About approval of Health regulations "Sanitary and epidemiologic requirements to the organization and holding sanitary and anti-epidemic (preventive) actions concerning patients with infectious diseases against which preventive inoculations are carried out"

According to Item 6 of article 144 of the Code of the Republic of Kazakhstan of September 18, 2009 "About health of the people and health care system", PRIKAZYVAYU:

1. Approve the enclosed Health regulations "Sanitary and epidemiologic requirements to the organization and holding sanitary and anti-epidemic (preventive) actions concerning patients with infectious diseases against which preventive inoculations are carried out".

2. To committee on consumer protection of the Ministry of national economy of the Republic of Kazakhstan (Matishev A. B.) provide in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order its direction on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on official Internet resource of the Ministry of national economy of the Republic of Kazakhstan.

3. To impose control of execution of this order on the vice-minister of national economy of the Republic of Kazakhstan Zhaksylykov T. M.

4. This order becomes effective after ten calendar days from the date of its first official publication.

Health regulations "Sanitary and epidemiologic requirements to the organization and holding sanitary and anti-epidemic (preventive) actions concerning patients with infectious diseases against which preventive inoculations are carried out"

1. General provisions

1. Health regulations "Sanitary and epidemiologic requirements to the organization and holding sanitary and anti-epidemic (preventive) actions concerning patients with infectious diseases against which preventive inoculations are carried out" (further - Health regulations) establish sanitary and epidemiologic requirements to the organization and holding sanitary and anti-epidemic (preventive) actions concerning patients with infectious diseases against which preventive inoculations are carried out.

2. In these Health regulations the following concepts are used:

1) abatsilirovaniye - the termination of bakteriovydeleniye;

2) hemophilic infection - the sharp antroponozny infectious diseases with the aerogenic mechanism of transfer caused by influenza stick, which are characterized by variety of clinical manifestations, preferential damage of respiratory organs, the central nervous system and conjunctiva of eyes, shown in the form of meningitis, sepsis, pneumonia, epiglottit;

3) diphtheria - the antroponozny sharp respiratory disease with the aerogenic mechanism of transfer which is characterized by the expressed intoxication and the phenomena of fibrous and inflammatory process in nasopharynx, throat, trachea, nose, quite often giving heavy complications (croup, myocarditis and others);

4) the incubatory period - interval of time from the moment of hit of the activator in organism before manifestation of symptoms of disease;

5) whooping cough - the antroponozny sharp respiratory bacterial infection with the aerogenic mechanism of transfer which is characterized by intoxication phenomena, followed by the catarrhal phenomena of the upper airways with characteristic attacks of convulsive cough and vomiting;

6) measles - the antroponozny sharp respiratory viral disease with the aspiration mechanism of transfer of the activator which is characterized by fever, intoxication, landmark rash of spotty and papular rash, enantemy, defeat of conjunctiva and the upper airways;

7) rubella - the antroponozny sharp respiratory viral disease with the aerogenic mechanism of transfer which is characterized by increase in lymph nodes, especially occipital and zadnesheyny, makulopapulezny rash and moderate intoxication;

8) monovaccine - the vaccine made on the basis of one type or serological option of microorganisms;

9) pnevmokokkovy infection - the group of the antroponoz caused by pneumococci with the aerogenic mechanism of transfer, which is characterized by various clinical manifestations is more often damage of lungs;

10) poliomyelitis - the sharp infectious disease which is characterized by all-toxic symptoms and frequent defeat of nervous system as sluggish peripheral paralyzes;

11) tetanus - the zooantroponozny sharp infectious disease with the contact mechanism of transfer of the activator which is characterized by heavy current with defeat of certain structures of the central nervous system, shown titanic and convulsive reducings cross-striped muscles;

12) epidemic parotitis - the antroponozny sharp respiratory viral disease with the aerogenic mechanism of transfer which is characterized by general intoxication, increase in one or both salivary glands, frequent defeat of ferruterous bodies and nervous system.

2. Sanitary and epidemiologic requirements to the organization and holding sanitary and anti-epidemic (preventive) actions concerning patients with infectious diseases against which preventive inoculations are carried out

3. For the purpose of non-admission of registration of infectious diseases against which preventive inoculations are carried out scope of children preventive inoculations in the terms approved by the order of the Government of the Republic of Kazakhstan of December 30, 2009 No. 2295 "About approval of the list of diseases against which preventive inoculations are carried out of the Rules of their carrying out and national groups which are subject to planned inoculations" (further - the Resolution No. 2295), shall constitute at least 95%.

4. Immunization against diphtheria, tetanus and whooping cough is carried out by the vaccines containing adsorbed koklyushno - diphtheritic and tetanic vaccine with tselnokletochny and acellular koklyushny component (further - AKDS-soderzhashchaya vaccine), and also adsorbed diphtheritic and tetanic anatoksin with the reduced content of anti-genes (further - ADS-M).

In the presence of contraindications to koklyushny component immunization is carried out by ADS-M:
