of May 22, 2004 No. 375

About approval of the Regulations on the identity certificate of the citizen of the Kyrgyz Republic

(as amended on 13-10-2010)

According to article 49 of the Law of the Kyrgyz Republic "About internal migration" the Government of the Kyrgyz Republic decides:

1. Approve the enclosed Regulations on the identity certificate of the citizen of the Kyrgyz Republic.

2. Determine that authorized body on certification of the identity of the citizen of the Kyrgyz Republic is the Ministry of Internal Affairs of the Kyrgyz Republic.

3. Monthly to provide to the Ministry of Internal Affairs of the Kyrgyz Republic information on the issued identity certificates of the citizen of the Kyrgyz Republic in the State agency of information resources and technologies under the Government of the Kyrgyz Republic.

4. Publish this resolution in mass media.

5. To impose control of execution of this resolution on department of defense and law enforcement agencies of the Office of the Prime Minister of the Kyrgyz Republic and the State agency of information resources and technologies under the Government of the Kyrgyz Republic.

Regulations on the identity certificate of the citizen of the Kyrgyz Republic

This Provision according to article 49 of the Law of the Kyrgyz Republic "About internal migration" regulates introduction of the identity certificate of the citizen in the territory of the Kyrgyz Republic.

I. General provisions

1. The identity certificate of the citizen of the Kyrgyz Republic (further - the identity certificate) is the identity document valid for the territories of the Kyrgyz Republic and temporarily replacing the passport of the citizen of the Kyrgyz Republic.

2. The identity certificate is property of the Kyrgyz Republic and is issued for up to six months.

3. Ceased to be valid the Order of the Government KR of March 1, 2006 No. 136

4. The organization of activities for documentation of citizens of the Kyrgyz Republic identity certificates is performed by the relevant authorized body. Information on certification of the personality monthly goes to the State agency of information resources and technologies under the Government of the Kyrgyz Republic.

II. Procedure for certification of the personality and use of them

5. The identity certificate is issued to citizens of the Kyrgyz Republic based on the application submitted in the established form in the following cases:

- losses of the passport or identity certificate;

- in the cases which are directly provided by special decisions of the Government of the Kyrgyz Republic.

6. Application forms in the established form are filled in by the citizen (further - the applicant) personally in duplicate, printing letters violet or black ink (paste), with complete answers to all questions specified in shape.

The identity certificate is issued to the citizen within seven working days from the date of filing of application of the established form.

If the citizen during 30-day term did not arrive for receipt of the identity certificate, to it the written notice goes. The identity certificates which are not requested within two months are liable to destruction according to the procedure, provided by the Section III of this provision.

7. When filling the identity certificate the surname, name, middle name and other data of the applicant register based on the certificate of birth or the statement from the birth record.

8. Record about nationality as a witness of the personality is made according to nationality of parents. In case of various nationalities of parents the citizen has nationality option on the father or mother. The nationality can be changed according to the legislation of the Kyrgyz Republic.

9. In case of loss of the passport, and also in the cases which are directly provided by special decisions of the Government of the Kyrgyz Republic, the application is submitted by the citizen of the Kyrgyz Republic to the relevant passport division at the place of residence.

10. The first copy of the application is stored in the relevant passport division as the basis on certification of the personality, the second copy goes to the State agency of information resources and technologies under the Government of the Kyrgyz Republic.

11. The directed text of the identity certificate is filled in in the state and official languages. The entered data are printed in state language and contain the following data:

- surname, name, middle name,

- birth date and birth place,

- floor,

- nationality (fits in at the request of the applicant),

- date of issue and effective period,

- residence,

- personal identification number,

- the authorized body which issued the identity certificate.

As a witness persons the photo certified by seal of the relevant passport division shall be pasted.

It is forbidden to enter as a witness persons the data, marks and records which are not provided by this Provision. The identity certificate in which data, the marks and records which are not provided by this Provision are entered is invalid.

III. Replacement of the identity certificate

12. Replacement of the identity certificate is made by the relevant passport division at the place of residence of citizens.

13. Replacement of the identity certificate to the citizen of the Kyrgyz Republic is made within three working days from the date of filing of application of the established form.

14. Replacement of the identity certificate of the citizen of the Kyrgyz Republic is made in the following cases:

- after the term of its action;

- in case of change of the residence;

- in case of establishment of inaccuracies in records;

- in case of worthlessness for use (chemical or mechanical damage);

- in case of loss.

15. After effective period the citizen shall return the identity certificate to the authorized body which issued it.

16. The lost identity certificates, in case of detection, are given in authorized body which, depending on the current situation, return them to the owner or send them to bodies for the place of their issue, or destroy according to the procedure, provided by the Section III of this provision.

The found identity certificates are liable to destruction in cases:

- expirations;

- in case of worthlessness for use (chemical or mechanical damage);

- in case of receipt by the citizen of the passport or other identity certificate.
