About the actions plan on realization of the main directions of development of the mechanism of "single window" in system of regulation of foreign economic activity
Having taken into consideration information of the Eurasian economic commission on work progress on realization of Item 3 of the Decision of the Supreme Eurasian economic council of May 29, 2014 No. 68 "About the Main directions of development of the mechanism of "single window" in system of regulation of foreign economic activity", the Supreme Eurasian economic council Solved:
1. Approve the enclosed actions plan on realization of the main directions of development of the mechanism of "single window" in system of regulation of foreign economic activity.
2. To provide to the governments of state members of the Eurasian Economic Union and Eurasian economic commission realization and financing of the actions provided by the plan approved by this Decision.
3. Provide to the Eurasian economic commission annually development and approval by Council of the Eurasian economic commission of the disaggregated plan for accomplishment of the actions plan for realization of the Main directions of development of the mechanism of "single window" in system of regulation of foreign economic activity.

This plan No. 68 "About the Main directions of development of the mechanism of "single window" in system of regulation of foreign economic activity" is developed in pursuance of the Decision of the Supreme Eurasian economic council of May 29, 2014 and is based on provisions of the Agreement on the Eurasian Economic Union of May 29, 2014 (further – the Agreement on the Union), the international treaties and acts in the field of foreign economic activity constituting the right of the Eurasian Economic Union (further – the Union), and also regulations, rules and the principles of the World Trade Organization, the international recommendations of the United Nations and World Customs Organization.
This plan is logical continuation carried out in state members of the Union (further – state members) policy on enhancement of system of regulation of foreign economic activity, implementation of the modern information technologies directed to simplification of procedures of international trade.
For the purposes of this plan concepts which mean the following are used:
1) "business process" – enrollment of the interconnected and structured actions directed to achievement of certain result in the field of foreign economic activity;
2) "mutual recognition of documents" – recognition and use in one state member of the electronic documents, necessary for implementation of foreign economic activity, created by authorized bodies (organizations) of other state member;
3) "harmonization of data" – collection, determination, the analysis and approval of requirements to information containing in electronic documents and paper copies of the electronic documents used in the same scopes for the purpose of increase in comparability of such documents from the point of view of content and format;
4) "the state procedures" – the activities of state bodies of state members according to their competence connected with regulation of legal relationship in the field of foreign economic activity during the implementing of the state functions (ministerial procedures) and provision of the state services to interested persons;
5) "mechanism" of single window" – the mechanism of interaction between the state bodies regulating foreign economic activity and participants of foreign economic activity which allows participants of foreign economic activity to present once documents in the standardized form via the single throughput channel for subsequent use by the interested state bodies and other organizations according to their competence in case of monitoring procedure behind implementation of foreign economic activity;
6) "allowing documents" – the documents issued by state bodies and (or) the organizations authorized by the state (further – authorized organizations) which availability is necessary for implementation of foreign economic activity and making of separate legally significant actions when implementing export, import and transit transactions;
7) "the standardized document type" – the document in electronic form processed according to harmonized and unified by structure and formats, having equal legal force with the similar paper document;
8) "standardization of data" – determination and approval of set of the data containing in electronic documents and paper copies of electronic documents on scopes based on the standards, techniques and recommendations applied in international trade;
9) "export, import and transit transactions" – all types of the external economic transactions connected with commodity exportation from customs area of the Union, commodity importation on such territory and their transportation through customs area of the Union;
10) "electronic commerce" – set of technical and organizational forms of making of the financial and trade transactions performed with use of electronic systems.
The purpose of implementation of this plan is forming of organization-legal and technical bases for creation of conditions of development and rapprochement of national mechanisms of "single window", and also the organizations of their interaction at the supranational level in case of creation of effective system of regulation of foreign economic activity in the territory of the Union.
The goal of this plan is achieved by solution of the following tasks:
assistance to development of national mechanisms of "single window";
ensuring rapprochement of approaches on development of national mechanisms of "single window";
ensuring mutual recognition, unification, standardization and harmonization of the electronic documents necessary for implementation of foreign economic activity;
organization of information exchange of national mechanisms of "single window";
coordination of actions for realization of the Main directions of development of the mechanism of "single window" in system of regulation of foreign economic activity (further – the Main directions).
The reference model of the national mechanism of "single window" (further – reference model) is the instrument of simplification of procedures of international trade for the purpose of optimization of the state procedures connected with foreign economic activity and creation of conditions for implementation of electronic transactions and electronic commerce. The reference model is designed to provide transition to qualitatively new level of development of national mechanisms of "single window", creation of conditions for decrease in transactional costs of the persons performing foreign economic activity and rendering services in the field (further – interested persons), and reducing administrative costs in work of state bodies of the state members regulating foreign economic activity (further – state bodies).
The reference model represents the innovative cross-border intelligent mechanism which allows interested persons to receive range of services for making of export, import and transit transactions during interaction with state bodies and (or) authorized organizations of state members.
The reference model considers provisions of international standards of World Customs Organization and recommendations of the United Nations, integrates experience of creation of modern models of the mechanism of "single window", using progressive organization-legal, technical and technology solutions.
