About approval of Rules of identification of farm animals

1. Approve the enclosed Rules of identification of farm animals.

2. To provide to department of veterinary and food safety of the Ministry of Agriculture of the Republic of Kazakhstan in the procedure established by the legislation:

1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-Minister of Agriculture of the Republic of Kazakhstan.

4. This order becomes effective after twenty one calendar days after day of its first official publication.

Rules of identification of farm animals

Chapter 1. General provisions

1. These rules of identification of farm animals (further – Rules) are developed according to the subitem 38) of article 8 of the Law of the Republic of Kazakhstan "About veterinary science" (further – the Law), the subitem 1) of article 10 of the Law of the Republic of Kazakhstan "About the state services" (further – the Law on the state services) and determine procedure for identification of farm animals, and also procedure for rendering the state service "Issue of the Veterinary Passport" (further – the state service).

1-1. In these rules the following concepts are used:

1) the database on identification of farm animals (further - the database) - the part of veterinary accounting providing single, multi-level data recording system about individual number of animal, about its veterinary processings, including results of diagnostic testings, and also data on the animal owner, performed by the state veterinary organizations, framed local executive bodies, and used by authorized body in the field of veterinary science;

2) identification of farm animals - the accounting procedure of animals including assignment of individual number in the animal way of use of products (means) for carrying out identification, tavreniye with inclusion of information about farm animal in the database and issue of the veterinary passport;

3) emission of individual numbers of farm animals (further - emission of individual numbers) - set of actions for determination of consecutive numbering of individual numbers of farm animals and their distribution on republic administrative and territorial units;

4) product (means) for carrying out identification of farm animals - label (hinged, with radio-frequency tag), bolus, chips and other products (means) used for carrying out identification of farm animals;

5) attributes for carrying out identification of farm animals - the tools and devices used for carrying out identification of farm animals;

6) the processing center - the structural division of the state veterinary organization created by the Government of the Republic of Kazakhstan, performing functions according to the Law;

7) the web portal of "the electronic government" (further - the portal) - the information system representing single window of access to all consolidated government information including the regulatory legal base, and to the state services, services in issue of specifications on connection to the networks of subjects of natural monopolies and services of subjects of the quasi-public sector rendered electronically;

8) the digital signature (further - the EDS) - set of electronic digital symbols created by means of the digital signature and confirming reliability of the electronic document, its accessory and invariance of content.

2. Identifications by the method specified in Item 9 of these rules are subject the farm animals who are in the territory of the Republic of Kazakhstan.

The young growth of farm animals is identified no later than fourteen working days from the date of achievement of the following age:

calfs, eanlings, kids, colts - after seven days since birth;

foals - from four-months age (in case of tavreniya), after seven days since birth (in case of chipirovaniye);

young growth of one-ungulates (donkeys, mules, pony, zebra, Coulomb and other animals) - from four-months age (in case of tavreniya), after seven days since birth (in case of chipirovaniye);

breeding pigs, pigs intended for further cultivation and reproduction, and pigs who contain in farms of the population - after seven days since birth;

the pigs containing in agricultural enterprises, country both farms, and intended for industrial cultivation, fattening with the subsequent slaughter before achievement of nine-months age - after seven days since birth;

the pigs who are not slaughtered to nine-months age, containing in agricultural enterprises, country both farms, and intended for industrial cultivation and fattening - after seven days from the date of approach of nine-months age.

3. Individual number of farm animals, except for horses, one-ungulates and pigs to nine-months age containing in agricultural enterprises, country both farms and intended for industrial cultivation, fattening with the subsequent slaughter, consists of twelve symbols which have the designation following:

the first two symbols - warranty code of the Republic of Kazakhstan according to ISO code - the International Organization for Standardization (two capital Latin letters);

the third symbol - warranty code of area, the cities of republican value, the capital (capital Latin letter);

the fourth symbol - digital code of type of farm animal;

with fifth on the twelfth symbols - sequence number of farm animal.

4. Individual number of horse and one-ungulates consists of ten symbols which have the designation following:
