ORDER OF THE MINISTER OF NATIONAL ECONOMY OF THE REPUBLIC OF KAZAKHSTAN

About approval of Health regulations "Sanitary and epidemiologic requirements to water sources, places of water intake for the economic and drinking purposes, economic drinking to water supply and places of cultural and community water use and safety of water objects"

According to Item 6 of article 144 of the Code of the Republic of Kazakhstan of September 18, 2009 "About health of the people and health care system" PRIKAZYVAYU:

1. Approve the enclosed Health regulations "Sanitary and epidemiologic requirements to water sources, places of water intake for the economic and drinking purposes, economic drinking to water supply and places of cultural and community water use and safety of water objects".

2. To provide to committee on consumer protection of the Ministry of national economy of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order its direction on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on official Internet resource of the Ministry of national economy of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-minister of national economy of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days from the date of its first official publication.

Health regulations "Sanitary and epidemiologic requirements to water sources, places of water intake for the economic and drinking purposes, economic drinking to water supply and places of cultural and community water use and safety of water objects"

1. General provisions

1. These Health regulations "Sanitary and epidemiologic requirements to water sources, places of water intake for the economic and drinking purposes, economic drinking to water supply and places of cultural and community water use and safety of water objects" (further - Health regulations) are developed according to the Code of the Republic of Kazakhstan of September 18, 2009 "About health of the people and health care system" and determine sanitary and epidemiologic requirements to protection of sources of water supply from pollution, to delimitation of zones of sanitary protection of sources of drinking water supply, to quality of drinking water, constructions of water supply and the sewerage, water disinfection, to centralized hot water supply in case of the closed and open systems of heat supply, on systems of heat supply with separate networks of hot water supply.

2. These Health regulations extend to subjects to water supply (centralized and not centralized systems of drinking, economic and drinking water supply), systems of centralized hot water supply and to places of cultural and community water use.

3. These Health regulations extend on legal entities and physical person which activities are connected with designing, construction, reconstruction, content and operation of subjects to water supply.

4. In these Health regulations the following determinations are used:

1) free-flow waters - the underground waters having pressure at the upper surface of the water-bearing horizon at the level of atmospheric pressure;

2) pressure head waters - the underground waters moving under pressure exceeding atmospheric pressure at the upper surface of the water-bearing horizon;

3) emergency situation the termination for more than a day of supply of drinking water is recognized to water consumers drinking water supply owing to accident, catastrophic crash, spontaneous or other situation of natural or technogenic nature which entailed pollution, depletion of sources of drinking water supply and (or) damage of systems of drinking water supply;

4) storage container - reservoir for water accumulating;

5) spring (key) - natural concentrated exit of underground water to the Earth's surface;

6) byef - the part of reservoir, the river, channel located on current above water intaking construction (dike, lock) or below it;

7) reservoir of the first category - the superficial water objects used as source of centralized or not centralized water economic and drinking water supply;

8) deaeration - removal from water of the gases dissolved in it;

9) reservoir of the second category - the superficial water objects used for mass rest, tourism and sport, and which are also within settlements;

10) the closed system of heat supply - system of heat supply in which water for hot water supply heats up in water heaters (boilers);

11) the coastline - the line of the coast of water object which is formed as a result of the maximum inflow (high water);

12) insufficiently protected underground waters - underground (soil) waters of the free-flow water-bearing horizon, the first from the Earth's surface, receiving food on the area of its distribution;

13) general koliformny bacteria (further - experimental design bureau) - the gramotritsatelny, oksidazootritsatelny, not forming dispute sticks, capable grow on differential laktozny circles, fermenting lactose to acid, aldehyde and gas at temperature plus 37 degrees Celsius (further - ° C) within 24-48 hours;

14) total microbic number (further - OMCh) - total number of the mesophilic aerobic and facultatively anaerobic microorganisms capable to form colonies on nutritious agar at temperature of 37 ° C within 24 hours;

15) open system of heat supply system of heat supply with direct analysis of water from thermal network on hot water supply;

16) superficial water objects - permanent or temporary concentration of waters on land surface in the forms of its relief having borders, amount and the water mode;

17) heat supply providing heat of apartment houses, the organizations by means of heating, ventilation, hot water;

18) the system of heat supply with separate networks of hot water supply - is characterized by direct heating of water of centralized economic and drinking water supply in the absence of communication between systems of heating and hot water supply;

19) alignment - the section of the river on which the water-engineering system constructions providing rise in water level and perceiving its pressure are located;

20) urez - the line of crossing of surface of the water of the river, the lake or artificial reservoir with land surface;

21) piping - the technical construction providing intake of underground waters for the purpose of use;

Prick-fagi 22) - the bacterial viruses capable to lizirovat E.coli and to create zones of lysis (plaque) in 18 hours (± 2 hours), at temperature plus 37 ° C (± 1 ° C) on nutritious agar;

23) the protected underground waters - the interreservoir waters (pressure head and free-flow) having within all belts of zone of sanitary protection (further - ZSO) the continuous waterproof roof excluding possibility of local food from the overlying not enough protected water-bearing horizons;

24) pulp - the production wastes having friable (soft) consistence;

25) the main channel - the artificial construction intended for transfer of water from one pool in another, and also from one river system in another;

26) not centralized water supply - the constructions intended for intake of drinking water without its giving to places of expenditure open for general use or which are in individual use;

27) maximum-permissible concentration (further - maximum allowable concentration) - the maximum quantity of hazardous substance in unit of volume or the masses which in case of daily impact during unrestricted time does not cause painful changes in organism and adverse heritable changes in posterity;

28) maximum-permissible dumping (dalee-PDS) - the number of admissible dumpings into water objects of sewage which will not make harmful effects on condition of reservoir and quality of water;

29) recreation - the water object or its site with the coast adjoining to it used for mass rest, tourism and sport;

30) zone of sanitary protection - specially allocated territory around source of water supply and water constructions in which the set mode for the purpose of protection of source of water supply (open and underground), water constructions and the territory surrounding them from pollution for the prevention of quality degradation of water is observed;

31) the water protection zone - the territory adjoining water objects and water management constructions in which the special mode of economic activity for prevention of pollution, contamination and depletion of waters is set;

32) sanitary protection strip - the territory adjacent to conduit of economic and drinking water supply on all its extent and intended for prevention of pollution of water in it;

33) mudflow - mud or the muddy-debris flows which are suddenly arising in beds of the mountain rivers owing to sharp flood;

34) selezashchita - actions, special constructions intended for protection of the settlement, structures against destruction by mud stream;

35) conduits and the main water supply systems - the constructions in the form of the pipeline serving for water supply from source of drinking water supply to the place of its consumption;

36) mezhen - annually recurrent seasonal standing of low (low-flow) water levels in the rivers and lakes;

37) low-flow level - the annually recurrent seasonal level of standing of water in the rivers;

