2. To provide to department of veterinary and food safety of the Ministry of Agriculture of the Republic of Kazakhstan in the procedure established by the legislation:

1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-Minister of Agriculture of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of rendering paid types of activity on sales of goods (works, services) by public institutions in the field of veterinary science and expenditure them money from sales of goods (works, services)

1. General provisions

1. These rules of rendering paid types of activity on sales of goods (works, services) by public institutions in the field of veterinary science and expenditure of money from sales of goods (works, services) (further - Rules) are developed by them according to Article 70 of the Budget code of the Republic of Kazakhstan of December 4, 2008 and determine procedure for rendering paid types of activity by sales of goods (works, services) by public institutions in the field of veterinary science and expenditure them money from sales of goods (works, services).

2. Action of these rules extends to the public institutions in the field of veterinary science created according to the subitem 1) of Item 1 of article 11 of the Law of the Republic of Kazakhstan of July 10, 2002 "About veterinary science" (further - the Law).

2. Procedure for rendering paid types of activity on sales of goods (works, services) by public institutions in the field of veterinary science and expenditure them money from sales of goods (works, services)

3. Paid types of activity on sales of goods (works, services) by public institutions in the field of veterinary science are performed according to subitems 4) and 5) of Item 2 of article 35 of the Law.

4. Public institutions in the field of veterinary science place in the territory of (indoors) organization in the specially allotted place, and also publish in mass media and on Internet resource the following information:

1) the list of paid types of activity on sales of goods (works, services) with indication of terms of their provision, rendered by public institution in the field of veterinary science;

2) the list of necessary documents (agreements, receipts, invoices, delivery notes, acts of the rendered services / the performed works, fiscal checks), the price list of the prices of the provided goods (works, services).

5. Public institutions in the field of veterinary science render paid types of activity on the sales of goods (works, services) corresponding to its activities based on the statement of physical persons and legal entities in form according to appendix 1 to these rules.

6. Reception of an application and necessary documents of the these rules specified in the subitem 2 of item 4 performs the responsible official of public institution.

7. The statement is fixed by public institution with issue to the applicant of the coupon about reception of an application in form according to appendix 2 to these rules.

8. Paid types of activity on sales of goods (works, services) are provided daily, except for days off and holidays according to the daily routine established in public institution.

9. For providing paid type of activity on sales of goods (works, services) the places for filling of documents equipped with stands with models of their filling are created.

10. The calculations of physical persons and legal entities perfromed by means of cash are carried out through casses of public institutions with obligatory application of cash registers with fiscal memory and issue of the control check to the client, on clearing settlement by transfer to the current account of public institution "Means from paid services".

11. To the physical person and legal entity which received goods on paid basis (works, services), the public institution provides the invoice.

12. The procedure for the taxation of the means arriving from sales of goods (works, services) and providing privileges on taxes and fees is regulated by the tax legislation of the Republic of Kazakhstan.

13. The means received by public institutions in the field of veterinary science from rendering paid types of activity on sales of goods (works, services), are spent on:

1) strengthening, equipping and content of material and technical resources, acquisition and repair of fixed assets of public institution and its branches for implementation of veterinary actions and rendering paid types of activity;

2) acquisition of special clothes and special remedies for employees of branches of public institution for implementation of veterinary actions and rendering paid types of activity;

3) acquisition of the veterinary medicines intended for deworming, disinfection, disinsection and deratization, special veterinary tools, materials for implementation of veterinary actions and rendering paid types of activity;

4) encouragement of employees of public institutions in the field of veterinary science and their branches for labor indicators.
