Rules of provision and distribution of subsidies from the federal budget to budgets of subjects of the Russian Federation on compensation of part of the direct incurred costs on creation and upgrade of objects of agro-industrial complex, and also on acquisition of the machinery and equipment

1. These rules establish the purposes, conditions and procedure for provision and distribution of subsidies from the federal budget to budgets of subjects of the Russian Federation on compensation of part of the direct incurred costs on creation and upgrade of objects of agro-industrial complex (further - objects), and also on acquisition of the machinery and equipment on the purpose of provision of subsidies (further - subsidies).

2. The concept "objects" includes the following concepts:

"fruit storage" - the building, structure or construction intended for storage and side job of different types of fruits and berries and equipped with the corresponding processing equipment;

"potato storage (vegetable storehouse)" - the building, structure or construction intended for storage and side job of potatoes (vegetables) and equipped with the corresponding processing equipment;

"hothouse complex" - complex of the buildings, structures or constructions including glazed, and (or) with film covering, and (or) with covering from polycarbonate, intended for year-round industrial production of vegetables in the protected soil, equipped with the necessary processing and agrotechnical equipment and including including the heat power centers, boiler rooms with the corresponding processing equipment, internal networks of engineering facilities and external networks of engineering facilities;

"livestock complex of the dairy direction (dairy farm)" - the complex of buildings, structures and constructions intended for ensuring production of milk and equipped with the production rooms for content and milking of cows and (or) goats and (or) cultivation of young growth, sagination, artificial insemination connected by single engineering procedure based on complex mechanization of production processes and also specialized farms and (or) platforms on cultivation and (or) sagination of young growth of cattle of dairy breeds, buildings of auxiliary appointment - veterinary and sanitary and economic and household constructions, engineering communications, constructions for storage and preparation of forages, storage of manure, the room for the parking of the equipment;

"the selection and genetic center in livestock production" - the complex of buildings, structures and constructions intended for conducting large-scale selection of cattle, pigs and bird, for cultivation and transplantation of embryos of cattle of group of black and motley, pale-yellow and red breeds, and also for the organization of accounting of assessment of level of productivity of breeding animals and quality of livestock products, including by means of use of automated control systems of selection and breeding work, equipped with the corresponding processing equipment and created based on the organization for breeding livestock production having the registration certificate in the state breeding register;

"the selection and seed-growing center in crop production" - the complex of buildings, structures and constructions intended for creation of grades (hybrids) of agricultural plants and (or) side job, preparation and storage of seeds and (or) landing material and which is including storage facilities with processing equipment, laboratory with equipment set on quality evaluation of grades (hybrids) and seeds, and also having own and (or) leased lands of agricultural purpose used for cultivation and (or) reproduction of seeds and (or) landing material;

"wholesale distribution center" - the complex of buildings, structures and constructions intended for storage, side job, primary conversion, acceptance, packaging and realization of agricultural products, raw materials and food including in system of internal food aid to the needing segments of the population in the Russian Federation, and also for veterinary and phytosanitary control with use of the automated electronic information and settlement systems, including including internal and external networks of engineering facilities;

"pig-breeding complex" - the complex of buildings, structures and constructions intended for ensuring production of pork and equipped with production rooms for artificial insemination and reproduction of animals, contents, productions of the forages, cultivation of young growth, sagination, slaughter, cutting, own primary conversion, heat treatment and storage of finished goods connected by single engineering procedure based on complex mechanization of production processes and also buildings of auxiliary appointment - veterinary and sanitary and economic and household constructions, engineering communications, constructions for storage and preparation of forages, manure storage.

3. In these rules the machinery and equipment is understood as the agricultural machinery meeting the requirements of Rules of provision of the subsidies to producers of agricultural machinery approved by the order of the Government of the Russian Federation of December 27, 2012 No. 1432 "About approval of Rules of provision of subsidies to producers of agricultural machinery".

4. Subsidies are provided for the purpose of joint financing of execution of payment commitments of the subjects of the Russian Federation arising in case of implementation of actions of state programs of subjects of the Russian Federation and (or) municipal programs, providing compensation of part of the direct incurred costs in the following directions:

a) creation and (or) upgrade of the fruit storages belonging on the property right to agricultural producers, except for citizens, conducting personal subsidiary farm;

b) creation and (or) upgrade of the potato storages (vegetable storehouses) belonging on the property right to agricultural producers, except for citizens, conducting personal subsidiary farm;

c) creation and (or) upgrade of the hothouse complexes belonging on the property right to agricultural producers, except for citizens, conducting personal subsidiary farm and to the Russian organizations;