38) approximate admissible levels of substances in water (further - ODU) - developed on the basis of calculation methods of the forecast of toxicity and applicable at stage of precautionary sanitary inspection behind the projectible or organizations under construction, treatment facilities;

39) sulfitredutsiruyushchy klostridiya - the sporoobrazuyushchy anaerobic rhabdoid bacteria reducing sulfites to sulfides;

40) thermotolerant koliformny bacteria (further - TKB) - the bacteria having signs of general koliformny bacteria, and also capable to ferment lactose to acid, aldehyde and gas at temperature of 44 (± ° C 0,5) within 24 hours;

41) desalination methods - physical and chemical methods of removal from water of dissolved salts and other impurity;

42) sea waters are waters of the Caspian and Aral seas within Frontier of the Republic of Kazakhstan if other is not provided by the international treaties ratified by the Republic of Kazakhstan;

Counting of territorial waters (sea) is performed from the direct initial lines connecting the corresponding geographical points determined according to the international treaties ratified by the Republic of Kazakhstan and also lines of the greatest outflow as on the continent, and the islands belonging to the Republic of Kazakhstan;

43) well - the construction intended for raising of underground waters on the Earth's surface;

44) flowmeter - the device for measurement of consumption of water;

45) hot water supply - hot water service of apartment houses, the organizations for domestic and production needs complex of the special equipment and devices;

46) hot water supply is complex of the equipment: heat source, the water treatment equipment, water heaters, pipelines transporting water, devices for regulation and control of water temperature;

47) the centralized system of hot water supply is system of heating of water on thermal power plant which is transferred to consumers on pipes;

48) pathogenic bacteria of intestinal group - causative agents of intestinal infectious diseases of the Enterobacteriaceae family;

49) enteroviruses (intestinal viruses) - sort of the ribonukleinovokislotno-containing viruses living mainly in digestive tract of the person and animals, defiant infectious diseases.

2. Sanitary and epidemiologic requirements to water sources, places of water intake for the economic and drinking purposes, economic drinking to water supply and places of cultural and community water use and safety of water objects

5. The generalized indicators of chemicals of drinking water are established in appendix 1 to these Health regulations.

6. In case of origin on water supply system of emergencies or technical violations which bring or can lead to quality degradation of drinking water and conditions of water supply of the population, person performing operation of water supply system immediately takes measures for their elimination and informing territorial subdivision of department of state body in the sphere of sanitary and epidemiologic wellbeing within 24 hours from the moment of detection.

7. The organization (laboratory) exercising production supervision of quality of drinking water immediately informs territorial subdivision of department of state body in the sphere of sanitary and epidemiologic wellbeing of the population on each result of laboratory research of tests of water which is not corresponding to hygienic standard rates.

8. In the cases connected with the phenomena of natural nature or with emergencies which elimination cannot be performed immediately temporary variations from hygienic standard rates of quality of drinking water on the indicators of the chemical composition influencing organoleptic properties are allowed. At the same time, the operating person the actions plan on providing the population with the alternative drinking water corresponding to hygienic standard rates with terms of their accomplishment and reasons affirms.

9. Drinking water shall be safe in the epidemic and radiation relation, is harmless on the chemical composition and to have favorable organoleptic properties.

10. Safety of drinking water in the epidemic relation is determined by its compliance to standard rates by microbiological and parasitological indicators of quality of drinking water according to appendix 2 to these Health regulations.

11. Researches of drinking water on availability of pathogenic bacteria of intestinal group and enteroviruses are conducted in planned procedure, and also according to epidemiological indications according to the decision of territorial subdivision of department of state body in the sphere of sanitary and epidemiologic wellbeing of the population.

12. Harmlessness of drinking water on the chemical composition is determined by its compliance to standard rates by indicators of content of the harmful chemicals which are most often found in natural waters, substances of anthropogenous origin:

1) the harmful chemicals arriving and which are formed in water in the course of its processing in water supply system according to appendix 1 to these Health regulations;

2) content of the harmful chemicals in drinking water arriving in water supply sources as a result of economic activity of the person corresponds to the hygienic standard rates specified in appendix 3 to these Health regulations.

13. In case of detection in drinking water of several chemicals belonging to 1 and 2 classes of danger and normalized on sanitary toxicological sign of harm the amount of the relations of the found concentration of each of them in water of threshold limit value (further - maximum allowable concentration) constitutes unit. Calculation is conducted on formula:

where C1, C2, Sn-of concentration of individual chemicals 1 and 2 of class of danger:

the fact - the actual concentration; top - admissible concentration.

14. Organoleptic properties of drinking water are determined by indicators according to the table 3 of appendix 1 to these Health regulations, and also indicators of the substances exerting impact on organoleptic properties of drinking water according to tables 1 and 2 of appendix 1 to these Health regulations.

15. Presence at drinking water distinguishable is not allowed by naked eye of organisms and superficial film.

16. Radiation safety of drinking water is determined by its compliance to standard rates by indicators of general an and b - activity, according to the table 4 of appendix 1 to these Health regulations.

17. Identification of the radionuclides which are present at water and measurement of their individual concentration is taken in case of excess of standard rates of general activity. Assessment of the found concentration is carried out according to existing rules of radiation safety.

18. The choice of the controlled indicators of drinking water which are subject to constant production supervision is carried out by laboratory for each water supply system, based on results of assessment of composition of water of sources of water supply.

Based on the carried-out analysis the sanitary and epidemiologic characteristic of specific source of water supply on microbiological indicators and the chemical composition is constituted.

19. The generalized indicators of chemicals researches of water are conducted according to the constituted list of chemicals, and also on indicators according to the table 1 of appendix 1 to these Health regulations.

20. For the water supply systems using reagent methods of processing of water when carrying out expanded researches before water supply in the distribution network, chemicals which are formed in water in the course of its processing correspond to indicators according to the table 2 of appendix 1 to these Health regulations.

21. Expanded laboratory researches of water are conducted in places of water intake of water supply system, and in the presence of processing of water or mixture of water of various water intakes, before supply of drinking water in distribution network.

22. The minimum quantity of the researched tests of water depending on water supply source type allowing to provide uniformity of receipt of information on quality of water within year is accepted for underground and superficial sources - once a quarter.

23. In need of receipt of complete and reliable information about the chemical composition of water and dynamics of concentration of the substances which are present at it, frequency of the researched tests of water increases to twelve times (monthly).

24. The territorial subdivision of department of state body in the sphere of sanitary and epidemiologic wellbeing of the population analyzes results of expanded researches of the chemical composition of water on each water supply system and taking into account assessment of sanitary and hygienic conditions of drinking water use of the population and epidemiological situation in the territory determines potential danger of the chemicals which are present at water for health of the population.

Based on the carried-out assessment offers on the list of controlled indicators, quantity and frequency of sampling of drinking water are developed for constant production supervision.

25. The quantity and frequency of sampling of water, selected in places of water intake, are determined for each water supply system individually, according to tables 1, of 2, 3 appendices 4 to these Health regulations.

