RESOLUTION OF THE CABINET OF MINISTERS OF THE REPUBLIC OF UZBEKISTAN

of June 19, 2015 No. 164

About approval of the updated Qualifier of the main positions of employees and professions of workers

(as amended on 14-07-2017)

In pursuance of the Presidential decree of the Republic of Uzbekistan of April 24, 2015 No. UP-4720 "About Measures for Implementation of Modern Corporate Management Methods in Joint-stock Companies" and for the purpose of further enhancement of regulatory framework of classification of professions and positions, its reductions in compliance with requirements of market economy and the international practice, strengthening of role of the Qualifier of the main positions of employees and professions of workers in ensuring preparation of professional personnel of new formation the Cabinet of Ministers decides:

1. Approve and enact since July 1, 2015 the updated Qualifier of the main positions of employees and professions of workers (further - the Qualifier) according to appendix.

2. Determine that the Qualifier in part:

uses of names of positions of employees and professions of workers is obligatory in case of production of records in service records of workers, the conclusion of employment contracts, execution of orders, reference of positions of employees to categories of personnel;

the minimum level of education in case of employment, establishments of job grades by professions of workers is obligatory for application in the state companies, organizations and the organizations (further - the organizations), the bodies of economic board created by decisions of the President of the Republic of Uzbekistan and the Cabinet of Ministers of the Republic of Uzbekistan, and also the organizations from shares of the state in the authorized capital more than 50 percent;

the directions of education - has advisory nature.

3. Grant the right to the Ministry of Labour and Social Protection of the population of the Republic of Uzbekistan in accordance with the established procedure to make changes and additions to the Qualifier, proceeding from reasonable offers of the ministries, departments, the organizations and scientific centers, and also taking into account origin in the labor market of new professions and positions.

4. To provide to the Ministry of Labour and Social Protection of the population of the Republic of Uzbekistan till January 1, 2016 based on the Qualifier development of the Cross-industry wage rate book of the main positions of employees and professions of workers, with placement of the electronic version of this reference book on the official site of the ministry, and also its distribution on paid basis among the organizations for their requests.

5. Determine that the entries in service records of workers and local labor acts of the organizations made till July 1, 2015 according to the Qualifier of the main positions of employees and professions of workers approved by the resolution of the Cabinet of Ministers of August 20, 2010 No. 181, remain in force.

6. To bodies of the public and economic board to make changes and additions to the industry wage rate books of positions of employees and professions of workers following from this resolution in a month.

7. To the Ministry of Labour and Social Protection of the population together with:

The Ministry of Economics, the Ministry of Finance, the Center of secondary vocational, professional education of the Ministry of the higher and secondary vocational education of the Republic of Uzbekistan in three-months time to make offers on creation based on large enterprises and professional colleges of network of the regional and industry self-supporting centers for assignment of qualification categories on main occupations of workers, with development of criteria and procedure for passing of certification of workers on assignment of qualification categories by it, having provided introduction of single form of the certificate of competency and their accounting in single information base;

The Ministry of Justice of the Republic of Uzbekistan and other interested ministries and departments to bring the departmental regulatory legal acts into accord with this resolution in a month.

8. Declare since July 1, 2015 invalid the resolution of the Cabinet of Ministers of August 20, 2010 No. 181 "About approval of the Qualifier of the main positions of employees and professions of workers" (the joint venture of the Republic of Uzbekistan, 2010, No. 8, the Art. 46).

9. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan R. S. Azimov.

Qualifier of the main positions of employees and professions of workers

I. General provisions

1. This Qualifier of the main positions of employees and professions of workers (further - KODP-2015) is intended for systematization of the main positions of employees and professions of workers, determination of the range of job grades of workers and categories of positions of employees, and also requirements to the direction and the education level.

KODP - is developed 2015 instead of the Qualifier of the main positions of employees and professions of workers approved by the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of August 20, 2010 No. 181.

2. This KODP - is used 2015 for:

standardization and standardization of names of positions of employees and professions of workers in case of creation of employment contracts and staff lists of the companies, organizations and organizations (further - the organizations), entering of records into service records of workers, execution of orders on employment relationships, reference of positions and professions to the corresponding categories of personnel, determination of the right to pension privileges;

effective placement of personnel taking into account level and the direction of education and qualification employee category;

purposeful training of new formation, meeting the requirements of modern market economy, proceeding from the modern level and the prospects of development of production and management;

creation of training programs on preparation and retraining of personnel in the organizations of various forms of business;

accounting, analysis and statistics of work;

information processing in the sphere of the organization of work with personnel;

distributions of occupied population on types of activity (occupations);

comparisons of statistical data in the social and labor sphere at the international level.

The qualifier also forms basis for development in accordance with the established procedure of industry wage rate books.

3. Subjects to classification of KODP - 2015 are professions of workers and position of employees.
