1. Approve the enclosed Rules of maintaining the register of operators of technical inspection.

2. To committee of administrative police of the Ministry of Internal Affairs of the Republic of Kazakhstan (Lepekh I. V.) provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan and its official publication in information system of law of Ad_let and in periodic printed publicity materials;

2) placement of this order on official Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan.

3. To impose control of execution of this order on the deputy minister of internal affairs of the Republic of Kazakhstan Turgumbayev E. Z.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of maintaining register of operators of technical inspection

1. General provisions

1. These rules of maintaining the register of operators of technical inspection (further - Rules) are developed according to Item 1 of article 89 of the Law of the Republic of Kazakhstan of April 17, 2014 "About traffic" and establish procedure for maintaining the register of operators of technical inspection.

2. The register of operators of technical inspection (further - the Register) is created for the purpose of maintaining the single list of the operators of technical inspection performing carrying out obligatory technical inspection of motorized vehicles and trail cars to them.

3. The register represents the single, periodically specified list of operators of technical inspection and containing all necessary information of directory nature about them.

4. Inclusion in the Register and its maintaining is performed by Committee of transport of the Ministry for Investments and Development of the Republic of Kazakhstan (further - authorized body) in form according to appendix 1 to these rules based on the provided information of territorial authorities of Committee of transport of the Ministry for Investments and Development of the Republic of Kazakhstan (further - bodies of transport control).

2. Procedure for maintaining Register

5. Inclusion in the Register provides:

1) introduction of information provided by the individual entrepreneur or the legal entity in bodies of transport control in the place of its document registration, the these rules specified in Item 6;

2) consideration, acceptance by body of transport control of the decision on inclusion or about refusal in inclusion in the Register.

6. For inclusion in the Register by the individual entrepreneur or legal entity the following documents are submitted:

1) statement;

2) the copy of the certificate or the certificate of state registration (re-registration) of the legal entity - for the legal entity;

3) the copy of the document, proving the identity, and the registration certificate as the individual entrepreneur - for the individual entrepreneur;

4) notarially attested copies of the documents confirming the property right or ownerships and uses to real estate of the operator of technical inspection with text about the made registration of the rights to real estate according to Item 1 of article 34 of the Law of the Republic of Kazakhstan "About state registration of the rights to real estate" - in case of opening of the stationary line of technical inspection;

5) passport copies on test equipment and gages with indication of the term of primary checking, issued by manufacturing plant, and (or) copies of the documents confirming carrying out checking of gage devices and certification of test equipment with provision of originals for reconciliation. Originals after reconciliation return to the applicant;

6) information on test equipment and the gage devices offered by the applicant for the organization of the center of technical inspection on form according to appendix 2 to these rules;

7) information on compliance of the territory and premises of the center of technical inspection to requirements of state standard of ST of RK 1811-2011 "Avtomototransportny means. Obligatory technical inspection. Control methods" in form according to appendix 3 to these rules, - in case of opening of the stationary line of technical inspection.

7. The application with the documents attached to it is considered by bodies of transport control within three working days from the date of its receipt.

8. By results of consideration of the application and the submitted documents, bodies of transport control make the decision on inclusion of the applicant in the Register or on refusal in inclusion in the Register.

9. The decision on inclusion in the register is drawn up in the form of the order of the head of body of transport control or replacement his face.

In case of inclusion in the register or refusal in inclusion in the register bodies of transport control during the term specified in Item 7 of these rules send to the applicant the notification on inclusion in the register or motivated refusal.

10. Bodies of transport control within one working day from the date of the publication of the order on inclusion in the register provide information including in authorized body:

1) name of the operator of technical inspection;

2) address (index, area, area, city (settlement, village), street, house), contact telephone numbers, e-mail address of the operator of technical inspection;

3) location of the stationary line of technical inspection;

4) type and number of stationary and mobile lines of technical inspection;

5) region of activities of the operator of technical inspection.
