1. Approve the enclosed Rules of the organization of collection and burial of radioactive waste.
2. To provide to committee of atomic and energy control and supervision of the Department of Energy of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) the direction on official publication of the copy of this order within ten calendar days after its state registration in the Ministry of Justice of the Republic of Kazakhstan in periodic printing editions and in information system of law of Ad_let;
3) placement of this order on official Internet resource of the Department of Energy of the Republic of Kazakhstan and on the intranet portal of state bodies;
4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Department of Energy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 2) and 3) of this Item.
3. To impose control of execution of this order on the supervising Vice-Minister of Energy of the Republic of Kazakhstan.
4. This order becomes effective after ten calendar days after its first official publication.

1. These rules of the organization of collection and burial of radioactive waste (further - Rules) are developed according to Item 2 of article 13 of the Law of the Republic of Kazakhstan of April 14, 1997 "About use of atomic energy" (further - the Law) and determine procedure for the organization of collection and burial of radioactive waste.
2. These rules extend for the legal entities performing activities for collection and burial of radioactive waste (further - Russian joint stock company) in the territory of the Republic of Kazakhstan, including radioactive waste of the companies for production and conversion of natural uranium using method of underground borehole lixiviation.
3. Requirements of these rules are observed during the designing, construction, operation and conclusion from operation of subjects to use of atomic energy.
4. These rules do not extend on:
1) treatment of spent nuclear fuel;
2) dumps of off-balance ores and the tailings dam of the companies for production and conversion of radioactive ores and mineral raw materials with the increased content of natural radionuclides, and also hydrosteel works.
5. In these rules the following terms and determinations are applied:
1) compound - matrix material with the radioactive waste included in it;
2) material matrix - the non-radioactive material used for immobilization of liquid radioactive waste in monolithic structure;
3) container for radioactive waste - the reservoir used for collection and (or) transportation and (or) storage and (or) burial of radioactive waste;
4) collection of radioactive waste - concentration of radioactive waste in the specially allotted and equipped places;
5) conditioning of radioactive waste - transactions on transfer of radioactive waste in the form suitable for storage and (or) transportations and (or) burials. Conditioning can include transfer of waste in stable form and the room of radioactive waste in containers;
6) conversion of radioactive waste - technology transactions on reducing amount of radioactive waste and (or) removal of radionuclides from radioactive waste and (or) to change of composition of radioactive waste;
7) packaging of radioactive waste - packaging set (container) for radioactive waste prepared for transportation (or) storage and (or) burial;
8) vitrification of radioactive waste - inclusion of radioactive waste in steklopodobny matrix material;
9) water proofness - capability of compound (packaging) to keep the properties and to hold the radionuclides included in it in case of contact with water;
10) waste liquid radioactive - radioactive waste in the form of liquid products (water or organic) or the pulps containing radioactive materials in dissolved form or in the form of suspensions;
11) bituminization of liquid radioactive waste - inclusion of radioactive waste in bituminous matrix material;
12) endurance of liquid radioactive waste - storage of liquid radioactive waste for the purpose of decrease in radioactivity and heat release due to disintegration of short-lived radionuclides;
13) cementation of liquid radioactive waste - inclusion of liquid radioactive waste in cement matrix material;
14) hardening of liquid radioactive waste - transfer of liquid radioactive waste in strong aggregate state for the purpose of reduction of possibility of migration of radionuclides to the environment;
15) barrier - barrier on the way of distribution of radionuclides to the environment. As barriers serve hermetic barriers of rooms and storages, the equipment and the pipelines containing radioactive waste, physical and chemical form of the conditioned radioactive waste.
Other terms and determinations are used according to the Law.
6. Operating the organizations in case of the address with Russian joint stock company:
1) records all the formed waste and provides possibility of their control at all stages from collection before burial;
2) ensures operational safety of installations for what:
performs assessment of safety and environmental impact;
provides the necessary level of protection of personnel, the population and the environment;
creates necessary organizational structure;
will organize matching and training of personnel;
acquires the necessary number of the high-quality equipment;
develops and performs the quality assurance program during the processing, storage and waste disposal;
creates system of collection and storage of information on education, processing, storage and waste disposal;
exercises observation and control of engineering procedure.
