Declare invalid the order of the Minister of Education and Science of the Republic of Kazakhstan of February 21, 2012 No. 58 "About approval of Rules of development, approbation and implementation of the educational training programs realized in the experiment mode in the organization of education" (registered in the Register of state registration of regulatory legal acts of the Republic of Kazakhstan for No. 7496, No. 157-158 (26976-26977)) published in the Kazakhstanskaya Pravda newspaper of May 29, 2012.
3. To department of the higher, postgraduate education and international cooperation (Shaymardanov Zh. K.) provide in the established legislative procedure:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) after state registration in the Ministry of Justice of the Republic of Kazakhstan to provide official publication of this order;
3) to provide placement of this order on official Internet resource of the Ministry of Education and Science of the Republic of Kazakhstan.
4. To impose control of execution of this order on the vice-Minister of Education and Science Balykbayev T. O.
5. This order becomes effective after ten calendar days after day of its first official publication.

1. These rules of development, approbation and implementation of the educational programs realized in the experiment mode in the organizations of education (further - Rules) are developed according to subitem 44-1) of article 5 of the Law of the Republic of Kazakhstan of July 27, 2007 "About education" and determine procedure for development, approbation and implementation of the educational programs realized in the experiment mode in the organizations of education.
Action of these rules extends to the organizations of education irrespective of departmental subordination and patterns of ownership.
2. The main concept, used in these rules:
1) the experimental platform - the organization of education realizing educational programs in the experiment mode for approbation of new pedagogical technologies and new content of education;
3. Experimental platforms are created in the preschool organizations, the organizations of secondary, technical and professional, postsecondary education (further - the organizations of education), and also in the organizations of education subordinated to the Ministry of Education and Science of the Republic of Kazakhstan, the Ministry of Culture and sport of the Republic of Kazakhstan, to the Ministry of Defence of the Republic of Kazakhstan (further - state bodies).
4. The organizations of education develop the experimental educational programs taking into account basic provisions of the state obligatory standards of formation of appropriate levels of education approved by the order of the Minister of Education and Science of the Republic of Kazakhstan of October 31, 2018 at No. 604 (it is registered in the Register of regulatory legal acts at No. 17669).
5. Development of the experimental educational program is performed by pedagogical workers, scientists, research and scientific and pedagogical associates.
6. In case of development of the experimental educational program it is considered:
1) purpose, content, organizational structure of training and education;
2) forms of professional training and retraining of pedagogical and it is scientific - pedagogical personnel;
3) mode of functioning and development of the experimental platform;
4) management system experimental platform;
5) relevance and the importance of problems for providing educational and information, scientific and sociocultural space of Kazakhstan;
6) orientation of innovative activities of authors of educational initiative on the solution of tasks of updating and upgrade of content of education, development and enhancement of organizational structure of educational process (organizational forms, methods, acceptances and tutorials and education);
7) compliance to legal acts in the field of education.
7. For review the developed experimental educational program gets approval of educational and methodical consolidation or faculty meeting of the relevant organization of education based on which its realization is planned.
8. For decision making about approbation and implementation of experimental educational programs of the organization of education provide in the expert groups created under departments of education of areas, cities of Astana, Almaty and Shymkent, and the organization of education subordinated to state bodies in the expert groups created in state body, the following documents:
1) the written request about the planned implementation of the experimental educational program with indication of the name and the location (legal, actual addresses, contact telephone numbers) of the organization of education based on which carrying out experiment is planned;
2) the short summary of the experimental educational program, scientific reasons for its social importance for educational development;
3) predesigns on personnel, economic, material and scientific providing experiment;
4) minutes abstract of faculty meeting or educational and methodical merging of the organizations of education;
5) experimental educational program.
9. The decision on approbation and implementation of experimental educational programs is accepted by the expert group created under departments of education of areas, cities of Astana, Almaty and Shymkent or state bodies.
10. Representatives of the organizations of education, regional chambers of entrepreneurs (for the organizations of technical and professional education) and local executive bodies are part of expert groups.
11. The decision on approbation of the experimental educational program based on the organization of education is drawn up by the protocol of expert group.
