3. To provide to department of power industry of the Department of Energy of the Republic of Kazakhstan:

Technique of accreditation of the organizations on conducting energy examination and electrolaboratories

1. The technique of accreditation of the organizations on conducting energy examination and electrolaboratories (further - the Technique) is developed according to the subitem 59) of article 5 of the Law of the Republic of Kazakhstan of July 9, 2004 "About power industry".

2. This Technique is intended for accreditation of the organizations on conducting energy examination and electrolaboratories.

3. Accreditation on conducting energy examination is performed by state body on the state energy control.

4. Accreditation of electrolaboratories is performed by territorial departments of state body on the state energy control.

5. For consideration of documents on accreditation of the organizations for conducting energy examination and decision making for them the state body on the state energy control creates the commission on accreditation of the organizations on conducting energy examination.

6. For consideration of documents on accreditation of electrolaboratories and decision making according to them territorial departments of state body on the state energy control create the commission on accreditation of electrolaboratories.

7. Accreditations of the organizations on conducting energy examination and electrolaboratories it is performed free of charge, in turn, without making an appointment.

8. Consideration of documents on accreditation is performed by the Commission within thirty calendar days estimated from the moment of their receipt.

9. In case of adoption of the positive decision, authorized body within five working days from the moment of adoption of such decision by the Commission, the certificate on accreditation goes.

Rules of accreditation of the organizations on conducting energy examination and electrolaboratories

1. General provisions

1, These Rules of accreditation of the organizations on conducting energy examination and electrolaboratories (further - Rules) are developed according to the subitem 59) of article 5 of the Law of the Republic of Kazakhstan of July 9, 2004 "About power industry" (further - the Law) and determine procedure for accreditation of the organizations on conducting energy examination and electrolaboratories.

2. In Rules the following basic concepts are used:

1) accreditation - the procedure of official recognition of competence of legal entities by authorized body to perform energy examination, and also competence of the electrolaboratories used for conducting energy examination or production needs;

2) the certificate on accreditation - the official document issued by authorized body, certifying competence of legal entities to perform energy examination, and also competence of the electrolaboratories used for conducting energy examination or production needs;

3) the expert - the physical person performing activities for conducting energy examination as the employee of the expert organization, power industry or heat-and-power engineeering and the length of service having the higher technical education in at least three years or average technical and professional (average special, average professional) education power industry or heat-and-power engineeering and length of service in at least five years, and also electrical safety group (it is IV and above group);

4) the expert organization - the legal entity accredited by authorized body on conducting energy examination;

5) authorized body - state body on the state energy control;