26. Sampling in distribution network is made from street water folding devices on the most sublime and its deadlock sites, from cranes of internal water supply systems of all houses having pumping and local water-pressure tanks.

27. As the materials, reagents, the equipment used are applied to water purification and water treatment:

1) the reagents added to water (coagulants, polyelectrolytes (flokulyanta, algitsida), antinakipina, rust-preventing agents, stabilizers);

2) the service equipment and constructional materials (pipes, connecting fittings, cranes, polymeric and metal reservoirs for storage and transportation of water, water heaters, insulating materials, laying);

3) the materials used for the processing of surfaces of the equipment and constructional materials contacting to water (varnishes, paints, enamels, sealants, lubricants, anticorrosive coverings, rubbers, polymeric materials, etc.);

4) the filtering granular materials, sorbents and membranes of natural and artificial origin (sand, gravel, zeolites, keramzita, shungizita, klinoptilolita, coals, ion-exchange pitches, polymeric membranes).

28. The materials, reagents and the equipment capable in use are not used for water purification and water treatment:

1) to have harmful effect on health of the person and objects of the environment (water objects, the soil, air, foodstuff, the dwelling) as the habitat of the person;

2) to worsen organoleptic properties of drinking water;

To lead 3) to receipt in drinking water of connections in the concentration exceeding hygienic standard rates;

4) to promote biofouling and development of microflora in drinking water;

5) to form connections and (or) products of transformation in the concentration exceeding hygienic standard rates.

29. The criteria for evaluation of safety of constructional materials and internal coverings used in water supply systems are:

1) organoleptic (smell and smack of water extract in case of t 200 and 600 C, foaming of water extract, chromaticity);

2) physical and chemical (rn, permanganatny oxidability);

3) concentration of connections 1 and 2 of classes of danger in water extract does not exceed 1/2 of their maximum allowable concentrations in water, connections 3 and 4 of classes - maximum allowable concentration in water. In case of detection in water extract of two and more substances 1 and 2 of class of danger which are characterized by the unidirectional mechanism of toxic action, the amount of the attitudes of concentration of each of them towards the corresponding maximum allowable concentrations does not exceed unit.

30. Criteria for evaluation of safety of the reagents used for water purification and water treatment are:

1) as reagents in water supply connections of 3-4 classes of danger are applied (except for means of disinfection of water);

2) the reagents belonging to the 2nd class of danger are applied in the closed systems of heat supply, and also turnover water supply in technologically necessary concentration with respect for maximum allowable concentration of reagents in these waters in case of their dumping into water objects;

3) counting on 3-fold working dose of reagent content in water of substances 1 and 2 of classes of danger does not exceed 1/2 maximum allowable concentrations, substances 3 and 4 of classes of danger - maximum allowable concentration.

31. The list of controlled indicators in water extracts from the materials used in water supply systems is determined according to appendix 5 to these Health regulations.

32. For not centralized economic and drinking water supply underground waters are used. Their use is performed by the device of the special equipment of water intaking constructions (wells without the parting network, mine and tubular wells, piping of springs).

33. Wells without the parting network, wells and piping of springs are arranged for providing national groups and economic and household objects with drinking water based on the sanitary and epidemiologic conclusion.

34. The place for the device of wells and piping of springs is chosen on the uncontaminated sublime site removed on 50 meters at least (further - the m) is higher on flow of ground waters from the existing or possible sources of pollution: bathrooms, cesspools, warehouses of fertilizers and agricultural chemicals, industrial bodies, sewer constructions, the old thrown wells, farmyards, places of burial of people and animals.

35. Water intaking constructions do not arrange: on the sites flooded by flood waters in the lowered, boggy places; the places subjected to landslides and other types of deformation of the soil; is closer than thirty meters from highways to heavy traffic of transport.

36. In case of the equipment of water intaking constructions materials (filters, protective grids, details of pumps and others), the reagents and small-sized clearing devices for economic and drinking water supply allowed for use in the territory of the Customs union are used.

37. For the device of tubular wells the water-bearing horizons protected from surface by waterproof breeds are used.

38. Piping intends for collection vyklinivayushchikhsya on the surface of underground waters from the ascending or descending springs (keys). The water intake from the ascending spring is carried out through bottom of the kaptazhny camera, from the descending spring - through openings in camera wall.

39. The territory at distance of five meters around well (piping) is protected and equips with modern conveniences.

In radius closer than twenty meters from well (piping) do not perform washing of linen, washing of machines, watering place of animals.

40. For rising of water from well (piping) buckets, pumps are used.

41. For protection of wells (piping) against freezing net straw, hay, shaving are used. Manure, glass wool and other polluting materials is not used for these purposes.

42. At least once a year is purged well (piping) from silting and deposits of breed, running repair of fixture, the equipment.

43. After each cleaning and repair disinfection of well (piping) is carried out.

44. Cleaning, washing and disinfection of well (piping) is carried out in case of quality degradation of drinking water, and also in case of registration of the infectious incidence connected with water factor of transfer with creation of the act in form according to appendix 6 to these Health regulations.

45. Quality of drinking water of not centralized water sources on the structure and properties corresponds to the indicators established by these Health regulations.

46. Radiation safety of quality of water from source of not centralized water supply is estimated according to the presents Sanitary to rules.

47. Initial water for hot water supply and quality of the hot water arriving to the consumer irrespective of the applied system and method of processing, conforms to the requirements established to quality of water of centralized system of drinking water supply.

48. At all stages of preparation and supply of hot water for the population laboratory production supervision of quality of water is carried out.

Laboratory production supervision of quality of hot water is exercised:

1) in the closed systems of heat supply - in places of intake of initial water (water) and after water heaters;

2) in open systems of heat supply - in places of intake of initial water (water or waters of source), after water treatment (make-up water) and before receipt in network of hot water supply;

3) in systems of heat supply with separate networks of hot water supply - in places of intake of initial water (water) and after water heaters.

49. The state sanitary and epidemiological surveillance behind quality of water of centralized systems of hot water supply is exercised selectively in places of intake of initial water before receipt in network and in distribution network.

50. The possibility of application of various hot water supply is determined by the project organization, proceeding from quality of initial water, sanitary and hygienic requirements to water in points of water analysis and feasibility statements.

51. For the purpose of ensuring epidemic safety of hot water, in case of open systems of heat supply deaeration of water is carried out at temperature at least +100os.

52. Carrying out thermal networks, irrespective of method of laying and system of heat supply, on the territory of the cemeteries, dumps, cattle mortuaries, agricultural fields of irrigation, fields of cesspool cleaning and other sites constituting danger of chemical or biological pollution of hot water is excluded.

53. Thermal networks of hot water supply in channels together with networks of the household and production sewerage are not laid.

54. Networks of hot water supply do not unite with pipelines of other appointment.

55. For repair objects of the increased epidemic importance (objects of public catering, the food industry, the preschool and general education organizations, and also the medical organizations) are subject to providing with hot water from other sources of heat or from own reserve sources.

