2. To provide to committee on consumer protection of the Ministry of national economy of the Republic of Kazakhstan in the procedure established by the legislation:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) within ten calendar days after state registration of this order its direction on official publication in periodic printing editions and in information system of law of Ad_let;
3) placement of this order on official Internet resource of the Ministry of national economy of the Republic of Kazakhstan.
3. To impose control of execution of this order on the supervising vice-minister of national economy of the Republic of Kazakhstan.
4. This order becomes effective after ten calendar days from the date of its first official publication.

1. These Health regulations "Sanitary and epidemiologic requirements to water sources, places of water intake for the economic and drinking purposes, economic drinking to water supply and places of cultural and community water use and safety of water objects" (further - Health regulations) are developed according to the Code of the Republic of Kazakhstan of September 18, 2009 "About health of the people and health care system" and determine sanitary and epidemiologic requirements to protection of sources of water supply from pollution, to delimitation of zones of sanitary protection of sources of drinking water supply, to quality of drinking water, constructions of water supply and the sewerage, water disinfection, to centralized hot water supply in case of the closed and open systems of heat supply, on systems of heat supply with separate networks of hot water supply.
2. These Health regulations extend to subjects to water supply (centralized and not centralized systems of drinking, economic and drinking water supply), systems of centralized hot water supply and to places of cultural and community water use.
3. These Health regulations extend on legal entities and physical person which activities are connected with designing, construction, reconstruction, content and operation of subjects to water supply.
4. In these Health regulations the following determinations are used:
1) free-flow waters - the underground waters having pressure at the upper surface of the water-bearing horizon at the level of atmospheric pressure;
2) pressure head waters - the underground waters moving under pressure exceeding atmospheric pressure at the upper surface of the water-bearing horizon;
3) emergency situation the termination for more than a day of supply of drinking water is recognized to water consumers drinking water supply owing to accident, catastrophic crash, spontaneous or other situation of natural or technogenic nature which entailed pollution, depletion of sources of drinking water supply and (or) damage of systems of drinking water supply;
4) storage container - reservoir for water accumulating;
5) spring (key) - natural concentrated exit of underground water to the Earth's surface;
6) byef - the part of reservoir, the river, channel located on current above water intaking construction (dike, lock) or below it;
7) reservoir of the first category - the superficial water objects used as source of centralized or not centralized water economic and drinking water supply;
8) deaeration - removal from water of the gases dissolved in it;
9) reservoir of the second category - the superficial water objects used for mass rest, tourism and sport, and which are also within settlements;
10) the closed system of heat supply - system of heat supply in which water for hot water supply heats up in water heaters (boilers);
11) the coastline - the line of the coast of water object which is formed as a result of the maximum inflow (high water);
12) insufficiently protected underground waters - underground (soil) waters of the free-flow water-bearing horizon, the first from the Earth's surface, receiving food on the area of its distribution;
13) general koliformny bacteria (further - experimental design bureau) - the gramotritsatelny, oksidazootritsatelny, not forming dispute sticks, capable grow on differential laktozny circles, fermenting lactose to acid, aldehyde and gas at temperature plus 37 degrees Celsius (further - ° C) within 24-48 hours;
14) total microbic number (further - OMCh) - total number of the mesophilic aerobic and facultatively anaerobic microorganisms capable to form colonies on nutritious agar at temperature of 37 °C within 24 hours;
15) open system of heat supply system of heat supply with direct analysis of water from thermal network on hot water supply;
16) superficial water objects - permanent or temporary concentration of waters on land surface in the forms of its relief having borders, amount and the water mode;
17) heat supply providing heat of apartment houses, the organizations by means of heating, ventilation, hot water;
18) the system of heat supply with separate networks of hot water supply - is characterized by direct heating of water of centralized economic and drinking water supply in the absence of communication between systems of heating and hot water supply;
19) alignment - the section of the river on which the water-engineering system constructions providing rise in water level and perceiving its pressure are located;
20) urez - the line of crossing of surface of the water of the river, the lake or artificial reservoir with land surface;
21) piping - the technical construction providing intake of underground waters for the purpose of use;

27) maximum-permissible concentration (further - maximum allowable concentration) - the maximum quantity of hazardous substance in unit of volume or the masses which in case of daily impact during unrestricted time does not cause painful changes in organism and adverse heritable changes in posterity;
28) maximum-permissible dumping (dalee-PDS) - the number of admissible dumpings into water objects of sewage which will not make harmful effects on condition of reservoir and quality of water;
29) recreation - the water object or its site with the coast adjoining to it used for mass rest, tourism and sport;
30) zone of sanitary protection - specially allocated territory around source of water supply and water constructions in which the set mode for the purpose of protection of source of water supply (open and underground), water constructions and the territory surrounding them from pollution for the prevention of quality degradation of water is observed;
31) the water protection zone - the territory adjoining water objects and water management constructions in which the special mode of economic activity for prevention of pollution, contamination and depletion of waters is set;
32) sanitary protection strip - the territory adjacent to conduit of economic and drinking water supply on all its extent and intended for prevention of pollution of water in it;
