Approve the enclosed Procedure for adoption of joint statements of state members of the Collective Security Treaty Organization.

It is made in the city of Moscow on December 23, 2014 in one authentic copy in Russian. The authentic copy is stored in the Secretariat of the Collective Security Treaty Organization which will send to each state which signed this Decision, its verified copy.

Procedure for adoption of joint statements of state members of the Collective Security Treaty Organization

I. General provisions

1.1. The procedure for adoption of joint statements of state members of the Collective Security Treaty Organization (further - joint statements) is developed on the basis of the Agreement on collective security, Articles of organization of the Agreement on collective security, decisions of Council of collective security and CSTO Council of Foreign Ministers for the purpose of further development and enhancement of foreign policy interaction of state members of the Collective Security Treaty Organization (further - also the Organization).

1.2. Joint statements are adopted, as a rule, by Chapters of state members or Ministers of Foreign Affairs of state members of the Organization directly during the sessions of Council of collective security (further - special design bureau) or meetings of Council of Foreign Ministers (further - SMID) the CSTO.

1.3. Joint statements in the international organizations and at the international forums are accepted by heads of states, Ministers of Foreign Affairs or representatives of state members of the CSTO according to their order.

II. Preparation and introduction of drafts of joint statements

2.1. Drafts of joint statements are developed by the state member of the CSTO which proposed adoption of such document and introduced in the Secretariat of the CSTO according to the procedure, provided by Rules of procedure of the CSTO, in the terms necessary for review, but at least in 30 days prior to their planned acceptance.

2.2. Drafts of joint statements in the international organizations and at the international forums are developed according to the list of subjects approved by SMID within realization of Collective instructions to permanent representatives of state members of the CSTO under the international organizations or in initiative procedure.

2.3. In case of receipt of the draft of the joint statement by the Secretariat of the CSTO the document within three working days is submitted for consideration of the Permanent Council of the CSTO which in the absence of objections makes the decision to send the project in state members of the Organization for approval.

III. Procedure for approval of drafts of joint statements

3.1. State members of the CSTO in perhaps short terms will organize approval of the draft of the joint statement. After receipt of notes and offers from state members of the Organization the draft of the joint statement is improved at meeting of the Permanent Council of the CSTO or, according to the solution of state members of the CSTO, representatives of state members of the CSTO is direct in the international organizations for their location or delegations at the international forums in places of their carrying out.

3.2. In case of completion of the draft of the joint statement it is direct on platforms of the international organizations the representative of the state presiding in the CSTO will organize approval of the draft of the joint statement by representatives of all state members of the CSTO.

3.3. In case of need the emergency response to safety hazards, stability, to territorial integrity and sovereignty of one or several state members of the Organization or threat to international peace and safety the corresponding statement is approved with state members of the CSTO quickly, but not later than in three-day time.

At the same time the initiating state transfers the draft statement to the Permanent Council of the CSTO which will organize approval of the draft of the joint statement in state members of the CSTO in perhaps short terms. If necessary the right of signing of such statement can be delegated by state members of the CSTO to constants and plenipotentiaries under the CSTO.

3.4. In case of crisis situation or its premises the Chairman of special design bureau and the Chairman of SMID for the purpose of rapid response has the right to make the official declarations approved with state members of the CSTO on the questions connected with safety, stability, territorial integrity and sovereignty of state members of the CSTO. Reconciliation procedure of the text of statements is similar to the procedure stated to vpunkta 3.3 this provision.

3.5. The chairman of SMID and the Secretary general of the CSTO in the relations with other states which are not her members, the international organizations and mass media are authorized to make statements within earlier accepted special design bureaus and SMID of joint statements (declarations, the communique), and also Collective instructions to permanent representatives of state members of the CSTO under the international organizations.

The corresponding statements of the Chairman of special design bureau, the Chairman of SMID and the Secretary general of the CSTO are led up to members of the Permanent Council of the CSTO.

IV. Acceptance and distribution of joint statements

4.1. Adoption of joint statements on behalf of the Organization is performed on the basis of consensus.

4.2. The joint statement can be adopted in limited format of the state members of the Organization interested in its acceptance in the absence of objections from other state members of the CSTO. In this case in the name and the text of the joint statement the states participating in its acceptance are specified.

4.3. In case of need adoptions of the immediate statement the Secretary general of the CSTO will organize its acceptance in individual procedure.
