Approve the enclosed Rules of provision and distribution of subsidies from the federal budget to budgets of subjects of the Russian Federation on grant support of agricultural consumer cooperatives for development of material and technical resources.

Rules of provision and distribution of subsidies from the federal budget to budgets of subjects of the Russian Federation on grant support of agricultural consumer cooperatives for development of material and technical resources

1. These rules establish procedure for provision and distribution of subsidies from the federal budget to budgets of subjects of the Russian Federation on grant support of agricultural consumer cooperatives for development of material and technical resources within implementation of actions of the State program of development of agricultural industry and regulation of the markets of agricultural products, raw materials and food for 2013 - 2020 (further respectively - the State program, subsidies).

2. Subsidies are provided for the purpose of joint financing of execution of payment commitments of the subjects of the Russian Federation connected with implementation of state programs of the subjects of the Russian Federation providing grant support of agricultural consumer cooperatives.

3. The concepts used in these rules mean the following:

a) "agricultural consumer cooperative" - agricultural consumer (processing and sales) the cooperative uniting at least 10 agricultural producers as members of cooperatives (except associated membership), or consumer society if 70 percent of its revenue are created due to implementation of the types of activity similar to such types of activity of agricultural consumer cooperatives as procurement, storage, conversion and sale of agricultural products;

b) "development of material and technical resources" - the actions directed to implementation of new technologies and creation of high-productive workplaces, construction, reconstruction, upgrade or acquisition of material and technical resources of agricultural consumer cooperatives including:

on construction, reconstruction or upgrade of production facilities on procurement, storage, side job, conversion, sorting, slaughter, primary conversion of farm animals and birds, fishes and aquacultures, to chilling of milk, meat, bird, potatoes, mushrooms, vegetables, fruits and berries, including wild-growing, and preparation for realization of agricultural products and products of its conversion;

on acquisition and installation of equipment and technicians for the production facilities intended for procurement, storage, side job, conversion, sorting, slaughter, primary conversion of farm animals and bird, fish and aquaculture, chilling of milk, meat, bird, potatoes, mushrooms, vegetables, fruits and berries including wild-growing, preparation for realization, loadings, the unloading of agricultural products and products of its conversion, equipment of laboratories of production supervision of quality and the safety which is turned out (made and processed) products and conducting the state veterinary and sanitary examination (acquisition of the equipment for the laboratory analysis of quality of agricultural products). c) "grant on development of material and technical resources" - the means transferred from the budget of the subject of the Russian Federation to the account of indivisible fund of agricultural consumer cooperative opened in credit institution for joint financing of the costs of agricultural consumer cooperative for development of material and technical resources which are not compensated within other directions of the state support provided by the State program for the purpose of development in the territory of rural settlements and the mezhselenny territories of the subject of the Russian Federation of agricultural consumer cooperation;

d) "the regional program" - the departmental target program of the subject of the Russian Federation which approval and realization are performed according to the procedure, established by the supreme executive body of the government of the subject of the Russian Federation, and (or) the subprogramme (action) of the state program of the subject of the Russian Federation providing implementation of actions on provision of grant on development of material and technical resources to agricultural consumer cooperatives.

4. The maximum size of grant on development of material and technical resources on one agricultural consumer cooperative is determined by the subject of the Russian Federation in the amount which is not exceeding 70 million rubles, and no more than 60 percent of costs for development of material and technical resources of agricultural consumer cooperative. If the subject of the Russian Federation approves the maximum size of grant on development of material and technical resources in the amount exceeding 70 million rubles and (or) 60 percent of costs for development of material and technical resources of agricultural consumer cooperative, source of financial provision of payment of grant on development of material and technical resources in the amount of, exceeding the specified amount, the subsidy cannot be.

The grant size on development of material and technical resources provided to specific agricultural consumer cooperative is determined by the contest committee created by the subject of the Russian Federation taking into account own means of agricultural consumer cooperative deposited to account indivisible fund, and the expense plan of agricultural consumer cooperative for the purpose of specified in the subitem "b" of Item 3 of these rules.
