According to the subitem 8) article 18 of the Law of the Republic of Kazakhstan of June 24, 2010 "About subsoil and subsurface use" and the subitem 2) Item 3 of article 16 of the Law of the Republic of Kazakhstan of March 19, 2010 "About the state statistics" PRIKAZYVAYU:

1. Approve the enclosed Rules of maintaining the single database of production and turnover of oil.

2. To provide to development department of the oil industry of the Department of Energy of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) the direction on official publication of this order within ten calendar days after its state registration in the Ministry of Justice of the Republic of Kazakhstan in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on official Internet resource of the Department of Energy of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Department of Energy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 2) and 3) of this Item.

3. To impose control of execution of this order on the supervising vice-Minister of Energy of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after the first official publication.

Rules of maintaining the single database of production and turnover of oil

1. General provisions

1. Rules of maintaining the single database of production and turnover of oil (further - Rules) are developed according to the Law of the Republic of Kazakhstan of June 24, 2010 "About subsoil and subsurface use" and determine procedure for maintaining the single database of production and turnover of the oil created on the basis of the relevant information provided by the authorized person of the subsoil user, the transporter, the head of the oil (oil and gas processing) refinery (further - authorized persons).

2. In Rules the following terms are used:

1) the dispatcher - the legal entity who is under authority of authorized body in the field of oil and gas and performing maintaining the single database;

2) oil refineries - the plants accepting oil for the purpose of the oil refining intended for the subsequent sales of products of conversion in the internal and external markets;

3) the transporter - the physical person or legal entity performing oil transportation;

4) the owner of the terminal - the legal entity or physical person owning the industrial facility for oil storage representing reservoirs, and also platform for acceptance/shipment of oil on transport (cistern cars, truck tanks, tankers and so forth) or in the oil pipeline.

Other concepts used in Rules are applied according to the Law of the Republic of Kazakhstan of June 24, 2010 "About subsoil and subsurface use".

2. Procedure for maintaining the single database of production and turnover of oil

3. The single database of production and turnover of oil is created by the dispatcher based on information provided by authorized persons.

4. Information is also provided by means of filling of screen form of the integrated information system of "Single state management system of subsurface use of the Republic of Kazakhstan" (further - IIS EGSU NP RK) supported with the digital signature of the authorized person.

5. Subsoil users:

1) every day, till 04:00 o'clock on the Astana time of day, following reporting, provide to the dispatcher information on forms according to appendices 1, 2 to Rules, except for the subsoil users who are carrying out exploration works and not performing oil extraction;

2) monthly, to the fifth following reporting provide to the dispatcher information on forms according to appendices 3, of 4, 5 and 6 to Rules;

3) monthly, to the tenth following reporting provide to the dispatcher information on forms according to appendices 7 and 8 to Rules;

4) monthly, to the twenty fifth following reporting provide to the dispatcher information on form according to appendix 9 to Rules;

5) annually, till December twenty fifth every year, provide to the dispatcher information on forms according to appendices 10 and 11 to Rules.

6. Transporters:

1) every day, till 06:00 o'clock on the Astana time of day, following reporting, provide to the dispatcher information on form according to appendix 12 to Rules;

2) monthly, to the eighth following reporting provide to the dispatcher information on form according to appendix 13 to Rules;

3) annually, till December twenty fifth every year, provide to the dispatcher information on form according to appendix 14 to Rules.

7. Oil refineries monthly, to the fifth following reporting provide to the dispatcher information on form according to appendix 15 to Rules.

8. Owners of terminals monthly, to the sixth following reporting provide to the dispatcher information on form according to appendix 16 to Rules.

9. The dispatcher systematizes the provided information on production and turnover of oil and represents it to authorized body in the field of oil and gas:

1) every day till 09:00 o'clock on the Astana time of day;

2) monthly: preliminary - the first following for reporting, final - to the twelfth, following for reporting;

3) annually: preliminary - on the first of January the year following for reporting, final - to the twelfth of January of the year following for reporting.

10. The dispatcher provides the summary information specified in Items 5, of 6, of 7 these rules in Committee of state revenues of the Ministry of Finance of the Republic of Kazakhstan monthly to the fifteenth following for reporting, and annually to the eighteenth of January of the year following reporting.

11. The authorized body in the field of oil and gas carries out information analysis, provided by the dispatcher, and sends it to the Government of the Republic of Kazakhstan to the fifteenth of January of the year following reporting.

12. The authorized body in the field of oil and gas exercises control on provision by authorized persons of information on oil extraction and its turnover.
