About approval of Rules on ensuring industrial safety in case of driving of trunks (mines, mines) by special methods

Based on subitem 7.4 of Item 7 of the Regulations on the Ministry of Emergency Situations of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of December 29, 2006 No. 756 "About some questions of the Ministry of Emergency Situations" the Ministry of Emergency Situations of the Republic of Belarus DECIDES:

1. Approve the enclosed Rules on ensuring industrial safety in case of driving of trunks (mines, mines) by special methods.

2. This resolution becomes effective since August 1, 2015.

Rules on ensuring industrial safety in case of driving of trunks (mines, mines) by special methods

Section I. General provisions

Chapter 1. General requirements

1. These rules are obligatory for the organizations irrespective of their form of business and pattern of ownership occupied with designing, construction, reconstruction of mines and mines, the organization and works on driving of trunks by special methods, in case of driving of pristvolny interfaces and cameras by methods of freezing or tamponazh of breeds, and also the occupied designing, installation and operation of systems of freezing and tamponazh.

2. In these rules the following terms and their determinations are applied:

trunk armirovka - set of the designs established in trunk: executions, conductors, ladder departments;

the refrigerating well - the well equipped with the refrigerating column;

the ledoporodny cylinder - part of array of the water-bearing breeds around excavation refrigerated for its carrying out for increase in stability and the termination of inflow of water;

specialists of production facility are the engineering employees of services and productions having the higher or secondary vocational education on the corresponding profile according to post, who are directly leading tunnelling works;

ore - rock or mineral educations with content of the useful components providing economic feasibility of their extraction in case of the current state of the equipment;

the mine - structural division of mine administration or the organization, the interconnected production system of underground economy and technology complex of surface intended for driving of mine trunks, opening and development of salt fields by underground method;

well - excavation of cylindrical form more than 5 m in depth, with a diameter more than 75 mm, passed in rock or mineral by mechanical or nonmechanical methods of drilling;

trunk - the vertical or inclined excavation having direct exit to surface and intended for servicing of works on investigation and operation of the field of mineral or on construction and operation of special technical objects;

tiksotropnost - property of clay solution to get thick at rest, allowing to keep in suspension of particle and at the same time to be pumped over freely by pumps;

the tubing - element fix trunk, the representing cylindrical segment with two and more circular and radial stiffening ribs;

the mine - the industrial enterprise performing mining by means of system of underground excavations.

3. Departures from requirements of these rules can be allowed in coordination with Department on supervision of safe operation in the industry of the Ministry of Emergency Situations of the Republic of Belarus according to subitem 20.24.2 of Item 20.24 of the single list of the ministerial procedures performed by state bodies and other organizations concerning legal entities and individual entrepreneurs, the Council of Ministers of the Republic of Belarus approved by the resolution of February 17, 2012 No. 156 "About approval of the single list of the ministerial procedures performed by state bodies and other organizations concerning legal entities and individual entrepreneurs, entering of amendment into the resolution of Council of Ministers of the Republic of Belarus of February 14, 2009 No. 193 and recognition voided some resolutions of Council of Ministers of the Republic of Belarus" (The national register of legal acts of the Republic of Belarus, 2012, №35, 5/35330).

4. Projects of works (further - the Party of Pensioners of Russia) are developed by the shaft construction organizations and affirm the head of the organization occupied with works.

During the designing and construction of mines requirements of Rules of industrial safety in case of development shall be observed by underground method of the salt fields of the Republic of Belarus approved by the resolution of the Ministry of Emergency Situations of the Republic of Belarus of August 30, 2012 No. 45 (The national legal Internet portal of the Republic of Belarus, 08.12. 2012, 8/26503).

Employees of the organizations shall observe instructions for labor protection by their professions and types of the performed gear which get requirements of these rules, other regulatory legal acts (further - the NPA), including requirements of technical regulatory legal acts, obligatory for observance (further - TNPA).