33) mudflow - mud or the muddy-debris flows which are suddenly arising in beds of the mountain rivers owing to sharp flood;
34) selezashchita - actions, special constructions intended for protection of the settlement, structures against destruction by mud stream;
35) conduits and the main water supply systems - the constructions in the form of the pipeline serving for water supply from source of drinking water supply to the place of its consumption;
36) mezhen - annually recurrent seasonal standing of low (low-flow) water levels in the rivers and lakes;
37) low-flow level - the annually recurrent seasonal level of standing of water in the rivers;
38) approximate admissible levels of substances in water (further - ODU) - developed on the basis of calculation methods of the forecast of toxicity and applicable at stage of precautionary sanitary inspection behind the projectible or organizations under construction, treatment facilities;
39) sulfitredutsiruyushchy klostridiya - the sporoobrazuyushchy anaerobic rhabdoid bacteria reducing sulfites to sulfides;
40) thermotolerant koliformny bacteria (further - TKB) - the bacteria having signs of general koliformny bacteria, and also capable to ferment lactose to acid, aldehyde and gas at temperature of 44 (± ° C 0,5) within 24 hours;
41) desalination methods - physical and chemical methods of removal from water of dissolved salts and other impurity;
42) sea waters are waters of the Caspian and Aral seas within Frontier of the Republic of Kazakhstan if other is not provided by the international treaties ratified by the Republic of Kazakhstan;
Counting of territorial waters (sea) is performed from the direct initial lines connecting the corresponding geographical points determined according to the international treaties ratified by the Republic of Kazakhstan and also lines of the greatest outflow as on the continent, and the islands belonging to the Republic of Kazakhstan;
43) well - the construction intended for raising of underground waters on the Earth's surface;
44) flowmeter - the device for measurement of consumption of water;
45) hot water supply - hot water service of apartment houses, the organizations for domestic and production needs complex of the special equipment and devices;
46) hot water supply is complex of the equipment: heat source, the water treatment equipment, water heaters, pipelines transporting water, devices for regulation and control of water temperature;
47) the centralized system of hot water supply is system of heating of water on thermal power plant which is transferred to consumers on pipes;
48) pathogenic bacteria of intestinal group - causative agents of intestinal infectious diseases of the Enterobacteriaceae family;
49) enteroviruses (intestinal viruses) - sort of the ribonukleinovokislotno-containing viruses living mainly in digestive tract of the person and animals, defiant infectious diseases.
5. The generalized indicators of chemicals of drinking water are established in appendix 1 to these Health regulations.
6. In case of origin on water supply system of emergencies or technical violations which bring or can lead to quality degradation of drinking water and conditions of water supply of the population, person performing operation of water supply system immediately takes measures for their elimination and informing territorial subdivision of department of state body in the sphere of sanitary and epidemiologic wellbeing within 24 hours from the moment of detection.
7. The organization (laboratory) exercising production supervision of quality of drinking water immediately informs territorial subdivision of department of state body in the sphere of sanitary and epidemiologic wellbeing of the population on each result of laboratory research of tests of water which is not corresponding to hygienic standard rates.
8. In the cases connected with the phenomena of natural nature or with emergencies which elimination cannot be performed immediately temporary variations from hygienic standard rates of quality of drinking water on the indicators of the chemical composition influencing organoleptic properties are allowed. At the same time, the operating person the actions plan on providing the population with the alternative drinking water corresponding to hygienic standard rates with terms of their accomplishment and reasons affirms.
9. Drinking water shall be safe in the epidemic and radiation relation, is harmless on the chemical composition and to have favorable organoleptic properties.
10. Safety of drinking water in the epidemic relation is determined by its compliance to standard rates by microbiological and parasitological indicators of quality of drinking water according to appendix 2 to these Health regulations.
11. Researches of drinking water on availability of pathogenic bacteria of intestinal group and enteroviruses are conducted in planned procedure, and also according to epidemiological indications according to the decision of territorial subdivision of department of state body in the sphere of sanitary and epidemiologic wellbeing of the population.
12. Harmlessness of drinking water on the chemical composition is determined by its compliance to standard rates by indicators of content of the harmful chemicals which are most often found in natural waters, substances of anthropogenous origin:
1) the harmful chemicals arriving and which are formed in water in the course of its processing in water supply system according to appendix 1 to these Health regulations;
2) content of the harmful chemicals in drinking water arriving in water supply sources as a result of economic activity of the person corresponds to the hygienic standard rates specified in appendix 3 to these Health regulations.
13. In case of detection in drinking water of several chemicals belonging to 1 and 2 classes of danger and normalized on sanitary toxicological sign of harm the amount of the relations of the found concentration of each of them in water of threshold limit value (further - maximum allowable concentration) constitutes unit. 14. Organoleptic properties of drinking water are determined by indicators according to the table 3 of appendix 1 to these Health regulations, and also indicators of the substances exerting impact on organoleptic properties of drinking water according to tables 1 and 2 of appendix 1 to these Health regulations.
15. Presence at drinking water distinguishable is not allowed by naked eye of organisms and superficial film.
16. Radiation safety of drinking water is determined by its compliance to standard rates by indicators of general an and b - activity, according to the table 4 of appendix 1 to these Health regulations.