56. Storage containers are subject to periodic cleaning of rainfall and fouling. Frequency of cleaning is determined by local service conditions and carried out at least once in two years.

57. Quality control of washing of systems of heat supply and hot water supply is carried out by person operating these systems.

58. During seasonal shutdowns, after repair and accession of new systems of heat supply departure from sanitary and epidemiologic quality requirements of water of centralized systems of drinking water supply on chromaticity indicators to plus 70 ° C and to content of iron to 1 mg/l in the hot water supply attached to open systems of heat supply is allowed.

59. Are not allowed intake of hot water in networks of economic and drinking water supply, and also analysis of hot water from systems of heating.

60. Laboratory production control over quality of hot water is exercised in distribution network in the points approved with territorial subdivisions of department of state body in the sphere of sanitary and epidemiologic wellbeing of the population.

61. Production laboratory quality control of hot water includes determination of the following indicators: temperature (° C); chromaticity (degrees), turbidity (mg/l); began to smell (points); reaction rn; iron (mg/l); residual amount of the reagents applied in the course of preparation of water (mg/l); admissible content of chemicals which washing away is possible from material of pipes of hot water supply (copper, zinc and other elements in mg/l); microbiological.

62. Expanded researches of water and results of indicators are drawn up in form according to appendix 7 to these Health regulations.

63. At sources of water supply and on the water constructions pumping water for economic and drinking needs from superficial and underground sources ZSO are provided.

64. In case ZSO extends to two and more administrative territories, the project of establishment of ZSO is approved with territorial subdivisions of department of state body in the sphere of sanitary and epidemiologic wellbeing of the population.

65. ZSO consists of three belts:

1) the first belt (high security) including the territory of arrangement of water intake, water constructions and serving for protection of the place of water intake and water intaking constructions against pollution and damage;

2) the second and third belts (restrictions) including the territory intended for the prevention of microbiological and chemical pollution of water of sources of water supply of economic and drinking appointment.

The sanitary protection strip of conduits provides protection of tap water of economic and drinking appointment against pollution.

66. In each of three ZSO belts of sources and water constructions and within sanitary protection strip of conduits of economic and drinking water supply, according to their destination, the special mode is set and the complex of the actions directed to the prevention of quality degradation of water is determined.

67. On systems of drinking water supply with podruslovy water intake of ZSO it is organized as for superficial source of water supply.

68. The established borders of ZSO and the belts constituting it, sanitary protection strip of conduits and the main water supply systems can be reviewed in cases, the arisen (forthcoming) changes of operation of sources of water supply (including productivities of water intakes of underground waters) or local sanitary and epidemiologic conditions in coordination with territorial subdivisions of department of state body in the sphere of sanitary and epidemiologic wellbeing of the population.

69. For water intakes in case of artificial replenishment action of underground waters the border of the first belt is established as for the underground insufficiently protected water supply source, at distance at least 50 meters from water intake and at least 100 meters from infiltration constructions (pools, canals and others).

70. In case of delimitation of the second and third ZSO belts inflow of underground waters from the water-bearing horizon to water intake which comes from area of food of water intake is considered.

71. For infiltration water intake of underground waters and for the superficial reservoir feeding it it is necessary to establish the second and third ZSO belts.

72. The border of the first ZSO belt of superficial source of economic and drinking water supply is established in the following limits:

1) for water currents (the rivers, canals) upstream at distance at least 200 meters from water intake, downstream at least 100 meters from water intake, on adjacent to water intake I protect at least 100 meters from the line of urez of water in case of aestivo-autumnal mezhena.

In the direction to the coast, opposite to water intake, with width of the river or channel less than 100 meters all water area and the opposite coast 50 meters wide from the line of urez of water in case of aestivo-autumnal mezhena, with width of the river or channel more than 100 meters strip of the water area at least 100 meters wide from water intake;

2) on water intakes of ladle type borders of the first ZSO belt join all water area of ladle;

3) for reservoirs (water storage basin, the lake) the border of the first belt is established depending on local sanitary and hydrological conditions, but and on adjacent to water intake I protect at least 100 meters in all directions on the water area of water intake from the line of urez of water in case of aestivo-autumnal mezhena;

4) for water intakes when using sea water for the economic and drinking purposes the border of the first belt is established by desalination methods depending on local sanitary and epidemiologic and hydrological conditions, but at least 100 meters in all directions on the water area from the place of acceptance of water to the water intaking canal.

Depending on specific hydrophysical and topografo-hydrological features of the coastline length of the water intaking channel towards the sea is established based on the project of reasons for ZSO with issue of the sanitary and epidemiologic conclusion, but at least 300 meters.

73. The border of the second ZSO belt on waterway for the purpose of microbic self-cleaning is removed:

1) upstream, proceeding from the speed of current of the water average on width and length of waterway or on its certain sites and time of course of water from belt border to water intake in case of average monthly consumption of water of aestivo-autumnal mezhena of 95% of security at least 5 days for I And, B In, and II And climatic areas and at least 3 days for other climatic areas;

2) is lower on current at least 250 meters from water intake taking into account exception of influence of wind contraflows.

Side borders from urez of water in case of aestivo-autumnal mezhena are located at distance: in case of flat land relief at least 500 m, in case of mountainous land relief to top of the first slope turned towards water supply source at least 750 meters in case of gentle slope and at least 1000 meters in case of abrupt.

74. The border of the second ZSO belt on reservoirs moves away on the water area extensively from water intake on distance three kilometers (further - km) in the presence of wind-induced winds to 10% and five km - in the presence of wind-induced winds more than 10%.

In case of application of methods of desalination of sea waters the border of the second ZSO belt at the sea moves away on the water area extensively from water intake taking into account hydrophysical and topografo-hydrological features based on the project of reasons for ZSO with issue of the sanitary and epidemiologic conclusion.

75. In some cases, taking into account specific sanitary and epidemiologic situation and in case of the corresponding reasons, the territory of the second ZSO belt can be increased in coordination with territorial subdivisions of department of state body in the sphere of sanitary and epidemiologic wellbeing of the population.

76. ZSO of the water constructions of economic and drinking appointment located out of the water intake territory is provided by the first belt (high security), for conduits and the main water supply systems - sanitary protection strip.

77. The border of the first ZSO belt of water constructions is accepted at distance:

1) from walls of the reserve and regulating reservoirs, filters and contact clarifiers - at least 30 meters;

2) from water towers - at least 10 meters;

3) from other rooms (settlers, reagent economy, chlorine warehouse, pumping points and others) - at least 15 meters;

4) in coordination with territorial subdivisions of department of state body in the sphere of sanitary and epidemiologic wellbeing of the population the first ZSO belt for separate water towers, depending on their design features, is not established.

