This Federal Law determines features of legal regulation of the relations in the sphere of use of natural resources in connection with acceptance to the Russian Federation of the Republic of Crimea and education as a part of the Russian Federation of new subjects - the Republic of Crimea and the federal city of Sevastopol.
1. Provisions of the Law of the Russian Federation of February 21, 1992 No. 2395-1 "About subsoil", the Federal Law of July 31, 1998 No. 155-FZ "About internal sea waters, the territorial sea and contiguous zone of the Russian Federation" and the Federal Law of November 30, 1995 No. 187-FZ "About the continental shelf of the Russian Federation" taking into account the features established by this Federal Law are applied to the relations connected with implementation of use of natural resources on the subsoil plots located in the Black and Azov seas within which the Russian Federation performs sovereignty, the sovereign rights or jurisdiction in connection with acceptance to the Russian Federation of the Republic of Crimea and education as a part of the Russian Federation of new subjects - the Republic of Crimea and the federal city of Sevastopol (further for the purposes of this Federal Law - the subsoil plots located in the Black and Azov seas).
2. Right to use by the subsoil plots located in the Black and Azov seas arises based on the decision of the Government of the Russian Federation made by results of auction on right to use by subsoil plots. Decision making about holding auctions on right to use by the subsoil plots located in the Black and Azov seas about structure and operating procedure of the auction commissions and determination of procedure and conditions of holding such auctions concerning each subsoil plot or group of subsoil plots are performed by the Government of the Russian Federation. In case of determination of procedure and conditions of holding such auctions restrictions of the admission to participation in them can be set.
3. Till October 1, 2015 subsoil users to whom the subsoil plots located in the Black and Azov seas are provided in use based on special permissions (licenses) issued by the state and other official organs of Ukraine about day of entry into force of the Federal constitutional Law of March 21, 2014 to No. 6-FKZ "About acceptance to the Russian Federation of the Republic of Crimea and education as a part of the Russian Federation of new subjects - the Republic of Crimea and the federal city of Sevastopol", having the right to address with the request in the federal executive body authorized by the Government of the Russian Federation about provision by it in use of these subsoil plots in accordance with the legislation of the Russian Federation. Special permissions (licenses) specified in this part and the translation of such special permissions (licenses) for Russian certified according to article 81 of Bases of the legislation of the Russian Federation about notariate of February 11, 1993 No. 4462-1 are applied to the request.
4. The legal entities created in accordance with the legislation of the Russian Federation can be subsoil users on the subsoil plots located in the Black and Azov seas.
5. Since October 1, 2015 special permissions (licenses) which are issued by the state and other official organs of Ukraine about day of entry into force of the Federal constitutional Law of March 21, 2014 to No. 6-FKZ "About acceptance to the Russian Federation of the Republic of Crimea and education as a part of the Russian Federation of new subjects - the Republic of Crimea and the federal city of Sevastopol" and based on which the subsoil plots located in the Black and Azov seas are provided in use are recognized invalid.
6. Till December 31, 2018 exploration and production of sand, gravel and sand material, gravel and pebble material on the subsoil plots located in the Black and Azov seas and provided in use based on decisions of the Government of the Russian Federation at the same time for geological studying, exploration and production of minerals can be performed both in the course of geological studying of subsoil, and after its completion.

Use of subsoil plots in the territories of the Republic of Crimea and the federal city of Sevastopol based on special permissions (licenses) issued by the state and other official organs of Ukraine, the state and other official organs of the Autonomous Republic of Crimea, the state and other official organs of the city of Sevastopol about day of entry into force of the Federal constitutional Law of March 21, 2014 to No. 6-FKZ "About acceptance to the Russian Federation of the Republic of Crimea and education as a part of the Russian Federation of new subjects - the Republic of Crimea and the federal city of Sevastopol", is performed on the terms of such special permissions (licenses) according to article 12 of the specified Federal constitutional Law.
