1. Approve the enclosed Rules of development by federal executive bodies, executive bodies of subjects of the Russian Federation, local government bodies of actions for increase in measure values of availability to disabled people of objects and services in the established fields of activity.

2. To federal executive bodies to develop actions plans ("road maps") on increase in measure values of availability to disabled people of objects and services in the established fields of activity according to the Rules approved by this resolution and to approve them in time, providing realization of the relevant activities since January 1, 2016.

3. Recommend to the supreme bodies of the executive authority of subjects of the Russian Federation and local government bodies to develop according to the Rules approved by this resolution, actions plans ("road maps") on increase in measure values of availability to disabled people of objects and services according to subjects of the Russian Federation and municipalities and to approve them in time, specified in Item 2 of this resolution.

4. To make to the Ministry of Labour and Social Protection of the Russian Federation explanations on application of the Rules approved by this resolution.

5. The rules approved by this resolution become effective since January 1, 2016.

Rules of development by federal executive bodies, executive bodies of subjects of the Russian Federation, local government bodies of actions for increase in measure values of availability to disabled people of objects and services in the established fields of activity

1. These rules determine procedure for development by federal executive bodies, executive bodies of subjects of the Russian Federation, local government bodies of actions for increase in measure values of availability to disabled people of objects and services in the established fields of activity.

3. Actions plans affirm:

a) federal executive bodies according to the list according to appendix No. 1, and also the Federal Services and federal agencies providing services to the population which are under their authority (further - federal executive bodies);

b) the supreme executive bodies of the government of subjects of the Russian Federation;

c) local administrations.

4. The corresponding federal executive bodies approve the actions plans developed by state non-budgetary funds of the Russian Federation which activities by them are coordinated.

5. Plan development of actions of the subject of the Russian Federation is performed by body, authorized supreme executive body of the government of the subject of the Russian Federation. Collaborators of the actions plan are relevant organs of the executive authority of the subject of the Russian Federation in spheres of social protection of the population, work and employment, health care, education, culture, transport, communication and information, physical culture and sport, trade, housing and communal services and town planning.

6. Plan development of actions of the municipality is performed by local administration according to powers of local government bodies according to the solution of questions of local value.

7. The actions plan shall contain:

a) reasons are more whole than ensuring availability to disabled people of objects and services, and also actions for their achievement at the scheduled time;

b) the table of increase in measure values of availability to disabled people of objects and services in form according to appendix No. 2;

c) the list of the actions realized for achievement of the planned measure values of availability to disabled people of objects and services in form according to appendix No. 3.

8. The table of increase in measure values of availability to disabled people of objects and services of the actions plan of the subject of the Russian Federation, the municipality shall contain the Sections reflecting indicators of availability to disabled people of objects and services according to the main powers in spheres of social protection of the population, work and employment, health care, education, culture, transport, communication and information, physical culture and sport, trade, housing and communal services and town planning.

9. The indicators of availability to disabled people of objects and services expected results of increase in their values, the list of the actions realized for achievement of the planned measure values of availability to disabled people of objects and services and terms of their realization are determined by the executive body approving the actions plan, local administration proceeding:

a) from national standards of the Russian Federation and (or) sets of rules (part of the national standard of the Russian Federation and (or) the part of the set of rules) providing the requirements specified regarding the 2nd article 6 of the Federal law "The Technical Regulation about Safety of Buildings and Constructions", included in the register of the requirements which are subject to application in case of accomplishment of engineering researches, implementation of architectural and construction designing, conducting examination of the project documentation and (or) examination of results engineering research, construction, reconstruction, capital repairs, operation and demolition of capital construction projects including from national standards of the Russian Federation and (or) sets of rules (part of the national standard of the Russian Federation and (or) part of the set of rules) as a result of which application observance with the established specified Federal Law of requirements of availability of buildings and constructions for disabled people and other national groups with limited traficabilities is provided;

b) from the analysis of current status of availability to disabled people of objects and services in the corresponding fields of activity;

c) from the state (municipal) programs, and also from development strategies in the corresponding fields of activity;

d) from the budgetary appropriations of the federal budget, budget of the subject of the Russian Federation, the local budget for the next financial year and planning period provided for the purpose of increase in measure values of availability to disabled people of objects and services.
