2. This resolution becomes effective after ten days after day of its official publication, except for Item 7 of the enclosed Regulations which becomes effective since January 1, 2017, and subitems "b", "d", "e" of Item 8 of the enclosed Regulations which become effective since January 1, 2016.

3. To impose control of execution of this resolution on the vice chairman of the board of RPF Gukailo B. V.

Regulations of carrying out departmental control in the sphere of purchases for ensuring federal needs

I. General provisions

1. These Regulations establish procedure for carrying out by the Pension Fund of the Russian Federation and departments of the Pension Fund of the Russian Federation (further - bodies of departmental control) departmental control in the sphere of purchases of goods, works, services for ensuring federal needs (further - departmental control) concerning subordinated territorial authorities of RPF and the Information Centre of the Personified Accounting (ICPA) (further - the customer).

2. Regulations No. 44-FZ "About contractual system in the sphere of purchases of goods, works, services for ensuring the state and municipal needs" is developed according to the Federal Law of April 5, 2013 (The Russian Federation Code, 2013, No. 14, the Art. 1652, No. 27, the Art. 3480, No. 52, Art. 6961; 2014, No. 23, Art. 2925, No. 30, Art. 4225, No. 48, Art. 6637; No. 49, Art. 6925; 2015, No. 1, the Art. 11, the Art. 51, the Art. 72, No. 10, the Art. 1418, No. 14, the Art. 2022) and the order of the Government of the Russian Federation of February 10, 2014 No. 89 "About approval of Rules of implementation of departmental control in the sphere of purchases for ensuring federal needs" (The Russian Federation Code, 2014, No. 7, the Art. 683, No. 12, the Art. 1290).

3. Subject of departmental control is observance by customers, including their contractual services, contractual managing directors and the commissions on implementation of purchases of legislative and other regulatory legal acts of the Russian Federation about contractual system in the sphere of purchases of goods, works, services for ensuring federal needs (further - the legislation of the Russian Federation on contractual system in the sphere of purchases).

4. Departmental control is exercised by holding offside and (or) documentary events of departmental control.

5. Departmental control is exercised by Audit committee of RPF, Department on implementation of purchases of Executive directorate of RPF (further - Department), control and auditing managements (departments, groups) of departments RPF (further - subjects of control) as follows:

- Audit committee of RPF and control and auditing managements (departments, groups) of departments RPF by holding planned and unplanned offside events of departmental control during audits (checks) of departmental financial control of activities of customers as independent question of audit, and during thematic checks in this direction of control;

- Department by participation in the offside events held by Audit committee of RPF and also by holding documentary actions of departmental control.

6. Offside events are held in the location of customers. Documentary events are held in the location of subjects of control based on the documents submitted by customers at the request of subjects of control.

7. Officials of subjects of control, representatives on implementation of actions of departmental control, shall have the higher education or additional professional education in the sphere of purchases.

8. When implementing departmental control subjects of control perform check of compliance with law of the Russian Federation about contractual system in the sphere of purchases, including:

a) observance of the restrictions and prohibitions established by the legislation of the Russian Federation on contractual system in the sphere of purchases;

b) observance of requirements to reasons for purchases and justification of purchases;

c) observance of requirements about regulation in the sphere of purchases;

d) correctness of determination and reasons for the starting (maximum) price of the contract, the price of the contract signed with the single supplier (the contractor, the contractor), starting price of commodity unit, work, service, the initial amount of the prices of commodity units, work, service;

e) compliance of information on identification codes of purchases and not excess of amount of financial provision for implementation of these purchases of information containing in scheduled plans of purchases, notices on implementation of purchases, protocols of determination of suppliers (contractors, contractors), conditions of the drafts contract directed by participants of purchases with whom contracts, in the register of the contracts signed by customers are signed;

e) ceased to be valid

g) provisions to organizations and the companies of criminal executive system, organizations of persons with disabilities of benefit concerning the price of the contract, the amount of the prices of commodity units offered by them, work, service;

h) observance of the requirements concerning participation in procurement of small business entities, socially oriented non-profit organizations;

i) observance of requirements for determination of the supplier (contractor, contractor);

j) ceased to be valid

k) applications by the customer of measures of responsibility and making of other actions in case of violation by the supplier (the contractor, the contractor) of terms of the contract;

l) compliance of the delivered goods, the performed work (its result) or the rendered service to terms of the contract;

m) timeliness, completeness and reliability of reflection in documents of accounting of the delivered goods, the performed work (its result) or the rendered service;

o) compliance of use of the delivered goods, the performed work (its result) or the rendered service to the purchase implementation purposes.

9. When holding action of departmental control the officials authorized on implementation of departmental control have the right:
