1. Approve the enclosed Requirements for energy saving and increase in energy efficiency shown to project (project and estimate) documentations of buildings, structures, constructions.

2. To committee of industrial development and industrial safety of the Ministry for Investments and Development of the Republic of Kazakhstan (Erzhanov A. K.) provide:

1) in the procedure established by the legislation state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy on official publication in periodic printing editions and information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of Item 2 of this order.

3. To impose control of execution of this order on the supervising Vice-Minister of investments and development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

The requirements for energy saving and increase in energy efficiency shown to project (project and estimate) documentations of buildings, structures, constructions

1. General provisions

1. These Requirements for energy saving and increase in energy efficiency shown to project (project and estimate) documentations of buildings, structures, constructions (further - Requirements) are developed according to subitem 6-11) of article 5 of the Law of the Republic of Kazakhstan of January 13, 2012 "About energy saving and increase in energy efficiency".

2. In these Requirements the following basic concepts are used:

1) the general energy characteristic – specific expense of heat energy on heating and ventilation of the building, structure, construction taking into account general heatlosses for the heating period;

2) specific expense of heat energy on heating and ventilation of the building, structure, construction for the heating period – amount of heat energy for the heating period, necessary for compensation of heatlosses of the building, structure, construction taking into account air exchange and additional heat releases in case of the normalized parameters of the thermal and air modes of rooms in it, carried to the unit area or to unit of the heated amount;

3) the specific heat-protective characteristic of the building, structure, construction – the physical quantity characterizing heat-protective cover of the building, structure, construction in number equal to losses of heat energy of unit of the heated amount in unit of time in case of temperature drop in 1 °C through heat-protective cover of the building, structure, construction;

4) the energy passport of the building, structure, construction – the document containing energy, heattechnical and geometrical characteristics as the existing buildings, structures, constructions, and projects of buildings, structures, constructions and their protecting designs;

5) class of energy efficiency of the building, structure, construction – the level of profitability of energy consumption of the building, structure, construction characterizing its energy efficiency at operation stage;

6) energy efficiency (further - energy efficiency) – the quantitative relation of amount of the provided services, works, the turned-out products (goods) or the made energy resources to the initial energy resources spent for it;

7) energy saving – realization of the organizational, technical, technology, economic and other measures directed to reduction of amount of the used energy resources.

3. These Requirements extend in case of development of project (project and estimate) documentation of buildings, structures, constructions:

1) on construction new or expansion (capital repairs, reconstruction) of the existing buildings, structures, constructions with amount of consumption of energy resources, equivalent five hundred and more tons of conditional fuel in one calendar year;

2) on construction of facilities, the existing state or interstate standard rates which are not provided with availability developed on special specifications (special regulations) replacing the absent standard rates.

4. These Requirements extend in case of development of project (project and estimate) documentation of construction new or expansions (capital repairs, reconstruction) of the existing buildings, structures, constructions which are not specified in Item 3 of these Requirements at the initiative of the customer of project (project and estimate) documentation.

2. The requirements for energy saving and increase in energy efficiency shown to project (project and estimate) documentations of buildings, structures, constructions

5. In case of development of project (project and estimate) documentation of the building, structure, construction the required class of energy efficiency and the requirement for energy saving and increase in energy efficiency are specified in design assignment.

6. Project (project and estimate) documentation of the buildings, structures and constructions which are subject to complex non-departmental examination of construction projects regarding energy saving and increase in energy efficiency shall contain the Section on energy saving and increase in energy efficiency.

7. On energy saving and increase in energy efficiency of project (project and estimate) documentation contain in the Section:

1) the general energy characteristic of the designed building, structures, constructions;

2) energy passport of the building, structure, construction;

3) class of energy efficiency of the building, structure, construction;
