Chapter I. General provisions

Article 1. Election of the president of the Republic of Uzbekistan

Election of the president of the Republic of Uzbekistan is performed by citizens of the Republic of Uzbekistan on the basis of general, equal and direct suffrage in case of secret vote.

The president of the Republic of Uzbekistan the citizen of the Republic of Uzbekistan not younger thirty five years, fluent in state language, constantly living in the territory of Uzbekistan at least ten years just before elections can be elected.

The president of the Republic of Uzbekistan is elected for a period of five years.

Article 2. The voting right of citizens

In election of the president of the Republic of Uzbekistan have the right to participate citizens of the Republic of Uzbekistan from 18-year age.

Any straight lines or indirect restrictions of the voting rights of citizens of the Republic of Uzbekistan depending on origin, social and property status, racial and national identity, floor, education, language, the relation to religion, sort and nature of occupations are forbidden.

The citizens recognized by court incapacitated and also persons containing in places of detention according to the court verdict do not participate in election of the president of the Republic of Uzbekistan.

Article 3. Principles of elections of the President of the Republic of Uzbekistan

Citizens of the Republic of Uzbekistan participate in election campaign and in vote on election of the president of the Republic of Uzbekistan voluntarily.

Vote on election of the president of the Republic of Uzbekistan is secret and is performed by citizens directly. Control of declaration of will of citizens is not allowed.

Each citizen of the Republic of Uzbekistan has one voice.

Article 4. Elections by the electoral commissions

Elections of the President of the Republic of Uzbekistan are provided Central Election Commission of the Republic of Uzbekistan, district and precinct election commissions.

The Central Election Commission is formed according to the Law of the Republic of Uzbekistan "About Central Election Commission of the Republic of Uzbekistan". Members of district electoral commissions affirm Central Election Commission according to the recommendation of the Jokargi Kenes of the Republic of Karakalpakstan, regional and Tashkent city Kengasha of People's Deputies.

Members of precinct election commissions affirm the relevant district electoral commissions according to the recommendation district, city Kengasha of People's Deputies.

Article 5. Publicity by preparation and elections of the President of the Republic of Uzbekistan

Preparation and elections of the President of the Republic of Uzbekistan are performed by the electoral commissions openly and publicly.

The electoral commissions inform citizens on the work, on formation of constituencies, sites, on structure of the electoral commissions, their location and operating time, acquaint with electoral registers, the list of the political parties participating in elections, report data on candidates for president of the Republic of Uzbekistan, on results of vote and elections.

Mass media of the Republic of Uzbekistan light the course of preparation and elections.

In all actions for preparation and elections, and also in rooms for vote in the election day and in case of counting of votes on each polling precinct have the right to participate on one observer from the political parties which proposed candidates for president of the Republic of Uzbekistan, representatives of seal, television and radio, observers from other states, the international organizations and movements. Their powers shall be supported by the relevant documents.

The interested organizations declare the observers in district electoral commissions at least in fifteen days prior to elections.

District electoral commission within five days after receipt of the statement from the interested organization issues the mandate which sample is established by Central Election Commission of the Republic of Uzbekistan for the observer. Mandates are issued to observers from other states, the international organizations and movements by Central Election Commission.

Observers have the right:

be present at meetings on promotion of candidates for president of the Republic of Uzbekistan, meetings district and precinct election commissions;

be present at the polling precinct and watch the course of preparatory work, placement and sealing of the ballot boxes for vote, issue to citizens of ballots;

be present at counting of votes and creation of the protocol of the precinct election commission;

request and receive the copies of documents on election results certified by the relevant electoral commission;
