1. Approve:

1) Requirements to the organizations of education for provision of distance training according to appendix 1 to this order;

2) Rules of the organization of educational process for distance training and in the form of online training in educational programs of the higher and (or) postgraduate education.

2. To department of the higher, postgraduate education and international cooperation (Shaymardanov Zh. K.):

To provide 1) in accordance with the established procedure state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) after state registration in the Ministry of Justice of the Republic of Kazakhstan to provide official publication of this order;

3) to provide placement of this order on official Internet resource of the Ministry of Education and Science of the Republic of Kazakhstan.

Chapter 1. Requirements to the organizations of education for provision of distance training

1. To the organizations of education realizing educational programs of the higher and postgraduate education the following requirements for provision of distance training are established:

1) availability of information and technological infrastructure for the uninterrupted organization of distance training - steady network connection, the server hardware, storage system of data, functioning of systems of cyber security, the communication communication channels providing connection to the Internet, systems of authentication for identification of the identity of the student, the system of detection of borrowings online прокторинга;

2) functioning of management information system education, including the platform of training management including the website, the educational portal, the automated system of ensuring credit technology of training, set of digital educational resources;

6) ensuring availability of digital services for provision of educational services: electronic schedule of studies and examinations and all types of control of educational achievements of students, system of self-estimation; electronic library; electronic document management, online registration for receipt of the place in the hostel;

7) providing conditions for distance training of students with special educational needs;

8) availability of monitoring system of quality of educational services according to internal system of quality assurance.

Rules of the organization of educational process for distance training and in the form of online training in educational programs of the higher and (or) postgraduate education

Chapter 1. General provisions

1. 3) information system - the organizational arranged set of the information and communication technologies, technical documentation realizing certain technological actions by means of information exchange and intended for the solution of specific functional objectives;

4) information and communication technologies - set of methods of work with electronic information resources and the methods of information exchange performed using the hardware and software and network of telecommunications;

5) mass open online rate (further - MOOK) - the training rate with mass interactive participation, using technologies of electronic training and open access via the Internet;
