For the purpose of implementation of Section 3 of the Agreement on technical cooperation between the Government of the Republic of Kazakhstan and the International Bank for Reconstruction and Development on development and program implementation of joint economic researches approved by the order of the Government of the Republic of Kazakhstan of December 5, 2002 No. 1285 of PRIKAZYVAYU:

1. Approve the enclosed methodical recommendation of the organization and program implementation of joint economic researches realized by the Government of the Republic of Kazakhstan and the International Bank for Reconstruction and Development.

2. To department of strategic planning and analysis to take measures for observance and implementation of this order.

3. Repeal the order of the Minister of Economic Development and Trade of the Republic of Kazakhstan of December 30, 2010 No. 262 "About approval of Rules of the organization and program implementation of joint economic researches realized by the Government of the Republic of Kazakhstan and the International Bank for Reconstruction and Development".

4. To impose control of execution of this order on the supervising Vice-minister of national economy of the Republic of Kazakhstan.

5. This order becomes effective from the date of signing.

1. This methodical recommendation about the program implementation of joint economic researches realized by the Government of the Republic of Kazakhstan and the International Bank for Reconstruction and Development (further - the Technique) is developed according to the orders of the Government of the Republic of Kazakhstan "About agreement signature about technical cooperation according to the Program of joint economic researches between the Government of the Republic of Kazakhstan and the International Bank for Reconstruction and Development" of December 9, 2015 No. 981, "About approval of the Agreement on technical cooperation on the Program of joint economic researches between the Government of the Republic of Kazakhstan and the International Bank for Reconstruction and Development" of August 18, 2016 No. 361 and determines procedure for selection, realization and acceptance of results of actions for the Program of joint economic researches.

Chapter 1. General provisions

2. In this Technique the following basic concepts and reducings are used:

Bank - the International Bank for Reconstruction and Development;

the beneficiary - the state body of the Republic of Kazakhstan which is directly carrying out implementation of actions together with Bank and being the direct receiver of the conducted researches within the Program of joint economic researches (further - PSEI);

action of PSEI or consulting services on paid basis (KUVO) - the analytical and diagnostic researches conducted within PSEI in key industries of economy, consulting and expert support in development of strategic documents, assistance in creation and building-up of institutional and analytical potential of beneficiaries, urgent expert consultations on priority questions of reforming, policy and strategy, seminars and trainings;

industry structural division - structural division of the Ministry of national economy of the Republic of Kazakhstan (further - the Ministry), responsible for determination, forming of state policy (expenses) of the corresponding industry (sector) of economy;

the working period - the annual working period of PSEI, begins on July 1 the current year and comes to the end on June 30 the next year;

Agreement - The agreement on technical cooperation on the Program of joint economic researches between the Government of the Republic of Kazakhstan and the International Bank for Reconstruction and Development of December 5, 2015;

authorized structural division - the structural division of the Ministry responsible for general coordination of PSEI.

3. The purposes of this Technique are:

1) ensuring the effective and systematized realization of PSEI;

2) streamlining of process of obtaining and fruitful use of information obtained within PSEI;

3) ensuring obligation fulfillment of the Government of the Republic of Kazakhstan within the Agreement.

Chapter 2. Selection of actions of PSEI

4. Collection of requests of state bodies of the Republic of Kazakhstan and structural divisions of the Ministry of actions of PSEI carries out authorized structural division of the Ministry which sends information on collection of requests to state bodies in January of financial year.

5. Collection of requests of state bodies of the Republic of Kazakhstan and structural divisions of the Ministry of actions of PSEI for the forthcoming working period is carried out by authorized structural division annually till April 25 of financial year.

6. The applications received from state bodies of the Republic of Kazakhstan go authorized structural division to industry structural divisions of the Ministry for consideration.

7. Required actions of PSEI shall not be directed to accomplishment of the tasks which are directly entering competence of state bodies.

8. The request is filled in in form according to appendix 1 to this Technique and shall include:

1) the name of the offered action of PSEI;

2) the explanatory note (reasons) on action of PSEI, with indication of the action purpose, breakdown on the main components of action of PSEI, terms of their realization, and also the expected results;

3) information on results the held and held events of PSEI, in case of their carrying out, as of January 1 of the current financial year;

4) criteria to the consultant of Bank the awarenesses of the consultant including level in necessary industry, the period of stay of the consultant in the Republic of Kazakhstan during realization of action, certain experience of work of the consultant in necessary industry and other criteria;

5) other necessary information.

9. Industry structural divisions carry out expertize of the applications received from state bodies of the Republic of Kazakhstan and take out the conclusion about feasibility of implementation of actions within PSEI. The conclusions are represented by industry structural divisions to authorized structural division within 10 calendar days after receipt of requests.

10. The conclusions on the actions of PSEI included in the request are taken out by industry structural divisions taking into account:
