Article 2. Universal adult suffrage

Mandates are issued to observers from other states, the international organizations and movements by Central Election Commission.

Observers have the right:

be present at meetings district and precinct election commissions;

be present at the polling precinct and watch the course of preparatory work, placement and sealing of the ballot boxes for vote, issue to citizens of ballots;

be present at the Conference of Ecological movement of Uzbekistan on promotion of candidates of Legislative house from Ecological movement of Uzbekistan and to their election;

be present at counting of votes and creation of the protocol of the precinct election commission;

request and receive the copies of documents on election results certified by the relevant electoral commission;

report about the observations in higher electoral commission if the weight of evidence suggests that on the polling precinct violations of this Law were allowed.

Chapter 2. Constituencies and the polling precincts

Article 7. Formation of constituencies

For elections to Legislative house hundred thirty five territorial constituencies is formed. One deputy is elected from each constituency.

Constituencies at elections of deputies to Legislative house (further - constituencies) are formed by Central Election Commission on representation of the Jokargi Kenes of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent. Borders of constituencies are determined taking into account the administrative-territorial device of the Republic of Karakalpakstan, areas and the city of Tashkent.

Constituencies are formed, as a rule, with equal number of voters in all territory of the Republic of Uzbekistan. The regulation of voters on the constituency for each elections is established by Central Election Commission.
