1. Approve the enclosed requirements to technical equipment and procedure for its application.

2. To committee of state revenues of the Ministry of Finance of the Republic of Kazakhstan (Ergozhin of E.) in the procedure established by the legislation to provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order its direction on official publication in periodic printing editions and information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of Finance of the Republic of Kazakhstan.

3. This order becomes effective after ten calendar days after day of its first official publication.

Requirements to technical equipment and procedure for its application

1. General provisions

1. These Requirements to technical equipment and procedure for its application are developed according to the subitem 7) of article 34 of the Code of the Republic of Kazakhstan of June 30, 2010 "About customs affairs in the Republic of Kazakhstan".

2. In these Requirements to technical equipment and procedure for its application the following concepts are used:

1) the subscriber terminal - the technical equipment of system of satellite navigation allowing to determine location of the vehicle by means of signal transmission by communication channels;

2) dispatch center - the operator of provision of services of satellite navigation registered in the Republic of Kazakhstan;

3) the normal mode - operating mode of the subscriber terminal in case of which the signal of the location of the vehicle is transmitted according to the set temporary parameters;

4) the emergency mode - operating mode of the subscriber terminal in the conditions of lack of possibility of determination of the location of the vehicle or violation of the set temporary parameters of signal transmission.

2. Requirements to technical equipment

3. The subscriber terminal shall conform to the following requirements:

1) to have the case from strong material allowing to keep operational qualities of the terminal in working order under the influence of external conditions (atmospheric influences, differences of temperatures, the increased humidity, vibration);

2) to have the design allowing its stationary fixture in the vehicle and imposing of means of identification (sealing) for the purpose of exception of unauthorized removal;

3) to provide steady signaling throughout all route of movement of goods under customs control.

3. Procedure for application of technical equipment

4. The customs carrier equips each vehicle used for transportations under customs control with the subscriber terminal.

5. The subscriber terminal established on the vehicle provides signal transmission about the location of the vehicle in all territory of the Republic of Kazakhstan.

6. Prior to operation of the vehicle with the established subscriber terminal, the subscriber terminal oplombirovyvatsya by body of state revenues of registration of customs carrier.

2) date and time of inclusion and switching off of the subscriber terminal;

3) information on vehicles;

4) the analytical report about movement of vehicles.

9. The customs carrier provides by means of dispatch centers:

1) acceptance and processing of signals of the subscriber terminal established on the vehicle;

2) restriction of information access by means of establishment of passwords, administration of accounting records;

3) archiving and storage of information on the vehicle within 3 years.

10. Technical parameters of the subscriber terminal are set according to specifications and parameters of manufacturer.

11. For the signals of the subscriber terminals which are operating normally, established on the vehicles moving goods under customs control, frequency of signal transmission of the subscriber terminal about the location of the vehicle constitutes no more than 10 minutes.

12. The subscriber terminal supports function of emergency operating mode which is entered in the automatic mode in the following cases:

1) impossibility of determination of the location of the vehicle;

2) violations of the set normal mode of the subscriber terminal set on the vehicle.

The beginning of transfer of alarming signals of the subscriber terminal shall not exceed 5 minutes from the moment of introduction of the emergency mode.

13. The subscriber terminal is in good repair and the signal transmission mode for the entire period of movement of goods under customs control.

14. Turning on of the subscriber terminal is provided after goods placement under customs procedure of customs transit, and shutdown is allowed after completion of customs procedure of customs transit.
