1. 2. For creation of the territory of the advancing development in the territory of the monotown or prolongation of term of existence of the territory of the advancing development or modification of the order of the Government of the Russian Federation about creation of the territory the management official (the head of the supreme executive body of the government) of the subject of the Russian Federation advancing developments together with the head of the monotown in which territories creation of the territory of the advancing development is planned or the territory of the advancing development is created (further - applicants), submit to the Ministry of Economic Development of the Russian Federation the request on paper and in electronic form in which contains:

a) the characteristic of the monotown containing:

the description and indicators of social and economic development of the monotown, and also data on the available problems and the prospects of development;

information on competitive economic, logistic, geographical and other advantages of the subject of the Russian Federation and the monotown for implementation of investment projects;

the description of the measures directed to improvement of economic and social situation of the monotown for the 5-year period before application;

information on current status of the city-forming organization and average number of employees of the city-forming organization of rather average number of employees of all organizations performing activities in the territory of the monotown;

b) information on experience of realization in the subject of the Russian Federation and monotown of large investment projects;

c) the description of borders of the territory of the advancing development with appendix of the statement from the law of the subject of the Russian Federation approving monotown borders as of date of application;

d) information on the potential residents of the territory of the advancing development (further - residents) who confirmed (in writing) readiness to realize investment projects in the territory of the advancing development (with application of copies of the framework agreements between executive body of the government of the subject of the Russian Federation and residents on intentions to implement investment projects, and also passports of investment projects);

e) information on availability in the territory of the monotown of the parcels of land and other property which is possible for using for the purposes of implementation of investment projects by residents (with appendix of the statements from the Single state real estate register containing data on the specified objects);

e) information on availability in the territory of the monotown of objects of engineering, transport, innovative, social and other infrastructure which are possible for using for the purposes of implementation of investment projects by residents (further - objects) (with appendix of the list of objects and with indication of characteristics on sidings, on networks of engineering facilities, on information and communication infrastructure, on bulk distribution lines, on social and other infrastructure);

g) information on opportunity to provide residents with necessary resources, including personnel, and also data on the available infrastructure and other restrictions, the offers on their elimination sufficient for providing residents with necessary resources;

h) the cartographical schemes of the subject of the Russian Federation and the monotown containing the data provided by subitems "v", "d" and "e" of this Item;

i) information on availability of data on the territory of the advancing development in the strategy of social and economic development of the subject of the Russian Federation and (or) other documents of strategic planning (with appendix of statements from such documents);
