1. Approve the enclosed Rules of rendering paid types of activity on rendering of services by public institution in the sphere of agrochemical servicing of agricultural production and expenditure of money by it from rendering of services.

2. To provide to department of production and conversion of crop products and phytosanitary safety in the procedure established in the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan.

3. This order becomes effective after ten calendar days after day of its first official publication.

Rules of rendering paid types of activity on rendering of services by public institution in the sphere of agrochemical servicing of agricultural production and expenditure it money from rendering of services

These rules of rendering paid types of activity on rendering of services by public institution in the sphere of agrochemical servicing of agricultural production and expenditure of money by it from rendering of services (further - Rules) are developed according to Item 2 of Article 70 of the Budget code of the Republic of Kazakhstan and Item 3 of article 13-1 of the Law of the Republic of Kazakhstan of July 8, 2005 "About state regulation of development of agro-industrial complex and the rural territories" and determine procedure for rendering paid types of activity by rendering of services by public institution in the sphere of agrochemical servicing of agricultural production and expenditure of money by it from rendering of services.

2. Action of these rules extends to the public institution performing activities in the sphere of agrochemical servicing of agricultural production (further - public institution).

3. The public institution renders paid types of service on:

1) to carrying out agrochemical inspection of soils;

2) to quality evaluation of crop products and products of its conversion;

3) to carrying out additional inspections of soils on content macro - minerals, heavy metals, water extract according to the statement of owners of the parcels of land and land users;

4) approbations of devices and the laboratory equipment, techniques of chemical analyses in the field of agrochemistry with issue of the conclusions by results of testing;

5) to rendering consulting services in methods and rules of carrying out chemical analyses of soils, crop products and products of its conversion, creation of system of fertilizers, use of the parcels of land.

4. Rendering paid types of activity is performed with physical persons and legal entities on contractual basis.

5. The public institution renders paid types of activity on the renderings of services corresponding to its activities based on the written application of physical persons and legal entities in any form (further - statements).

6. Reception of an application performs the responsible official of public institution.

7. Statements are fixed in the magazine of registration in form according to appendix to these rules with issue to the applicant of the receipt on reception of an application with indication of:

1) numbers of registration of a statement and date of acceptance;

2) the type of activity on rendering of services rendered on paid basis;

3) surnames, name, middle name (in the presence) the responsible official who adopted the statement.

8. The list of the paid types of activity on rendering of services rendered by public institution and the price list of the prices of the provided services are placed in places of evident information in public institution, are also published in mass media and are placed on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan.

9. Paid types of activity on rendering of services are provided daily, except for days off and holidays, according to the Labor code of the Republic of Kazakhstan and the Law of the Republic of Kazakhstan of December 13, 2001 "About holidays in the Republic of Kazakhstan".

10. For provision of paid types of activity on rendering of services the corresponding conditions of expectation are created.

3. Procedure for expenditure of money from rendering paid types of activity

The money of public institution arriving from rendering of services is enlisted into the account opened for accounting of money from rendering of services and spent based on the account for payment which is drawn up and provided according to the procedure No. 540 approved by the order of the Minister of Finance of the Republic of Kazakhstan of December 4, 2014 "About approval of Rules of budget implementation and its cash servicing" (further - the Order) (No. registered in the Register of state registration of regulatory legal acts 9934).

12. The money arriving from rendering paid types of activity on rendering of services by public institution is planned and used according to plans of receipts and expenses of money from rendering of services of public institution.
