About requirements to project development of the water protection zones and coastal strips

Based on Item 13 of article 52 of the Water code of the Republic of Belarus, Item 9 of the Regulations on the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of June 20, 2013 No. 503 "About some questions of the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus" the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus DECIDES:

1. Determine that:

1.1. project development of the water protection zones and coastal strips provides implementation of the following work types:

1.1.1. preparatory which include:

matching and acquisition of necessary planned cartographic materials;

collection and systematization of data on hydrological characteristics of superficial water object, river drain, the area (including water-collecting) and extents of superficial water object, its target use, sources of pollution of surface water, and also the data and materials characterizing the existing environment and nature of land use, including land relief and type of lands;

the analysis of functional use of the researched territory, determination of level of technical infrastructure of the researched territory;

1.1.2. field which include:

refining on the area of environment (basic elements of the relief adjacent to superficial water object, condition and nature of use of lands, determination erozionno dangerous sites, and also types of the lands including which are under building) with drawing on planned cartographic materials of the sites which are subject to grassing, crops and landing of water management afforestations, land reclamation;

inspection of objects which can make harmful effects on superficial water object for the purpose of determination of conditions of their further operation or carrying out out of limits of the water protection zones and coastal strips (on planned cartographic materials the objects making harmful effects on water object are displayed in red color and are shaded with assignment of sequence number);

1.1.3. cameral which include:

analysis and generalization of results of field works;

drawing on planned cartographic materials using GIS-technologies of borders of the water protection zones and coastal strips, and also installation sites of information signs of borders of the water protection zones and coastal strips;

creation of the list of point and diffusion sources of pollution of superficial water object with carrying out the analysis of level of anthropogenous impact and nature of land use of the researched territory;

preparation of reasons on the established borders of the water protection zones and coastal strips;

development of the actions directed to preserving and recovery of superficial water object;

1.2. projects of the water protection zones and coastal strips consist of planned cartographic materials (on paper and electronic carriers) and the explanatory note with reasons for borders of the water protection zones and coastal strips (on paper).

Borders of the water protection zones are applied on planned cartographic materials of scale 1:10 000. Borders of coastal strips are applied within the cities of regional, district subordination and settlements of city type - on planned cartographic materials of scale 1:2000, for the mezhselenny territories, and also in rural settlements - on planned cartographic materials of scale 1:10 000.

Borders of the water protection zones are allocated with dash line of blue color, and coastal strips - dash line of red color.

Are applied to the explanatory note:

explication of lands in the water protection zones and coastal strips for the mezhselenny territories in form according to appendix 1;

functional use of the territories of the water protection zones and coastal strips for settlements in form according to appendix 2;

the characteristic of the objects located in the water protection zones and coastal strips in form according to appendix 3;

the list of the recommended actions directed to preserving and recovery of superficial water object for form according to appendix 4;

1.3. adjustment of projects of the water protection zones and coastal strips is performed according to the requirements of this resolution established for project development of the water protection zones and coastal strips.

2. This resolution becomes effective since May 21, 2015.
