About authorized state bodies on implementation of the state control (supervision) of observance of requirements of technical regulations of the Customs union

For the purpose of determination of authorized state bodies on implementation of the state control (supervision) of observance of requirements of technical regulations of the Customs union, according to articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Determine that the state control (supervision) of observance of requirements of technical regulations of the Customs union is exercised by the following authorized state bodies:

a) The state inspectorate for ecological and technical safety under the Government of the Kyrgyz Republic - behind observance of requirements of technical regulations of the Customs union:

- about safety of pyrotechnic products (TR CU 006/2011);

- about safety of machines and the equipment (TR CU 010/2011);

- about safety of the devices using the TR CU gaseous fuel 016/2011);

- about safety of the equipment for work in explosive environments of TR CU 012/2011);

- safety of elevators (TR CU 011/2011);

- about safety of small size vessels (TR CU 026/2012);

- about safety of the equipment working under excessive pressure (TR CU 032/2013);

- about requirements to lubricants, oils and special liquids (TR CU 030/2012);

- about requirements to automobile and aviation gasoline, diesel and ship fuel, fuel for jet engines and to fuel oil (TR CU 013/2011);

- about safety of the low-voltage equipment (TR CU 004/2011);

- electromagnetic compatibility of technical means (TR CU 020/2011);

- about safety of railway rolling stock (TP of TS 001/2011);

- about safety of infrastructure of rail transport (TP of TS 003/2011);

- about safety of wheel vehicles (TP of TS 018/2011);

- about safety of highways (TP of TS 014/2011);

- about safety of agricultural and forestry and landscape tractors and trail cars to them (TP of TS 031/2012);

- requirements to the liquefied hydrocarbonic gases for their use in fuel quality (TR EEU 036/2016);

- about restriction of use of dangerous substances in products of electrical equipment and radio electronics (TR EEU 037/2016);

- about safety of attractions (TR EEU 038/2016);

- about safety of the equipment for children's playgrounds (TR EEU 042/2017);

- about requirements to fire safety and fire extinguishing devices (TR EEU 043/2017).

b) The state inspection of veterinary and phytosanitary safety under the Government of the Kyrgyz Republic behind observance of requirements of technical regulations of the Customs union:

- about safety of grain (TR CU 015/2012);

- about safety of milk and dairy products (TR CU 033/2013), regarding epizootic wellbeing;

- about safety of meat and meat products (TR CU 034/2013), regarding epizootic wellbeing;

- about requirements to mineral fertilizers (TR EEU 039/2016);

- about safety of fish and fish products (TR EEU 040/2016), regarding epizootic wellbeing.

c) Department of prevention of diseases and state sanitary and epidemiological surveillance of the Ministry of Health of the Kyrgyz Republic - behind observance of requirements of technical regulations of the Customs union:

- about safety of individual protection equipment (TR CU 019/2011);

- about safety of packaging (TR CU 005/2011);

- about safety of products intended for children and teenagers (TR CU 007/2011);

- about safety of toys (TR CU 008/2011);

- about safety of perfumery and cosmetic products (TR CU 009/2011);

- about safety of products of light industry (TR CU 017/2011);

- about safety of food products (TR CU 021/2011);

- food products regarding its marking (TR CU 022/2011);

- the technical regulation on juice products from fruit and vegetables (TR CU 023/2011);

- the technical regulation on fat-and-oil products (TR CU 024/2011);

- about safety of separate types of specialized food products, including dietary clinical and dietary preventive foods (TR CU 027/2012);

- safety requirements of nutritional supplements, fragrances and technological supportive applications (TR CU 029/2012);

- about safety of furniture products (TR CU 025/2012);

- about safety of milk and dairy products (TR CU 033/2013);

- about safety of meat and meat products (TR CU 034/2013);

- on tobacco products (TR CU 035/2014);

- about safety of fish and fish products (TR EEU 040/2016);

- about safety of chemical products (TR EEU 041/2017);

- about safety of the packed drinking water, including natural mineral water (TR EEU 044/2017).

2. To the authorized state bodies determined by this resolution:

- to quarterly provide in the Ministry of Economics of the Kyrgyz Republic information on address availability in the territory of the Kyrgyz Republic of products which are not conforming to requirements of technical regulations of the Customs union, and also analysis results of the certificates of compliance or declarations of the lake checked when implementing the state control (supervision) compliance drawn up in single form regarding their authenticity and observance of procedures of confirmation of conformity, testing, control, and also procedures of adoption of declarations.

3. This resolution becomes effective from the date of entry into force of the Treaty of Accession of the Kyrgyz Republic to the Agreement on the Eurasian Economic Union of May 29, 2014.

4. To the Ministry of Health of the Kyrgyz Republic, State inspectorate for ecological and technical safety under the Government of the Kyrgyz Republic, State inspection of veterinary and phytosanitary safety under the Government of the Kyrgyz Republic in accordance with the established procedure to submit projects of the regulatory legal acts following from this resolution for consideration of the Government of the Kyrgyz Republic.

5. Publish this resolution in official mass media.

6. To impose control of execution of this resolution on the relevant departments of Government office of the Kyrgyz Republic.
