Chapter 1. General provisions

Article 1. Subject, purposes and sphere of regulation of this Federal Law

1. This Federal Law establishes the legal basis of standardization in the Russian Federation, including functioning of national system of standardization, and is aimed at providing carrying out single state policy in the sphere of standardization. This Federal Law governs the relations in the sphere of standardization, including the relations arising in case of development (maintaining), approval, change (updating), cancellation, publication and application of the documents on standardization specified in article 14 of this Federal Law including with use of information system in the sphere of standardization.

2. Operation of this Federal Law does not extend to standards which do not belong to documents on standardization, stipulated in Article the 14th this Federal Law.

Article 2. Basic concepts

For the purposes of this Federal Law the following basic concepts are used:

1) the document on standardization - the document in which for voluntary and repeated application general characteristics of subject of standardization are established, and also rules and the general principles concerning subject of standardization, except as specified, if obligation of application of documents on standardization is established by this Federal Law;

2) the documents developed and applied in national system of standardization (further - documents of national system of standardization), - the national standard of the Russian Federation (further - the national standard), including the fundamental national standard of the Russian Federation (further - the fundamental national standard), and the preliminary national standard of the Russian Federation (further - the preliminary national standard), and also rules of standardization, the recommendation about standardization, information technical reference manuals, technical specifications (reports) and standards of the organizations, including the specifications registered in accordance with the established procedure in Federal information fund of standards;

2. 1) information system in the sphere of standardization - the state information system in national system of standardization which is created by federal executive body in the sphere of standardization functions on the basis of the information technologies and technical means providing collection, processing, storage, placement, use and provision of information concerning work planning on standardization, including forming and program implementations on standardization, developments, editing and examinations of draft documents on standardization according to this Federal Law and also activities of participants of works on standardization;

3) the information technical reference manual - the document of national system of standardization containing the systematized data in certain area and including the description of technologies, processes, methods, methods, the equipment and other data;

4) national system of standardization - the mechanism of ensuring the approved interaction of participants of works on standardization (the federal executive body performing functions on development of state policy and normative legal regulation in the sphere of standardization, federal executive body in the sphere of standardization, other federal executive bodies, State Atomic Energy Corporation "Rosatom" and other state corporations according to the established powers in the sphere of standardization, technical committees on standardization, project technical committees on standardization, the commission on appeals, legal entities, including the public associations registered in the territory of the Russian Federation, physical persons - citizens of the Russian Federation) on the basis of the principles of standardization in case of development (maintaining), approval, change (updating), cancellation, publication and application of documents on standardization, stipulated in Article the 14th this Federal Law, with use of normative and legal, information, scientific and methodical, financial and other resource support;

5) the national standard - the document on standardization which is developed by the participant or participants of works on standardization concerning whom expertize in technical committee on standardization or project technical committee on standardization is carried out and in which for general application general characteristics of subject of standardization, and also the rule and the general principles concerning subject of standardization are established;

6) subject of standardization - products (works, services) (further - products), processes, systems of management, terminology, symbols, researches (testing) and measurement (including sampling) and test methods, marking, assessment procedures of compliance and other objects;

7) the all-Russian qualifier of technical and economic and social information (further - the all-Russian qualifier) - the document on standardization distributing technical and economic and social information according to its classification (classes, groups, types and another) and being obligatory for application in the state information systems and in case of the interdepartmental exchange of information according to the procedure established by the Federal Laws and other regulatory legal acts of the Russian Federation;

8) the fundamental national standard - the national standard establishing the general provisions concerning performance of works on standardization, and also types of national standards;

9) rules of standardization - the document of national system of standardization containing provisions of organizational and methodical nature which supplement or concretize separate provisions of fundamental national standards, and also determine procedure and methods of work on standardization and registrations of results of such works;

10) the preliminary national standard - the document on standardization which is developed by the participant or participants of works on standardization concerning whom expertize in technical committee on standardization or project technical committee on standardization is carried out and in which for general application general characteristics of subject of standardization, and also the rule and the general principles concerning subject of standardization for limited term for the purpose of accumulating of experience in process of application of the preliminary national standard for possible subsequent development on its basis of the national standard are established;

10. 1) the program of standardization - the document which is developed and affirms the participant or participants of works on standardization, provides development on prospect (taking into account the purposes and the directions of development of standardization) documents on standardization according to this Federal Law and (or) introduction of changes in them (updating) or their review;

11) recommendations about standardization - the document of national system of standardization containing the information of organizational and methodical nature concerning work on standardization and promoting application of the corresponding national standard, or provision which are checked previously in practice before their establishment in the national standard or the preliminary national standard;

12) the set of rules - the document on standardization containing rules and the general principles concerning processes for the purpose of ensuring compliance with technical regulations;

13) the standard of the organization - the document on standardization approved by the legal entity, including the state corporation, self-regulatory organization, and also the individual entrepreneur for enhancement of production and quality assurance of products, performance of works, rendering services;

14) standardization - activities for development (maintaining), approval, change (updating), cancellation, publication and application of documents for standardization and other activities directed to achievement of orderliness concerning subjects of standardization;

14. 1) the technical specification (report) - the document on standardization approved by technical committee on standardization and establishing characteristics, rules and the principles concerning innovative products (works, services), processes, researches (testing), measurements including sampling, and test methods;

15) specifications - the type of the standard of the organization approved by the manufacturer of products (further - the manufacturer) or the contractor of work, service (further - the contractor).

Article 3. Purposes and tasks of standardization

1. Standardization is directed to achievement of the following purposes:

1) assistance to social and economic development of the Russian Federation;

2) assistance of integration of the Russian Federation into world economy and the international systems of standardization as the equal partner;

3) improvement of quality of life of the population of the country;

4) ensuring defense of the country and safety of the state;

5) industry modernization;

6) improvement of quality of products, performance of works, rendering services and increase in product competitiveness of the Russian production.

2. The objectives of standardization are achieved by realization of the following tasks:
