heat energy of unit of the heated amount in unit of time in case of temperature drop in 1 °C through heat-protective cover of the building and construction;

2.1.2. the general energy characteristic - specific expense of heat energy on heating and ventilation of the building and construction taking into account general heatlosses for the heating period;

2.1.3. class of energy efficiency of the building and construction - the level of profitability of energy consumption of the building and construction characterizing its energy efficiency at operation stage;

2.1.4. the energy passport of the building and construction - the document containing energy, heattechnical and geometrical characteristics as the existing buildings and constructions, and projects of buildings and constructions and their protecting designs;

2.1.5. energy efficiency - the characteristics reflecting the relation of effect of use of energy resources to the costs of energy resources made for the purpose of receipt of such effect;

2.1.6. energy saving - realization of the organizational, technical, technology, economic and other measures directed to reduction of amount of the used energy resources.

3. Economy of energy resources and increase in energy efficiency

3.1. Buildings and constructions shall be designed and built so that in the course of their operation effective use of energy resources was provided.

3.2. In case of development of the project documentation of the building and construction the required class of energy efficiency and the requirement for saving of energy resources and increase in energy efficiency are specified in design assignment.

3.3. The project of buildings and constructions shall contain the Section on energy saving and increase in energy efficiency.

3.4. On energy saving and increase in energy efficiency of the project documentation contain in the Section:

3.4.1. the general energy characteristic of the designed building and construction;

3.4.2. energy passport of the building and construction;

3.4.3. class of energy efficiency of the building and construction;

3.4.4. data on the project decisions directed to energy saving and increase in energy efficiency including:

3.4.4.1. the description of technical solutions of the protecting designs with calculation of resistance to heat transfer (except for transparent designs) with appendix of protocols of the heattechnical testing confirming the accepted settlement heatphysical indicators of the construction materials different from the indicators provided by the relevant normative and technical documents of the Azerbaijan Republic, and the certificate of conformity for transparent designs;

3.4.4.2. the taken space forms under lower and over upper floors with indication of temperatures of internal air taken into consideration, availability of the mansard floors used for housing, platforms of entrance doors and heating of lobbies, glazing of loggias;

3.4.4.3. the accepted systems of heating, ventilation and air conditioning, data on availability of metering devices and the regulation providing effective use of energy;

3.4.4.4. special acceptances of increase in energy efficiency of the building, including the device on passive use of solar energy, system of utilization of heat of exhaust air, heat insulation of the pipelines of heating and hot water supply passing in cold cellars, use of thermal pumps;

3.4.4.5. comparison on compliance of project decisions to requirements of construction regulations and their technical and economic indicators regarding energy consumption.

3.5. The energy passport of buildings and constructions is intended for confirmation of conformity of specific indicator of thermal energy efficiency, specific characteristics and heat-protective characteristics of the protecting structures of the building to the indicators established by construction regulations in form according to appendix to these rules.
