Purposes

forming of the total market of motor transportation services within the Eurasian Economic Union (further - the Union) and simplification of access of state members of the Union to carriers (further - state members) to rendering services of load road transport in all territory of the Union irrespective of nationality and the state of registration

Tasks

determination of the sequence of the actions of the state members directed to step-by-step removal since January 1, 2016 of restrictions, operating concerning transportation of goods, which are carried out by the carrier registered in the territory of one of state members between the Items located in the territory of other state member (cabotage motor transportations of loads)

Target indicators and indicators

decrease in share of empty run in total amount of international carriages (percent);

exception of negative impact of illegal cabotage motor transportations of loads on the domestic market of motor transportation services;

specific weight of cabotage motor transportations of the loads executed by carriers of other state members in total amount of motor transportations of state member (percent);

cost reduction on transportation of goods;

reducing number of violations of procedure of transportation of goods by road transport

Stages and terms

The program has long-term character and is subject to realization in 4 stages:

The I stage - from January 1, 2016 to December 31, 2017;

The II stage - from January 1, 2018 to December 31, 2019;

III stage - from January 1, 2020 to December 31, 2024;

The IV stage - since January 1, 2025.

Sources and amounts of financing

budgets of state members, budget and off-budget funds, other sources.

The amounts of financing necessary for enhancement of the mechanism of transport control within the territory of the Union, upgrade of vehicles of international delivery and their equipment by navigation aids, are specified by state members as required

The expected resulting effects

decrease in specific weight and extent of empty run;

decrease in transportation costs of consumers of services of load road transport;

increase in efficiency of use of vehicles when implementing international carriages of loads;

creation of conditions for development of the competition in the market of motor transportation services and upgrade of cargo vehicles;

decrease in harmful effects on the environment;

determination of uniform conditions and rules of provision of services of load road transport within the Union
