About the organization and holding actions for development of the directions and approaches to reforming of the forest sector of the Kyrgyz Republic

For the purpose of preliminary development of mechanisms and approbation of technology of reforming of the forest sector of the Kyrgyz Republic, implementation of the Concept of development of forest industry of the Kyrgyz Republic approved by the order of the Government of the Kyrgyz Republic of April 14, 2004 No. 256, according to Article 18 of the Forest code of the Kyrgyz Republic the Government of the Kyrgyz Republic decides:

1. Approve Regulations on the organization and holding actions for development of the directions and approaches to reforming of the forest sector of the Kyrgyz Republic according to appendix 1.

2. To the state agency of environmental protection and forestry under the Government of the Kyrgyz Republic:

- study condition of the forest sector of the Kyrgyz Republic and hold the relevant activities for development of the main directions of reforming of the forest sector of the Kyrgyz Republic;

- form Advisory coordination council with participation of representatives of state bodies, international and public organizations for interaction and ensuring transparency of process of development of the main directions of reforming of forest industry;

- determine the list of experimental (pilot) forestry for studying of their activities and development of the main directions of reforming of the forest sector by means of approbation of new approaches to management of the woods.

3. To the state agency of environmental protection and forestry under the Government of the Kyrgyz Republic:

- following the results of the held events specified in Item 2 of this resolution:

till February 20, 2016 to submit for consideration of the Government of the Kyrgyz Republic the analysis of the current situation in forest industry of the Kyrgyz Republic;

till September 30, 2021 to provide offers on reforming of the forest sector of the Kyrgyz Republic;

- to make financing of experimental (pilot) forestry within the means provided to the State agency of environmental protection and forestry under the Government of the Kyrgyz Republic in the republican budget for the corresponding year.

3-1. Approve the Temporary procedure for forming of fund of stimulation and calculation of the size of awards of workers of experimental (pilot) forestry according to appendix 2.

4. This resolution becomes effective after fifteen days from the date of official publication.

5. To impose control of execution of this resolution on department of agro-industrial complex and ecology of Government office of the Kyrgyz Republic.

Regulations on the organization and holding actions for development of the directions and approaches to reforming of the forest sector of the Kyrgyz Republic

1. General provisions

1. This Provision determines the organization and holding actions for development of the directions and approaches to reforming of the forest sector of the Kyrgyz Republic.

2. This Provision extends to experimental (pilot) forestry.

3. Actions for development of the directions and approaches to reforming of the forest sector are performed by authorized state body on realization of state policy in the field of development of forest and hunting economy, together with Advisory coordination council.

4. The regulations on Advisory coordination council affirm authorized state body on realization of state policy in the field of development of forest and hunting economy of the Kyrgyz Republic.

2. Purposes and tasks

6. The purposes of holding actions for development of the directions and approaches to reforming of the forest sector of the Kyrgyz Republic are:

- development of approaches and the directions of step-by-step reforming of forest industry, taking into account practical experience of new approaches of management of the woods in the territory of experimental (pilot) forestry;

- implementation of new approaches in management and the organization of long-term steady functioning of forest industry of the Kyrgyz Republic.

7. Achievement of the above-stated purposes requires the solution of the following tasks:

- the analysis and assessment of the existing situation in the forest sector of the Kyrgyz Republic;

- development of suggestions for improvement and to enhancement of the forest and adjacent legislation;

- approbation and implementation of new approaches in financial management by forestry through transfer of powers to experimental (pilot) forestry in distribution and use of means, for financing of steady management of the woods and personnel;

- studying of possibility of implementation of modern management in management of forestry by separation of the economic and control regulating functions of forestry;

- studying of possibility of implementation of new approaches to conducting economic activity of the experimental (pilot) forestry including based on the principles of public-private partnership according to the legislation of the Kyrgyz Republic;

- implementation of the principles of "green economy" in management of experimental (pilot) forestry;

- determination of the main directions of forest reform, terms and methods of its realization.

8. Achievement of effective objective is supposed to be provided due to reorganization of management structure, improvement of efficiency of activities of experimental (pilot) forestry and strengthening of control functions on the basis of long-term planning.

10. For the purpose of respect for the sequence of realization of stages of the project, during approbation of new approaches in management of the woods, the solution of personnel problems concerning heads of experimental (pilot) forestry is performed taking into account recommendations of Advisory coordination council.

11. During actions for development of the directions and approaches to reforming of the forest sector in activities of experimental (pilot) forestry the following approaches shall be provided:

- in coordination with authorized state body on realization of state policy in the field of development of forest and hunting economy use is strict according to the purposes of reform of budgetary funds (including special means), including released in the course of reforming, according to the procedure, established by the legislation of the Kyrgyz Republic;

- optimization of internal structure of forestry for adaptation to steady management of the region woods, including review of the staff list, functional obligations and personnel management process;
