1. Approve the enclosed Rules of the organization and activities of the state system of civil protection.

2. (Petrov V. V.) in the procedure established by the legislation to provide to committee on emergency situations of the Ministry of Internal Affairs of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order, its direction on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan.

3. To impose control of execution of this order on the deputy minister of internal affairs of the Republic of Kazakhstan Bozhko V. K.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of the organization and activities of the state system of civil protection

Chapter 1. General provisions

1. These rules of the organization and activities of the state system of civil protection (further - Rules) are developed according to subitem 70-1 of article 12 of the Law of the Republic of Kazakhstan "About civil protection" (further - the Law) and determine the main objectives, structure and procedure for the organization of activities of the state system of civil protection in the Republic of Kazakhstan.

2. The state system of civil protection (further - GSGZ) - set of the governing bodies, forces and means of civil protection intended for realization of nation-wide complex of actions for protection of the population, objects and the territory of the Republic of Kazakhstan from the dangers arising in case of emergency situations and the military conflicts or owing to these conflicts.

The prevention of emergency situations of social nature, the international conflicts, religious extremism and terrorism is not included into competence GSGZ.

3. The main objectives of GSGZ are determined by Item 1 of article 3 of the Law.

Chapter 2. Structure of GSGZ

4. GSGZ includes territorial and industry subsystems and has three levels: republican, territorial and object.

5. Territorial subsystems of GSGZ correspond to the accepted administrative-territorial division. Each territorial subsystem is intended for the organization and conducting actions of civil protection in the subordinated territory and includes:

governing bodies of civil protection;

7. Treat the GSGZ republican level:

Government of the Republic of Kazakhstan;

authorized body in the field of civil protection;

the central executive bodies within competence;

services of the central state bodies on duty and dispatching;

services of observation, control of situation and forecasting of emergency situations;

republican services of civil protection.

8. Treat the GSGZ territorial level:

local executive bodies;

territorial subdivisions of the central executive bodies in industry subsystems within the competence;

territorial and subordinated subdivisions of authorized body in the field of civil protection;

dezhurno - dispatching services of the organizations;

forces and means of territorial services of observation, control of situation and forecasting of emergency situations.

9. Treat the GSGZ object level: the organizations, services of the organizations on duty and dispatching (in the presence), forces and means of civil protection in this territory.

10. Management of GSGZ is performed according to Item 3 of article 4 of the Law.

11. For the purpose of development of offers on forming and carrying out single state policy in the field of civil protection advisory advisory bodies are created, including:

1) at the republican level - interdepartmental state commission according to the prevention and liquidation of emergency situations;

2) at the territorial level - the commission on the prevention and liquidation of emergency situations;

3) the evacuation commissions - in the central and local executive bodies, in the organizations referred to categories on civil defense.

12. Heads of bodies of managements of civil protection exercise control and control of functioning of subsystems and links of GSGZ.

Placement of governing bodies of civil protection is performed in control centers which are supported in permanent readiness for use.

13. Services of observation, control of situation and forecasting of emergency situations of natural and technogenic nature consist from:

1) divisions of the command centers, including republican network of seismological observations, and also services of monitoring of mudflows, landslides and avalanches of authorized body in the field of civil protection;

2) republican, regional, city and district services of civil protection, and also services of local executive bodies on duty and dispatching;

3) services of hazardous production facilities on duty and dispatching;

4) services of observation and state control and supervision of radiation and nuclear safety of authorized body in the field of use of atomic energy;

5) control services and supervision of conducting oil operations at the sea of authorized body in the field of industrial safety;

6) the services exercising control of safe operation of transport (railway, automobile, inland water transport, merchant shipping, in the field of use of airspace of the Republic of Kazakhstan and activities of civil and experimental aviation) authorized body in the field of transport;
