About some questions of information security of the Russian Federation

For the purpose of counteraction to threats of information security of the Russian Federation when using the Internet in the territory of the Russian Federation I decide:

1. Transform segment of the international computer network the "Internet" for federal bodies of the government and public authorities of subjects of the Russian Federation which is under authority of Federal Guard Service of the Russian Federation to the Russian state segment of the Internet (further - Internet network) which is element of the Russian part of Internet network and providing:

a) connection to Internet network of the state information systems and information and telecommunication networks of state bodies, and also information systems and information and telecommunication networks of the organizations created for accomplishment of the tasks set for federal state bodies intended for interaction with it;

b) accommodation (publication) in Internet network of information of state bodies and the organizations called in the subitem "an" of this Item.

2. Approve the enclosed procedure for connection of information systems and information and telecommunication networks to the Internet and placements (publication) of information in it through the Russian state segment of the Internet.

3. Provide to Federal Guard Service of the Russian Federation maintenance, operation and development of the Russian state network segment "Internet".

4. To Administration of the President of the Russian Federation, the Russian Government Office, the Investigative Committee of the Russian Federation, federal executive bodies and executive bodies of subjects of the Russian Federation to perform till December 31, 2017 connection of the state information systems and information and telecommunication networks which are under their authority to the Russian state network segment "Internet" and to provide placement (publication) of information in Internet network according to the procedure approved by this Decree.

5. Recommend to the Federation Council of Federal Assembly of the Russian Federation, the State Duma of Federal Assembly of the Russian Federation, judicial authorities of the Russian Federation, bodies of prosecutor's office of the Russian Federation, Audit Chamber of the Russian Federation, and also the organizations created for accomplishment of the tasks set for federal state bodies to perform connection of the called bodies which are under authority and the organizations of information systems and information and telecommunication networks to the Russian state network segment "Internet" and to provide placement (publication) of information in Internet network according to the procedure approved by this Decree.

6. Recognize invalid:

Item 26 of appendix to the Presidential decree of the Russian Federation of January 14, 2011 No. 38 "Questions of activities of the Investigative Committee of the Russian Federation" (The Russian Federation Code, 2011, No. 4, the Art. 572);

Item 23 of appendix No. 1 to the Presidential decree of the Russian Federation of July 1, 2014 No. 483 "About change and recognition voided some acts of the President of the Russian Federation" (The Russian Federation Code, 2014, No. 27, the Art. 3754);

Procedure for connection of information systems and information and telecommunication networks to the Internet and placements (publication) of information in it through the Russian state segment of the Internet

1. Connection of information systems and information and telecommunication networks to the Internet (further - Internet network) through the Russian state network segment "Internet" (further - the Russian segment) is performed on the data transmission channels protected with use of the cryptography (cryptographic) tools (further - secure channels).

2. Information protection in the information systems and information and telecommunication networks connected to Internet network through the Russian segment including with use of means of the state detection system, warning and mitigation of consequences of the computer attacks to information resources of the Russian Federation, is provided in accordance with the legislation of the Russian Federation.

3. Federal Guard Service of the Russian Federation (FSO of Russia):

a) develops and approves regulations on the Russian state network segment "Internet" in which the procedure and specifications of connection of information systems and information and telecommunication networks to Internet network and placements (publication) of information in it through the Russian segment are determined;

b) performs creation, maintenance and development of the networks of the encoded communication intended for information protection from illegal access and for ensuring its integrity by transfer through the Russian segment, and also management of the specified networks;

c) performs connection of the state information systems and information and telecommunication networks of state bodies, and also information systems and information and telecommunication networks of the organizations created for accomplishment of the tasks set for federal state bodies (further - the organizations), to Internet network through the Russian segment;

d) develops and approves the list of the state information systems and information and telecommunication networks which are under authority of Administration of the President of the Russian Federation, the Russian Government Office, Federation Council of Federal Assembly of the Russian Federation, State Duma of Federal Assembly of the Russian Federation, the Constitutional Court of the Russian Federation, the Supreme Court of the Russian Federation, the Prosecutor General's Office of the Russian Federation, the Investigative Committee of the Russian Federation, Audit Chamber of the Russian Federation (further - the list) which is approved with the specified state bodies in the part concerning them.