78. Width of sanitary protection strip is accepted on both sides from extreme lines of water supply system:

1) with diameter of water supply system up to 200 millimeters (further - mm.), distance at least 6 meters;

2) with diameter of water supply system of 200-400 mm., distance at least 8 meters;

3) with diameter of water supply system of 400-1000 mm., distance at least 10 meters;

4) with diameter of water supply system of 1000 of mm.a more, distance at least 20 meters;

5) in the presence of ground waters, irrespective of diameter of water supply system - 50 meters.

79. Conduits and the main water supply systems are designated by special signs in the form of columns.

Width of sanitary protection strip for collecting pipes and sewer networks is accepted on both sides of extreme lines:

1) with diameter of collecting pipe up to 400 mm., distance at least 8 meters;

2) with diameter of collecting pipe of 400-1000 mm., distance at least 10 meters;

3) with diameter of collecting pipe more than 1000 mm., distance at least 20 meters.

80. If necessary reducing width of sanitary protection strip for the conduits passing on the built-up territory in case of the positive sanitary and epidemiologic conclusion of territorial subdivision of department of state body in the sphere of sanitary and epidemiologic wellbeing of the population is allowed.

81. In the presence of account warehouse of chlorine in the territory of water constructions the ZSO sizes to residential and public buildings it is necessary to accept at least 300 m.

82. The territory of the first ZSO belt of underground sources of water supply is planned for withdrawal of superficial drain out of its limits, is planted trees and shrubs, equips with modern conveniences, is protected and provided with protection.

The entrance of persons which are not concerning operation of water constructions on the territory of the first ZSO belt and on the territory of water constructions, is not allowed. The territory of the first belt of water intakes is equipped with deaf barrier height of at least 2,5 of meters.

83. Platforms of stations of water treatment, pumping points, reservoirs and water towers with ZSO have deaf barrier height of at least 2,5 of meters. The deaf barrier constitutes height of 2,0 of meter and on 0,5 of meters from barbed wire or the metal gauze. The adjunction to barrier of structures, except through passage and administrative and household buildings is not allowed.

84. For platforms of constructions of intake of underground and surface water, pumping points of the first rise and pumping of the raw water, and also for platforms of the constructions of economic and drinking water supply system placed in the territory of the organizations having barrier and sentry protection, the type of barriers is accepted taking into account local conditions.

85. In the territory of the first ZSO belt of sources of economic and drinking water supply (superficial and underground) are not allowed: the landing of long-boled trees, all types of construction which do not have a direct bearing on operation, reconstruction and expansion of water constructions including laying of pipelines of different function, placement of residential and economic and household buildings, accommodation of people, occupation trade fishing, use of agricultural chemicals and fertilizers.

86. Buildings of water intaking constructions are equipped with the sewerage with removal of sewage in the closest system of the household sewerage or local treatment facilities.

In the absence of the sewerage the waterproof receivers of sewage and household waste located in the places excluding pollution of the territory of ZSO are arranged.

87. The water intaking constructions located in the first ZSO belt are equipped taking into account prevention of possibility of pollution of drinking water.

88. In ZSO of underground and superficial sources of economic and drinking water supply the following events are held:

1) identification, plugging (conservation) or recovery of all of the old, idle, defective or incorrectly operated wells constituting danger regarding possibility of pollution of the water-bearing horizons;

2) the drilling of new wells connected with violation of soil cover in the presence of the positive conclusion of territorial subdivision of department of state body in the sphere of sanitary and epidemiologic wellbeing of the population;

3) actions for sanitary improvement of the territory of objects (equipment sewerage, device of waterproof vygreb, organization of withdrawal of superficial drain).

89. In ZSO it is not allowed:

1) pumping the fulfilled waters in the underground horizons, warehousing of municipal solid waste and mining of the earth;

2) placement of cemeteries, cattle mortuaries, fields of cesspool cleaning, fields of filtering, navozokhranilishch, the silage trenches, livestock and poultry-farming business entities, lethal Items, lethal platforms and other objects causing danger of microbic, chemical pollution of underground waters; use of fertilizers and agricultural chemicals;

3) placement of warehouses of fuels and lubricants, agricultural chemicals and mineral fertilizers, stores of economic and household and industrial sewage, shlamokhranilishch and other objects.

90. In ZSO dumping of sewage, including sewage of water transport, and also bathing, washing of linen, cattle watering place, washing of motor transport, occupation by trade fishing and other types of water use exerting impact on quality of water is not allowed.

91. Borders of the second ZSO belt on crossing of roads, pedestrian tracks, are designated by columns with the special signs "Zone of Sanitary Protection".

92. Production of sand, gravel and carrying out dredging works within ZSO water area is not allowed.

93. Within ZSO of superficial sources of water supply actions according to Item 88 of these Health regulations are carried out. Within ZSO of superficial sources are prohibited:

1) cabin of the main use;

2) placement of settlements and pasture of the cattle, use of reservoir and the parcels of land, forest resources within coastal strip at least 500 m wide in other purposes able to lead to quality degradation or reduction of amount of water of source of water supply;

3) dumping of industrial, agricultural, city and storm sewage.

94. Within sanitary protection strip of conduits the arrangement of sources of pollution of the soil and ground waters is excluded (bathrooms, cesspools, navozokhranilishcha, receivers of garbage and others).

95. Laying of conduits on the territory of dumps, fields of cesspool cleaning, fields of filtering, agricultural fields of irrigation, cemeteries, cattle mortuaries, and also laying of the main conduits on the territory of industrial and agricultural organizations is not allowed.

96. Establishment of border of ZSO belts depends from:

1) water supply source type (superficial or underground);

2) nature of pollution (chemical, microbic);

3) degrees of natural security from superficial pollution (for underground source);

4) hydrogeological or hydrological conditions.

97. In case of establishment of the size 2, 3 ZSO belts are considered:

1) for 2 belts - time of survival of microorganisms;

2) for 3 belts - range of distribution of chemical pollution, accepting stable its chemical composition in the water circle.

98. In case of establishment of the size of ZSO belts the factors limiting possibility of distribution of microorganisms (adsorption, water temperature and others), capability of chemical pollution to transformation and decrease in their concentration under the influence of the physical and chemical processes proceeding in water supply sources are considered (sorption, settling out and others) can be considered if regularity of these processes is rather studied.

99. Borders of the second ZSO belt of underground source of water supply are established under condition when time of promotion of microbic pollution for calculation of borders of the second ZSO belt of underground waters corresponds to appendix 8 to these Health regulations.

100. The border of the third ZSO belt intended for protection against chemical pollution is determined by hydrodynamic calculations. Time of movement of chemical pollution to water intake is accepted from calculation which is accepted as useful life of water intake (25-50 years).

If inventories of underground waters provide indefinite useful life of water intake, the third belt provides respectively longer preserving quality of underground waters.

101. For establishment of ZSO of underground and superficial sources of water supply, assessment of condition of water object (open and underground) about suitability for economic and drinking appointment is carried out.

