Rules of education by citizens of the Azerbaijan Republic in foreign countries, foreigners and stateless persons in the Azerbaijan Republic

1. General provisions

1.1. These rules are constituted based on Item 2.2. The presidential decree of the Azerbaijan Republic of September 5, 2009 No. 156 "About application of the Law of the Azerbaijan Republic "About education" is also determined by general requirements to education by citizens of the Azerbaijan Republic in foreign countries and foreigners and stateless persons (further - foreigners) in educational institutions of the Azerbaijan Republic by all degrees and the education levels regardless of subordination and pattern of ownership, and also in doctoral studies and magistracy in research establishments and in residency on clinical base (further - educational institutions).

1.2. These rules do not concern to the foreigners who are constantly living in the territory of the Azerbaijan Republic. These persons have the right to get education on the same bases on which education is got by citizens of the Azerbaijan Republic.

1.3. Except for the circumstances provided by international agreements which party is the Azerbaijan Republic foreigners have no right to get education in educational institutions of special purpose.

2. Education of citizens of the Azerbaijan Republic abroad

2.1. Education of citizens of the Azerbaijan Republic is organized on stated below bases:

2.1.1. within state programs and based on international agreements;

2.1.2. based on grants (study payment, expenses on the hostel, accommodation and repayment of other expenses) and grants allocated with legal entities of the Azerbaijan Republic, the foreign states and their educational institutions, non-governmental and charitable organizations;

2.1.3. based on the agreements signed between educational institutions of the Azerbaijan Republic and foreign countries;

2.1.4. based on the quotas allocated with the state organizations of foreign countries;

2.1.5. based on the agreements signed between legal / physical persons of the Azerbaijan Republic and educational institutions of foreign countries.

2.2. Citizens of the Azerbaijan Republic are free in the choice of educational institutions, specialties (specializations), educational steps and levels meeting the requirements provided by the laws of the state where they are going to get education.

2.3. Educational institutions of the Azerbaijan Republic and foreign countries perform exchange of pupils and students according to these rules and agreements signed between us.

2.4. Reception of citizens of the Azerbaijan Republic by students in higher educational institutions of foreign countries, foreigners and stateless persons in higher educational institutions of the Azerbaijan Republic according to international treaties which party is the Azerbaijan Republic is performed by the State examination center of the Azerbaijan Republic.

2.5. Recognition of educational documents of the citizens of the Azerbaijan Republic who got education abroad, persons interested to continue education on the next educational step and determination of equivalence (nostrification) is performed according to the "Rules of recognition of specialties of foreign states in the field of the higher education and determination of their equivalence (nostrification)" approved by the resolution of the Cabinet of Ministers of the Azerbaijan Republic of May 13, 2003 No. 64.

3. Acceptance of foreigners in educational institutions of the Azerbaijan Republic

3.1. Acceptance of foreigners on the training level corresponding to the previous education or on any direction of additional education is performed on stated below bases:

3.1.1. based on the quota established according to the agreements signed between the Azerbaijan Republic and foreign countries in the field of education;

3.1.2. based on the international programs in which educational institutions participated;

3.1.3. based on the agreements signed between educational institutions of the Azerbaijan Republic and foreign countries;

3.1.4. based on the agreements signed directly between educational institutions and legal entities;

3.1.5. based on the agreements signed directly between educational institutions and physical persons;

3.1.6. according to subitems 2.1.2 and 2.1.4 of the Presidential decree of the Azerbaijan Republic "About creation of the legal entity of the public law of the State examination center of the Azerbaijan Republic" of April 11, 2016 No. 860, based on tender of enrollment of students in average special educational institutions of the Azerbaijan Republic, on the level of bachelor degree and magistracy of the higher education in higher educational institutions (the basic education and residency on medical education), on magistracy level in National academy of Sciences of Azerbaijan which is carried out in centralized procedure by the State examination center of the Azerbaijan Republic.

3.2. If foreigners will participate in the examination centralized by reception held by the State examination center of the Azerbaijan Republic, they shall submit the documents established by the Cabinet of Ministers of the Azerbaijan Republic
