About some questions of activities of the Republican center for studying of environment of the goods markets and examination of investment projects and programs under the Ministry of Economics of the Republic of Uzbekistan

For the purpose of ensuring effective activities of the Republican center for studying of environment of the goods markets and examination of investment projects and programs under the Ministry of Economics of the Republic of Uzbekistan the Cabinet of Ministers decides:

1. Determine the main objectives and activities of the Republican center for studying of environment of the goods markets and examination of investment projects and programs under the Ministry of Economics of the Republic of Uzbekistan (further - the Republican center):

studying of environment of the goods markets in general on the republic and by the territories;

studying of market situation of separate types and nomenclature of consumer goods;

preparation of monthly research opinions and quarterly tactical reviews about condition of the consumer market in general and on the primary commodity groups;

preparation of recommendations and offers on saturation of the consumer market the goods which are in the increased demand for the population;

development of short-term forecasts of the consumer market;

carrying out on contractual basis of marketing and tactical researches by orders of bodies of the public and economic board, and also other organizations, including with the foreign capital;

development for the organizations at stage of the conclusion of contracts of recommendations about the optimum choice of option of commodity import of consumer and production appointment, including for decision making about feasibility of purchases;

rendering marketing and consulting services in the choice of optimal variant of import, purchase and sale of goods of consumer and production appointment by orders of the organizations;

consideration, at the request of the Ministry of Economics of the Republic of Uzbekistan, documents submitted from initiators for inclusion of projects in the Program of localization;

consideration, at the request of the Ministry of Economics of the Republic of Uzbekistan, investment projects (TEO/PTEO, TER/PTER) represented by bodies of the public and economic board, and also other organizations.

2. Approve:

Regulations on the Republican center for studying of environment of the goods markets and examination of investment projects and programs under the Ministry of Economics of the Republic of Uzbekistan according to appendix No. 1;

structure of the Republican center for studying of environment of the goods markets and examination of investment projects and programs under the Ministry of Economics of the Republic of Uzbekistan with extreme number of managerial personnel of 19 units according to appendix No. 2.

Grant the right to the Ministry of Economics of the Republic of Uzbekistan to bring in need of change in structure of the Republican center within the established extreme total number of managerial personnel.

3. Agree with the offer of the Ministry of Economics and Ministry of Finance of the Republic of Uzbekistan on education under the Republican center of off-budget fund of the organization of information support and marketing researches of the goods markets and financial incentive (further - off-budget fund).

4. Determine sources of content of the Republican center of means:

The government budget of the Republic of Uzbekistan - regarding expenses on compensation of employees of the Republican center in sizes, stipulated by the legislation;

off-budget fund - regarding other expenses.

5. To the Ministry of Economics together with the Ministry of Finance of the Republic of Uzbekistan to develop and approve Regulations on procedure for forming and use of means of off-budget fund in a month.

6. Equate the director of the Republican center for official pay rate to the head of department of the Ministry of Economics of the Republic of Uzbekistan.

7. Place the Republican center in the building of the Ministry of Economics of the Republic of Uzbekistan to the address: Tashkent, Ulitsa Uzbekistanskaya, 45 and.

8. Recognize invalid:

the resolution of the Cabinet of Ministers of January 23, 1996 No. 35 "About creation of the Center for studying of environment of the goods markets under the State committee on forecasting and statistics of the Cabinet of Ministers of the Republic of Uzbekistan";

the resolution of the Cabinet of Ministers of August 14, 1996 No. 286 "About transformation of the Center for studying of environment of the goods markets to the Republican center for studying of environment of the goods markets in case of Goskomprognozstat of the Cabinet of Ministers of the Republic of Uzbekistan".

Regulations on the Republican center for studying of environment of the goods markets and examination of investment projects and programs under the Ministry of Economics of the Republic of Uzbekistan

I. General provisions

1. The republican center for studying of environment of the goods markets and examination of investment projects and programs under the Ministry of Economics of the Republic of Uzbekistan (further - the Republican center) is created for the purpose of systematic studying of the goods markets, development of short-term forecasts of the consumer market, determination of measures for its saturation, provision of services at the choice of optimal variant when purchasing import goods of consumer and production appointment.
