About approval of Rules of primary accounting of waters

According to subitem 7-8) of Item 1 of article 37 of the Water code of the Republic of Kazakhstan of July 9, 2003, I ORDER:

1. Approve the enclosed Rules of primary accounting of waters.

2. To provide to committee on water resources of the Ministry of Agriculture of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising Vice-Minister of Agriculture of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of primary accounting of waters

Chapter 1. General provisions

1. These rules of primary accounting of waters (further - Rules) are developed according to the Water code of the Republic of Kazakhstan of July 9, 2003 and determine procedure for primary accounting of waters.

2. In these rules the following concepts are used:

1) primary accounting of waters (further – PUV) – measurement, processing and registration of amounts of intake of surface and underground water and (or) their dumpings (account and receipt part of water management balance) which are performed by the water users having permission to special water use;

2) water intaking construction – complex of constructions and devices for water intake from water objects;

3) the register of state system for ensuring the uniformity of measurements - the document of accounting of registration of objects, participants of works and documents in the field of ensuring unity of measurements.

Chapter 2. Procedure for primary accounting of waters

3. For maintaining PUV primary water users:

1) constitute the scheme of arrangement of water management constructions and technical devices with indication of numberings of places of measurement, fence and dumping of water by means of which the intake or dumping of waters, and also metering stations of transfer of such waters to secondary water users is carried out;

2) is conducted by PUV magazines.

4. Measurement of expenses of water is performed on each water intaking construction and release of sewage:

1) for the constructions which are carrying out intake of surface and underground water with frequency at least once in ten calendar days;

2) for water retaining constructions, water-engineering systems, channels (main, intereconomic, intraeconomic) with frequency at least once a day;

3) for the constructions performing dumping of sewage with frequency at least once in ten calendar days.

5. Standard spillways and trays, and also the measuring devices and installations entered in the register of state system for ensuring the uniformity of measurements are applied to measurement of expenses of water in open free-flow channels.

6. Water expenses on which standard spillways and trays are established are determined by the following methods depending on type of water management construction:

1) according to indications of urovnemerny lath and account tables;

2) according to the schedule of the calibrated water intaking regulating and (or) waste construction.

7. Results of PUV are fixed:

1) for the constructions which are carrying out intake of surface and underground water in register of water consumption (water disposal) by water measuring devices in form according to appendix 1 to these rules;

2) for water retaining constructions, water-engineering systems, channels (main, intereconomic, intraeconomic) in register of water consumption (water disposal) by water measuring devices in form according to appendix 2 to these rules;

3) for the constructions performing dumping of sewage in register of quality of the dumped waste (drainage) waters in form according to appendix 3 to these rules.

8. The magazine for maintaining PUV shall be strung together, numbered, and also is certified by the signature of the first head or person replacing it and seal (in the presence). In the magazine start date of conducting measurements is specified.

9. The data received as a result of PUV are represented to basin water management managements on paper or electronic (in the Excel format) the carrier quarterly, till the 10th following reporting quarter in form according to appendix 4 to these rules.

10. The choice of measuring instruments and measuring devices and installations is determined by the water user taking into account room availability for measurement investment of funds, the minimum and maximum operating expenses of water and the schedule of their fluctuations, excessive pressure or vacuum in pipelines in which flowmeters, by types of pumping aggregates (for pumping points), composition of waste liquid, degree of impurity and water temperature are established.

The measuring instruments applied in the field of implementation of the state metrological control in case of release from production or repair, operation and import on import after approval of their type or metrological certification and registration in the register of state system for ensuring the uniformity of measurements are exposed to checking according to the Law of the Republic of Kazakhstan of June 7, 2000 "About ensuring unity of measurements".

11. In case of failure of gages of water intaking (waste) construction accounting of water is made from the moment of record of the last indication till day of installation of operational gage on average daily expense for the last ten calendar days.
