About approval of standards of the state services in the field of archiving

According to the subitem 1) of article 10 of the Law of the Republic of Kazakhstan of April 15, 2013 "About the state services" I ORDER:

1. Approve:

1) the standard of the state service "Issue of Archive References, Copies of Archive Documents or Archive Statements" according to appendix 1 to this order;

2) the standard of the state Service "Issue of Permission to Temporary Export out of Limits of the Republic of Kazakhstan of the Documents of National Archive Fund Which Are in State-owned Property" according to appendix 2 to this order;

3) the standard of the state service "Apostilization of Archive References, Copies of the Archive Documents or Archive Statements Coming from the Public Records Offices of the Republic of Kazakhstan and Directed Abroad" according to appendix 3 to this order. 

2. To provide to department of archiving and documentation of the Ministry of Culture and sport of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) after state registration in the Ministry of Justice of the Republic of Kazakhstan the direction on official publication of this order in periodic printing editions and in information system of law of Ad_let;

3) after official publication placement of this order on Internet resource of the Ministry of Culture and sport of the Republic of Kazakhstan;

4) submission to Department of legal service of the Ministry of Culture and sport of the Republic of Kazakhstan of data on execution of the actions provided by this Item within ten working days from the date of execution of actions.

3. To impose control of execution of this order on the supervising vice-Minister for Culture and Sports of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Standard of the state service "Issue of Archive References, Copies of Archive Documents or Archive Statements"

Chapter 1. General provisions

1. The state service "Issue of Archive References, Copies of Archive Documents or Archive Statements" (further - the state service).

2. This standard of the state service "Issue of Archive References, Copies of Archive Documents or Archive Statements" (further - the standard) is developed by the Ministry of Culture and sport of the Republic of Kazakhstan (further - the Ministry).

3. The state service appears republican public institution "National archive of the Republic of Kazakhstan", the central Public Records Offices, the Public Records Offices of areas, Nour-Sultan's cities, Almaty and Shymkent, the cities, areas (further - the service provider).

Reception of an application and issue of result of rendering the state service are performed through:

1) non-commercial joint-stock company "The Government for Citizens state corporation (further - the State corporation);

2) the web portal of "the electronic government" www.egov.kz (further - the portal).

Chapter 2. Procedure for rendering the state service

4. Terms of rendering the state service:

1) from the moment of receipt of documents to the service provider from the State corporation, and also in case of the address on the portal the result of rendering the state service is issued within 11 (eleven) working days.

In cases when rendering the state service requires studying of documents of two and more organizations, and (or) the period more than in 5 (five) years the term of rendering the state service is prolonged by the service provider no more than for 30 (thirty) calendar days after the expiration of rendering the state service with the subsequent notification of uslugopoluchatel through the State corporation or the portal about prolongation of term within 2 (two) working days.

In case of the appeal to the State corporation day of acceptance does not enter rendering the state service in time. The service provider provides delivery of result of the state service in the State corporation not later than days before the expiration of rendering the state service;

2) the most allowed time of expectation for delivery of documents uslugopoluchatel in the State corporation - 15 (fifteen) minutes;

3) the most allowed time of servicing of uslugopoluchatel in the State corporation - 20 (twenty) minutes.

5. Form of rendering the state service: electronic (partially automated) and (or) paper.