102. The following data are applied to establishment of ZSO of underground source of water supply:

1) quality of water of water source;

2) general hydrogeological characteristic of the territory of arrangement of source of water supply; data on type of the chosen water-bearing horizon (artesian-pressure head, soil-free-flow), depth (absolute mark) of bedding of its roof, the capacity which is water containing breeds; conditions and places of food and unloading of the water-bearing horizon; horizon water profuseness (operational inventory); about the existing and perspective use of the horizon for water supply and other purposes;

3) general information about hydrogeological conditions of the area (field), condition of food of the water-bearing layers offered to use for water supply, the topographical, soil and sanitary characteristic of the site of water intake, the characteristic of the water-bearing horizon planned to operation (lithologic structure, capacity, nature of overlapping, dynamic water level when calculating water selection);

4) data on degree of permeability of layers, the blocking layers, on possibility of influence of zone of food on quality of water;

5) sanitary characteristic of the area directly adjacent to water intake; arrangement and distance from water intake to possible sources of pollution: the thrown wells, the absorbing funnels, failures, wells, the thrown excavations, stores.

103. For establishment of ZSO of superficial source of water supply the following data are used:

1) quality of water of water source;

2) hydrological data: the area of the pool of food of water intake, the mode of superficial drain, the maximum, minimum and average expenses, speed and water level in the place of water intake, the average terms of freeze-up and opening, expected expense in source this according to the characteristic of ebb-tide currents;

3) the general sanitary characteristic of the pool in that its part which can influence quality of water at water intake: nature of geological structure of the pool, the soil, vegetation, availability of the woods, the cultivated lands, settlements; industrial enterprises (their number, sizes, arrangement, nature of production);

4) the reasons influencing or capable to influence quality degradation of water in water source, methods and places of removal of solid and liquid garbage around finding of source; availability of the household, production drains polluting reservoir, amount of the taken-away sewage, constructions for their cleaning and the place of their arrangement; distance from the place of descent of drains to water intake; availability of other possible reasons of pollution of source (navigation, timber rafting, watering place, winter dumps on ice, bathing, aquatics, meliorative works, use of fertilizers and agricultural chemicals in agricultural industry);

5) the characteristic of the self-clearing reservoir capability;

6) area of mirror and amount of water storage basin, net and "dead" volume;

7) the mode of use and processing of water in water storage basin;

8) plan of water storage basin, its maximum and minimum depth, nature of bottom, coast, ground deposits, availability of blossoming, overgrowing, instruction;

9) the direction of the dominating winds and currents;

10) speed of movement of water of water object;

11) calculations of border of ZSO for her separate belts;

12) the source water processings this about need (disinfecting, clarification, deferrization and others);

13) data on the adjacent water intakes having the same area of food (location, performance, quality of water);

14) plan of work for biomelioration.

104. Text part, cartographic materials and the draft decision of local executive bodies are part of the ZSO project.

105. Text part of the ZSO project contains:

1) the characteristic of sanitary condition of sources of water supply, analysis results of quality of water in the amount provided by the existing health regulations;

2) hydrological data (the main, parameters and their dynamics in time) in case of superficial source of water supply or hydrogeological data in case of underground source;

3) the data characterizing interference of underground source and superficial reservoir in the presence of hydraulic communication between them;

4) the constructions this about prospects around arrangement of source of economic and drinking water supply, including residential, industrial and agricultural facilities;

5) delimitation of the first, second and third ZSO belts with the corresponding reasons and the list of actions with indication of terms of accomplishment and executives in charge with determination of sources of financing;

6) rules and the mode of economic use of the territories entering into ZSO of all belts.

106. The cartographic materials of the project are submitted in the following amount:

1) the situational plan with designing of the second and third ZSO belts and drawing places of water intakes and platforms of water constructions, source of water supply and the pool of its food;

2) hydrological profiles in the characteristic directions within area of food of water intake in case of underground source of water supply;

3) the plan of the first ZSO belt in scale 1:500-1:1000;

4) the plan of the second and third ZSO belts executed in scale 1:10000-1:25000 in case of underground water source and in scale 1:25000 and 1:50000 in case of superficial water source, with drawing located in this territory of all objects.

107. The Items of water use of the first and second category, next to possible sources of pollution, are determined by territorial subdivisions of department of state body in the sphere of sanitary and epidemiologic wellbeing of the population taking into account official data on the prospects of use of water object for economic and drinking water supply and to places of cultural and community water use (the sites of reservoirs used for bathing, population sport and leisure and also reservoirs within the inhabited places).

108. The structure and properties of water of water objects shall conform to requirements in the alignment located on waterways in one kilometer above the next water use Items on current (water intake for economic and drinking water supply, the place of bathing, organized rest, the settlement territory), and on landlocked reservoirs and water storage basins in one kilometer in both parties from water use Item.

109. Hygienic requirements to structure and properties of water of water objects in Items economic and drinking and places of cultural and community water use correspond to appendix 9 to these Health regulations.

110. Maximum allowable concentration of hazardous substances in water of water subjects to economic and drinking water supply and places cultural bgg....................................................................................... in go water use

correspond to appendix 10 to these Health regulations.

111. In case of presence at water of water object of two and more substances 1 and 2 of the classes of danger which are characterized by the unidirectional mechanism of toxic action including cancerogenic, the amount of the relations of concentration (With 1, C2, … Cn) each of them in water object to the corresponding maximum allowable concentrations does not exceed unit:

112. Do not dump in water objects:

1) the sewage containing substances or products of transformation of substances in water for which the maximum allowable concentration or approximate admissible levels, and also substances for which there are no methods of analytical control are not established;

2) sewage which can be eliminated by the organization of drainless productions, rational technology, the maximum use in systems of turnover and repeated water supply after the corresponding cleaning and disinfecting in the industry, municipal economy and for irrigation in agricultural industry;

3) not disinfected, crude or insufficiently purified production, economic and household sewage and superficial drain from the territories of industrial platforms and the inhabited places;

4) the sewage containing causative agents of infectious diseases. The sewage dangerous in the epidemic relation, can be dumped in water objects after the corresponding cleaning and disinfecting to if - index no more than 1000 and index prick - phage no more than 1000 blyashkoobrazuyushchy units (further - BOE) in cubic decimeters (further - dm 3);

5) pulps, the concentrated vat remaining balance, rainfall which are formed as a result of neutralization of the sewage containing radionuclides and other, technological and household waste;

6) leakage from oil and products pipelines, oil fields, dumping of garbage, the crude waste, bilge, ballast water and leakages of other substances from watercrafts of water transport;

7) sewage in the reservoirs used for water - and mud cures;

8) washing waters after treatment facilities.

113. Dumping, removal and neutralization of the sewage containing radionuclides are performed according to existing rules of radiation safety.

114. Surface water when carrying out construction, dredging and explosive works does not become soiled, when mining, laying cables, pipelines and other communications when carrying out agricultural and other work types, including all types of hydrotechnical construction on water objects and (or) in the water protection zones.

