1. Approve the enclosed Standard agreement of electric utility service.

2. To provide to department of power industry of the Department of Energy of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) the direction on official publication of the copy of this order within ten calendar days after its state registration in the Ministry of Justice of the Republic of Kazakhstan in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on official Internet resource of the Department of Energy of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Department of Energy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 2) and 3) of this Item.

3. To impose control of execution of this order on the supervising Vice-Minister of Energy of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

1. The basic concepts used in the Agreement

1. In the Agreement the following basic concepts are used:

1) settlement period - the period of time determined by the Contract for electric utility service for which the consumed electrical energy is considered and shown for payment to the consumer;

2) the consumer - the physical person or legal entity consuming electrical energy on the basis of the Agreement;

3) the device of commercial accounting - the technical device intended for commercial accounting of electrical energy, allowed for use according to the procedure, established by the legislation of the Republic of Kazakhstan;

4) the scheme of accounting of electrical energy - certain electric connection of the means of accounting of electrical energy providing accounting of the transferred and consumed electrical energy for calculations for it.

2. Subject of the agreement

2. The supplier shall give to the consumer through the attached network of the power transferring organization the electric power, and the consumer shall pay the accepted electric power according to terms of this agreement.

3. The agreement is signed with the consumer in the presence at it the equipment attached to networks of the power transferring organization in the procedure established by the current legislation and also in the presence of devices of commercial accounting.

4. In cases when as the subscriber under the Agreement the physical person using energy for household consumption acts, the Agreement is considered the prisoner from the moment of the first actual connection of the subscriber in accordance with the established procedure to the attached network.

5. For the conclusion of the Agreement the consumer needs to have:

1) the act of differentiation of balance sheet accessory of power networks and operational responsibility of the parties with the scheme of connection of the consumer to power networks (except for the physical persons living in apartment buildings);

2) acceptance act of system of commercial accounting of electrical energy;

3) copy of the certificate of state registration of the legal entity or certificate of the individual entrepreneur;

4) the document on the registered rights to real estate or the copy of the title document to object of electric utility service;
