About some questions of establishing order on the earth

For the purpose of enhancement of work on establishing order on the earth, to improvement of the territory of the Republic of Belarus the Council of Ministers of the Republic of Belarus DECIDES:

1. Approve the enclosed standard list of regional events for establishing order on the earth.

2. Establish criteria of establishing order on the earth according to appendix.

3. For the purposes of this resolution establishing order on the earth is understood as the activities for improvement, gardening, content and maintenance in purity of the territories (objects) of area, area, city and area in the city directed to reduction of these territories (objects) in the condition meeting the criteria of establishing order on the earth established in appendix to this resolution.

4. Coordination of work on establishing order on the earth is performed by local executive and administrative organs which:

annually include in the state and other programs concerning improvement of the corresponding territory of action for establishing order on the earth (further - the governmental and other activities) according to the standard list of regional events for establishing order on the earth approved by this resolution and determine executives in charge;

provide control over the implementation of regional events;

quarterly consider questions of accomplishment of regional events at meetings;

provide carrying out inspection of the territories (objects) with participation of representatives of their structural divisions performing state powers of authority in the field of use and protection of lands, territorial authorities of the Ministry of Natural Resources and Environmental Protection, the bodies exercising the state sanitary inspection, the organizations of housing and communal services and other organizations;

monthly inform the population through mass media on the measures taken for establishing order on the earth, responsibility for violation of requirements of the legislation of the Republic of Belarus on environmental protection, protection and use of lands in the field of sanitary and epidemiologic wellbeing of the population and other legislation;

take other measures for providing procedure on the earth.

Regional executive committees and Minsk Gorispolkom:

annually till February 15 establish establishing order indicators on the earth for the next year in the territories (objects) of the respective areas, areas, cities, areas in the cities according to the standard list of regional events for establishing order on the earth approved by this resolution;

provide carrying out selective inspections of the territories (objects) for the purpose of determination of their compliance to the criteria of establishing order on the earth established in appendix to this resolution;

introduce in accordance with the established procedure in republican state bodies according to their competence offers on enhancement of work on establishing order on the earth and other offers necessary for accomplishment of such work in the territories (objects) of the respective areas, areas, cities and areas in the cities.