115. For the purpose of maintenance of the favorable water mode of superficial reservoirs, their prevention from instruction and overgrowing, water erosion of soils, deterioration in conditions of dwelling of water animals and birds, reduction of fluctuations of drain, events for biomelioration of reservoirs are held and the water protection zones and strips are established.

116. The water protection zones and strips and the mode of economic use of lands on which they are located are established by decisions of local executive bodies based on the approved project documentation.

117. The minimum width of the water protection zones on each coast from urez of mean annual low-flow water level, including the floodplain of the river, nadpoymenny terraces, steep slopes of radical coast, ravines and beams, is accepted:

1) for the small rivers (up to 200 kilometers long) of 500 m;

2) for other rivers: with simple conditions of economic use and favorable ecological situation on reservoir of 500 m; with difficult conditions of economic use and in case of intense ecological situation on reservoir of 1000 m.

118. For ruslovy water storage basins the minimum width of the water protection zone is accepted as for the river on which it is located. The internal border of the water protection zone passes on water ureza in case of the normal propped-up level.

119. For bulk water storage basins and lakes the minimum width of the water protection zone constitutes 300 meters in case of the water area of reservoir to 2 square kilometers (further - km 2) and 500 meters - in case of the water area over 2 sq.km. The internal border of the water protection zone for lakes passes on ureza of mean annual water level.

120. The specified sizes of the water protection zones change depending on local physiographic conditions, value and nature of economic use of water object, soil, hydrological, relief, sanitary and other conditions of the adjacent territory.

121. As borders of the water protection zone serve the natural and artificial boundaries or obstacles excluding possibility of receipt in water objects of superficial drain from the overlying territories (brow of river valleys and beams, road and transport network, dams, edges of forests).

122. In settlements within the water protection zone the use mode excluding contamination and pollution of water object is observed.

123. The sizes of the water preserving strips of the rivers and main channels are determined taking into account form and type of river valleys, the steepness of adjacent slopes, the forecast of conversion of coast and structure of agricultural holdings and for all water objects and corresponds to appendix 11 to these Health regulations.

124. The specified sizes of the water preserving strips increase by width of forecast conversion of coast for the ten-year period. On valuable agricultural holdings reduction of width of the water preserving strips in the presence of lengthways coast of wood and shrubby strips or protective and shore protection constructions is allowed.

125. Within settlements of border of the water preserving strips are established proceeding from the layout and building, in case of the obligatory arrangement of coastal zone (parapets, ridging, lesokustarnikovy strips) excluding pollution of water object.

126. The existing personal, seasonal and garden plots can remain in limits by water protection of strip in case of observance of the water preserving mode by them.

127. Within the water protection zones are prohibited:

1) commissioning of the new and reconstructed objects which are not provided with the constructions and devices preventing pollution and contamination of water objects and their water protection zones and strips;

2) carrying out reconstruction of buildings, constructions, communications and other objects, and also placement, production of construction, dredging and explosive works, mining, laying of cables, pipelines and other communications, drilling, land and other operations without projects coordinated in accordance with the established procedure with local executive bodies, authorized body on management of land resources, authorized bodies in the field of power supply, territorial subdivisions of department of state body in the sphere of sanitary and epidemiologic wellbeing of the population and other interested bodies;

3) placement and construction of warehouses for storage of fertilizers, pesticides, agricultural chemicals and oil products, Items of maintenance, sink of vehicles and agricultural machinery, mechanical workshops, the device of dumps of household and industrial wastes, platforms for filling of the equipment with pesticides and agricultural chemicals, landing strips for carrying out aviation and chemical works, and also placement of other objects which are negatively influencing quality of water;

4) placement of livestock farms and complexes, stores of sewage, water irrigations with sewage, cemeteries, cattle mortuaries, and also other objects causing danger of microbic pollution of surface and underground water;

5) cattle pasture with excess of regulation of loading, the bathing and sanitary processing of the cattle and other types of economic activity worsening the mode of reservoirs;

6) application of method of aviaprocessing by agricultural chemicals and aviatop dressing by mineral fertilizers of crops and afforestations at distance less than two thousand meters from urez of water in water source;

7) use of pesticides on which threshold limit values, application of fertilizers on snow cover, and also use as fertilizers of not neutralized navozosoderzhashchy sewage and resistant organochlorine agricultural chemicals are not established.

128. In need of carrying out forced sanitary processing in the water protection zone application small and so-so toxic unstable pesticides is allowed.

129. Within the water preserving strips are prohibited:

1) the economic and other activity worsening high-quality and hydrogeological condition (pollution, contamination, depletion) of water objects;

2) construction and operation of buildings and constructions, except for the water management and water intaking constructions and communications, bridges, bridge constructions, moorings, ports, piers and other objects of transport infrastructure connected with activities of water transport, and also recreational zones on water object;

3) provision of the parcels of land under gardening and country construction;

4) operation of the existing objects which are not provided with the constructions and devices preventing pollution of water objects and their water protection zones and strips;

5) work, breaking soil and grass cover (including plowing of lands, cattle pasture, mining), except for processings of lands for zaluzheniye of certain sites, crops and landing of the wood;

6) the device of tent towns, permanent parking for vehicles, occupation trade fishing, summer camps for the cattle;

7) application of all types of fertilizers.

130. Under the organization water protection of zone allowed creation of ZSO of the water sources used for water supply, resort, improving and other needs of the population which limits and the sizes are established by these Health regulations.

131. Physical persons and legal entities in which use there are land grounds located within the water protection zones provide content of the water protection zones in proper condition and observance of the mode of economic use of their territory, except for the territories of lands of inventory and the territory of the water preserving strips.

132. Requirements to conditions of removal of sewage in superficial water objects extend:

1) on the existing releases of all types of sewage of factory, agricultural, residential and public buildings, municipal, treatment-and-prophylactic, transport objects, superficial drain from the territories of the inhabited places and production facilities, industrial bodies, mine and miner waters, exhaust waters of systems of water chilling, hydroash handling, oil production, hydrooverburden works, exhaust and drainage waters from the irrigated and drained agricultural territories including processed by agricultural chemicals, independently these patterns of ownership;

2) on all projectible releases of sewage of again under construction, reconstructed and expanded organizations, buildings and constructions on which the production technology, on all projectible releases of sewage of sewerages of the inhabited places and separate objects changes.

Dumping of sewage into water objects within settlements, is not allowed.

133. The place of release of sewage is located below on watercourse from border of the settlement and all places of water use of the population taking into account possibility of contraflow in case of wind-induced winds. The place of release of sewage in landlocked and low-flowing reservoirs (lakes, water storage basins, and also on fields of evaporation, the field of filtering, ponds stores and land relief) is determined taking into account sanitary, weather and hydrological conditions (including possibility of contraflows in case of sharp change of the mode of the hydroelectric power stations working in the variable mode) for the purpose of exception of negative influence of release of sewage on conditions of water use of the population.

