About approval of Rules of enrichment (fortification) of the food products which are subject to sanitary and epidemiological surveillance

According to Item 3 of article 160 of the Code of the Republic of Kazakhstan of September 18, 2009 "About health of the people and health care system" PRIKAZYVAYU:

1. Approve the enclosed Rules of enrichment (fortification) of the food products which are subject to sanitary and epidemiological surveillance.

2. To provide to committee on consumer protection of the Ministry of national economy of the Republic of Kazakhstan in the procedure established by the legislation:

1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after the state registration of this order its direction on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on official Internet resource of the Ministry of national economy of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-minister of national economy of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days from the date of its first official publication.

Rules of enrichment (fortification) of the food products which are subject to sanitary and epidemiological surveillance

1. General provisions

1. These rules of enrichment (fortification) of the food products which are subject to sanitary and epidemiological surveillance (further - Rules) are developed according to Item 3 of article 160 of the Code of the Republic of Kazakhstan of September 18, 2009 "About health of the people and health care system" (further - the Code), the Laws of the Republic of Kazakhstan of July 21, 2007 "About safety of food products", of October 14, 2003 "About prevention of iodine-deficiency diseases" (further - the Law) and determine procedure for enrichment (fortification) for the food products which are subject to sanitary and epidemiological surveillance.

2. In these rules the following terms and concepts are used:

1) premix - the mix containing in the set proportion and which is regularly distributed in the amount vitamin-mineral additive (premix) and additional filler;

2) enrichment (fortification) - introduction in food products and uniform distribution in it one or more necessary ingredients (vitamins, minerals, proteins, amino acids, fatty acids) and other substances which are not present at it is initial or present at insufficient quantity or lost in process (at stage) production (production) for giving of certain properties to them for the purpose of increase in nutrition value of product and prevention of mikronutriyentny diseases among the population;

3) vitamin-mineral additive (premix) - complex of ingredients (vitamins, minerals, metals, amino acids, fatty acids, ballast neutral substances) and other substances, for creation of technology features (preserving flowability);

4) micronutrients - vitamins, minerals, metals, amino acids, fatty acids which are irreplaceable in the known microquantities for the proper growth and metabolism of human body.

3. The following types of food products are enriched:

1) flour;

2) baker's yeast, bread, bakery goods and flour confectionery;

3) milk and cultured milk products;

4) fatty products;

5) the drinking water packed in reservoirs;

6) soft drinks;

7) groat products from grain;

8) ready-to-eat meals;

9) edible table salt.

The baking wheat flour of the highest and first grades made for realization in the territory of the Republic of Kazakhstan, is subject to obligatory enrichment (fortification) by ferriferous vitamins, minerals and other substances.

The edible table salt made for realization in the territory of the Republic of Kazakhstan is subject to obligatory iodination.

4. For enrichment of foodstuff are used:

1) vitamins;

2) polyvitaminic and vitamin premixes;

3) water - and fat-soluble medicines of K-carotene and other carotinoids;

4) mineral substances and metals;

5) vegetable multifunction additives.

5. For enrichment (fortification) of food products the vitamin-mineral additives, medicines and other ingredients which passed assessment (confirmation) of compliance in the form of the state registration and entered in the Register of certificates on the state registration according to the procedure, established by Rules of the state registration and withdrawal of the decision on the state registration of infant foods, food and dietary supplements to food, genetically modified objects, dyes, means of disinfection, disinsection and deratization, materials and products contacting to the water and food, chemicals, the separate types of products and substances making harmful effects on health of the person approved by state body in the field of sanitary and epidemiologic wellbeing of the population according to item 4 of article 146 of the Code are used.

6. Enrichment of foodstuff shall not worsen consumer properties of the enriched products, reduce content and comprehensibility of other attendees in them of feedstuffs, it is essential to change taste, aroma, freshness of products, to reduce the term of their storage or the validity.

7. The content of vitamins and mineral substances guaranteed by the producer in the enriched food product provides sufficient for satisfaction at least 10% of daily need for these micronutrients in case of regular level of consumption of the enriched product and not to exceed 30% of recommended daily requirement.

8. Packaging of the enriched foodstuff provides the guaranteed content in it of micronutrients, quality and safety of product. For the food products containing light-sensitive medicines the darkened packaging is used.

9. Production control over observance of regulations and uniformity of introduction of micronutrients is performed at stages of engineering procedure. Sampling in case of technology control is made according to the specifications and technical documentation.
