About establishment of diplomatic classes and ranks for diplomatic workers of the Republic of Uzbekistan

This Law establishes diplomatic classes and ranks for diplomatic workers of the Republic of Uzbekistan according to the Vienna Convention "About the Diplomatic Intercourses" of 1961, with other commonly accepted international legal regulations and rules.

Article 1.

In the Republic of Uzbekistan 3 classes of heads of diplomatic representations of the Republic of Uzbekistan are established:

The ambassador extraordinary and plenipotentiary accredited in case of Chapter of foreign state;

The minister extraordinary and plenipotentiary accredited in case of Chapter of foreign state;

The chargê d'affaires accredited in case of the Minister of Foreign Affairs of foreign state.

The class to which heads of representations of the Republic of Uzbekistan shall belong is determined by the agreement between the states establishing diplomatic relations.

Article 2.

In the Republic of Uzbekistan the following diplomatic ranks - the special office ranks given to members of diplomatic staff of representations of the Republic of Uzbekistan in foreign countries are established:

Ambassador extraordinary and plenipotentiary;

Minister extraordinary and plenipotentiary of the first class;

Minister extraordinary and plenipotentiary of second class;

Adviser of the first class;

Adviser of second class;

First secretary of the first class;

First secretary of second class;

Second secretary of the first class;

Second secretary of second class;

Third secretary;

Attache.

Article 3.

Diplomatic ranks of the Ambassador extraordinary and plenipotentiary, Minister extraordinary and plenipotentiary of the first and second classes are appropriated by Presidential decrees of the Republic of Uzbekistan.

Offers on these questions are made by the Minister of Foreign Affairs of the Republic of Uzbekistan.

Other diplomatic ranks are appropriated by orders of the Minister of Foreign Affairs of the Republic of Uzbekistan.

Offers concerning their assignment are made by certifying commission of the Ministry of Foreign Affairs of the Republic of Uzbekistan.

The structure of certifying commission and regulations on it affirm the Minister of Foreign Affairs of the Republic of Uzbekistan.

Diplomatic ranks can be also appropriated leading and to responsibles of the Ministry of Foreign Affairs of the Republic of Uzbekistan.

Article 4.

The initial diplomatic rank of the attache is appropriated to person who worked on diplomatic service at least one year.

The next diplomatic ranks of the third secretary, the second secretary are appropriated to the staff of diplomatic representation depending on qualification and successful service both in central office, and in foreign organizations of the Republic of Uzbekistan within at least 2-3 years, the first secretary, the adviser at least 3-4 years.

For considerable achievements in work the employee of diplomatic representation can be provided to assignment of higher diplomatic rank before the specified term.

Article 5.

Ranks of the Ambassador extraordinary and plenipotentiary, Minister extraordinary and plenipotentiary are appropriated for life.

Behind persons having other diplomatic ranks they remain in case of retirement of these officials from system of the Ministry of Foreign Affairs of the Republic of Uzbekistan.

Article 6.

Deprivation of diplomatic ranks of the Ambassador extraordinary and plenipotentiary, Minister extraordinary and plenipotentiary is made by Presidential decrees of the Republic of Uzbekistan on representation of the Minister of Foreign Affairs of the Republic of Uzbekistan.

On other members of diplomatic representations the decision is made on this matter by the Minister of Foreign Affairs of the Republic of Uzbekistan on representation to certifying commission of the Ministry.