134. Dumping of sewage into water objects within the settlement through the existing releases is allowed only in exceptional cases in case of the corresponding feasibility statement and in coordination with territorial subdivisions of department of state body in the sphere of sanitary and epidemiologic wellbeing of the population. In this case the normative requirements established to structure and properties of water of water objects carry also to sewage.

135. Conditions of removal of sewage in water objects are determined taking into account:

1) extents of possible mixture and dilution of sewage water of water object on the site from the place of release of sewage to settlement (control) alignments of the next Items of economic and drinking, cultural and community water use of the population;

2) background quality of water of water object is higher than the place of the considered release of sewage according to analyses of no more two-year prescription. In the presence of others (existing and (or) designed) releases of sewage between the considered and closest Item of water use, as background the level of pollution of water of water object taking into account contribution of the specified releases of sewage is applied;

3) standard rates of quality of water of water subjects of these Health regulations, in relation to water use type.

136. In the absence of the established standard rates water users provide carrying out necessary researches on reasons for maximum allowable concentration or approximate admissible level (further - ODU) in water of water objects, and also methods of their determination at the level of maximum allowable concentration.

137. In case of determination of frequency rate of dilution of sewage in water object at settlement (control) alignment of water use calculations for hourly average expenses of water of water object and hourly average expenses of the actual descent of sewage are carried out.

As settlement hydrological conditions are considered: for not regulated water currents - the minimum average daily consumption of water of 95% - ache security according to bodies of hydrometeorological service; for water currents with the regulated drain - the established expense is lower than dike (the sanitary admission) in case of obligatory exception of possibility of contraflows in the lower byef; for lakes, water storage basins and other low-flowing reservoirs - the least favorable mode determined by comparison of calculations for wind impact, conditions of drawdown and filling of water storage basins in case of the open and subglacial mode.

138. In especially shallow years in case of water content of the smallest average monthly consumption of water less than 95% of security, condition of dumping of the purified sewage are established based on the sanitary and epidemiologic conclusion.

139. Based on calculations for each release of sewage and each pollutant regulations of maximum permissible dumping (dalee-PDS) of substances in water objects which observance provides normative quality of water in settlement (control) alignment of water object according to requirements of these Health regulations are established.

140. Removal of sewage in water objects is performed based on the permissions to special water use issued in accordance with the established procedure after coordination of conditions of assignment with territorial subdivisions of department of state body in the sphere of sanitary and epidemiologic wellbeing of the population.

141. Coordination of conditions of removal of sewage in water objects is made:

1) in case of the choice of the site for construction of the organizations, buildings, constructions and other objects influencing condition of waters by consideration of question of reconstruction (expansion), modernization of the organization or change of the production technology;

2) by consideration of projects of the sewerage, cleaning, neutralization and disinfecting of sewage of the new and reconstructed (expanded) objects;

3) by consideration of materials of special water use and the PDS projects of the operating objects.

142. Commissioning of the new and reconstructed objects which are not provided with constructions for prevention of pollution of surface and underground water and in the absence of the established maximum allowable concentrations and methods of determination of hazardous substances in water is not allowed.

143. Water users hold the technological, sanitary, organizational and economic events ensuring the smooth operation of treatment facilities and observances of hygienic standard rates of quality of water of water objects approved with territorial subdivisions of department of state body in the sphere of sanitary and epidemiologic wellbeing of the population.

144. Water users provide systematic laboratory control of work of treatment facilities, of quality of water of reservoir or waterway is higher than descent of sewage and at the closest Items of water use of the population.

145. The procedure for the control exercised by water users (the choice of Items of control, the list of the analyzed indicators taking into account degree of danger of harmful components of sewage to health of the population, the frequency of researches), is approved with territorial subdivisions of department of state body in the sphere of sanitary and epidemiologic wellbeing of the population.

146. On the objects and constructions subject to accidents (oil and products pipelines, oil and produktokhranilishcha, stores of sewage, collecting pipes and treatment facilities, vessels and other watercrafts, oil wells, drilling platforms, Items of gas station of watercrafts), the liquidation plans of accidents containing are developed:

1) instructions for the notification of the interested services and the organizations;

2) list of constructions and territories, subjects to special protection against pollution (water intakes, beaches, settlements);

3) operations procedure in case of emergencies;

4) the list of required technical means and emergency inventory of the disinfecting reagents;

5) method of collection and removal of pollutants and disinfecting of the territory;

6) the water use mode in case of emergency pollution of water object.

147. Persons, whose economic and other activity led to emergency pollution of sources of drinking water supply and (or) damage of systems of drinking water supply, in case of deterioration in indicators of quality of water of water object in the checkpoint immediately notify local executive body, regional bodies of authorized body in the field of use and protection of water fund, territorial authorities of authorized body on emergency situations, territorial subdivisions of department of state body in the sphere of sanitary and epidemiologic wellbeing of the population take measures for accident liquidation.

148. On case of emergency pollution of water object by owners of economic and drinking water supply systems the actions plans approved with territorial subdivisions of department of state body in the sphere of sanitary and epidemiologic wellbeing of the population are developed.

149. Production and household rooms on subjects to water supply are equipped with water supply system and water disposal. In the absence of possibility of connection to centralized system of water disposal septic tanks stores, waterproof cesspools are equipped.

150. Production rooms on subjects to water supply are provided with natural and artificial lighting. The fused lamps timely are replaced.

151. The chlorination subject to water supply is equipped with exhaust system of ventilation with mechanical motivation.

152. For cleaning of production and household rooms of subject to water supply the marked harvest stock which is used for designated purpose and is stored in the specially allotted place is allocated.

153. In the territory of production rooms of subject to water supply the container area protected from three parties with hard surface is allocated. Collection and temporary storage of garbage and waste is performed in container, export is carried out by the specialized organization to specially allotted places.

Disinfection is performed by filling with economic drinking water with content of active chlorine in dose of 75-100 milligrams on cubic decimeter (furthermg/dm 3) in case of contact time at least 6 hours, and also, other permitted means, it agrees the instruction attached to them.

157. Dumping of the washing waters containing residual chlorine is performed in sewer network of the settlement, and in case of its absence - on land relief or in reservoir, on condition of observance of sanitary and epidemiologic requirements to protection of surface water from pollution.

Washing and disinfection of water supply and thermal systems is carried out by the specialized organization having the license on the specified type of activity, quality control is carried out by production laboratory of the water user. Territorial subdivisions of department of state body and the organization in the sphere of sanitary and epidemiologic wellbeing of the population are informed on work time for implementation of selective control.

159. Washing and disinfection is considered the water finished in case of compliance of results of double (consecutive) laboratory researches of tests, to the established sanitary and epidemiologic quality requirements of drinking water. The act of cleaning, washing and disinfection of subject to water supply is drawn up in form according to appendix 6 to these Health regulations.

160. In the course of water treatment for systems of centralized hot water supply the reagents and constructional materials which underwent state registration in the Republic of Kazakhstan are used.
