1. Approve the Provision and Structure of central office of Committee on local development in case of the President of the Republic of Tajikistan (appendices 1 and 2).

2. Establish the extreme number of staff of Committee on local development in case of the President of the Republic of Tajikistan in number of 35 units (without service personnel).

3. Establish to Committee on local development in case of the President of the Republic of Tajikistan two vice-chairmen, including the one first deputy, and also Board as a part of 5 people and limit of automobile office cars in number of 3 units.

4. To make financing of Committee on local development in case of the President of the Republic of Tajikistan at the expense of means of the republican budget and other sources in coordination with the Ministry of Finance of the Republic of Tajikistan.

5. To the government of the Republic of Tajikistan:

- perform assignment and other material logistics of Committee on local development in case of the President of the Republic of Tajikistan;

- in two-month time to bring the regulatory legal acts into accord with this Decree;

- allocate the building to Committee on local development in case of the President of the Republic of Tajikistan.

1. General provisions

The committee on local development in case of the President of the Republic of Tajikistan (further - Committee) is the central executive body of the government performing single state policy in the sphere of management of local development, coordination of questions of local social and economic development, specifications of functions and powers between central both local authorities of the government and local government bodies, and also coordination of measures for development and implementation of complex projects of social and economic development is administrative - territorial units.

- representation of suggestions for improvement of activities of local authorities, to strengthening of their responsibility to local community;

- coordination of measures and creation of conditions for complex territorial and administrative development;

- coordination of measures for development and support of private entrepreneurship at the local level;

- submission of offers and coordination of measures for innovative development of the sector of housing construction and the housing-and-municipal sphere on places;

- participation in development of state programs on investment and capital construction in regions;

- taking measures for free and systematic development of regions of the Republic of Tajikistan;

- coordination of activities of the central and local authorities of the government for forming and realization of policy of local development;

- coordination of activities of the central and local authorities of the government for realization strategic, purposes and tasks of local development;

- implementation of the economic analysis and preparation of offers on forming of policy in the field of local and regional development;

- submission of offers on development, monitoring and assessment of execution of strategy and programs of local and regional development;

- assessment of the course of social and economic development of the cities, areas, settlements and villages;

- representation of suggestions for improvement of local authority;

- development of recommendations about activization of economic capacity of regions, to drawing into economic circulation of the available assets and reserves;

- efficiency analysis of use of means of the state support to local budgets, including efficiency of realization and influence of the state target programs on social and economic development of the cities, areas, settlements and villages;

- assessment of activities of local executive bodies for achievement of strategic objectives and tasks of regional development;

6. The committee has the following powers:

- adopt within the competence interdepartmental acts and regulatory legal acts of binding character in cases, stipulated by the legislation the Republic of Tajikistan;

- perform monitoring of target use of means of the external help of the international organizations and grants of foreign states on places;

- request and receive from state bodies and local authorities of the Republic of Tajikistan, and also the companies, the organizations and organizations, irrespective of patterns of ownership, the information and other materials concerning activities of Committee;

- according to the procedure, established by the legislation to organize and hold seminars, conferences, tenders within the competence;

- establish in accordance with the established procedure departmental awards of Committee;
