According to subitem 8-2) of Item 1 of article 29 of the Law of the Republic of Kazakhstan "About the state control of turnover of separate types of weapon" I ORDER:
1. Approve the enclosed criminalistic requirements and test methods of civil and office weapon and cartridges to it, and also products, structurally similar to weapon.
2. Operational criminalistic to department of the Ministry of Internal Affairs of the Republic of Kazakhstan (Amankulov K. K.) in the procedure established by the legislation to provide:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan and its official publication;
2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan its direction on official publication in periodic printing editions and in information system of law of Ad_let;
3) placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan.
3. To impose control of execution of this order on the deputy minister of internal affairs of the police major general Zhakupov R. T. and Operational and criminalistic department of the Ministry of Internal Affairs of the Republic of Kazakhstan (Amankulov K. K.)
4. This order becomes effective after twenty one calendar days after day of its first official publication.

1. Criminalistic requirements and test methods of civil and office weapon and cartridges to it, and also products, structurally similar to weapon (further - Criminalistic requirements) establish special technical requirements (parameters, design features, marking) shown to civil, office weapon and cartridges to it, and also to products, structurally similar to weapon, and methods of their testing.
These Criminalistic requirements do not extend to the civil and office weapon and cartridges to it made only for export without sales right in the territory of the Republic of Kazakhstan.
2. The purpose of these Criminalistic requirements is identification of firearms and exception of possibility of alteration of civil, office weapon and cartridges to it, including carrying out testing for their reference to the certain category of weapon or products structurally similar to weapon.
3. The basic concepts used in these Criminalistic requirements:
1) bowstring – the element transferring cumulative energy to metayemy shell;
2) bowstring tension force (force of arch (arches) of arbalest (onions) – the value measured when bending elastic elements at the size determined by design of arbalest or the manufacturer of onions;
3) cross hairs – the protection device located at front part of handle and acting over blade golomenye;
4) crosspiece – the protection device located at front part of handle and acting over butt and edge;
5) front sight (onions, arbalest) – the aim device in front part of arbalest consisting of one or several vizirny elements (front sights) and the mechanism of amendments;
6) arbalest – the mechanical throwing device having the case with the arches (arch) fixed on it with bowstring and mechanisms of their fixing in tension;

11) the trigger mechanism of arbalest – the mechanical or electromechanical device providing disconnection of the lock of arbalest and release of bowstring (carriage) in case of throwing;
12) the shock-absorber of arbalest (onions) – the device which is partially compensating fluctuations of arbalest (onions) at the time of throwing and transferring to their stabilizer;
13) the compensator of arbalest (onions) – the device compensating fluctuations of arbalest (onions) at the time of throwing;
14) the stabilizer of arbalest (onions) – the device which is partially compensating fluctuations of arbalest (onions) at the time of throwing and transferring to the compensator;
15) back sight (onions, arbalest) – the aim device of arbalest located in close proximity to the shooter's eye;
16) shaft – the part of strip serving for fixture of handle, hilt;
17) drum of small arms – the block of cartridge chambers having rotation axis;
18) receiver of small arms – the detail or structurally integrated details of small arms providing the direction of movement of lock or mobile system, the coupling of lock with trunk which are not requiring introduction of irreversible constructive changes for accomplishment of the of function;
19) the directing plate – the part of the case or detail of arbalest which is serving as support for shell, and setting the direction of its movement in case of throwing;
20) lock – the main part (detail) of small arms closing the channel of trunk in case of shot and being part of the locking mechanism;
21) bioobject – the person or animal, being object of impact of the electroconvulsive device;
22) the bolt stabilizer – the central element of design of bolt contacting to bowstring and providing its stabilization in flight;
23) sidewall – side support for onions arrow;
24) the lanyard – the strong loop from skin or other material fastening to handle and dressed on wrist of the hand holding bladed product;
25) fork (arbalest) – the arbalest lock detail which is directly holding bowstring or the carriage in the cocked provision;
26) Gardo – the protection device of irregular volume shape with ring, bowl-shaped and spiral-shaped elements;

36) weapon model – exact reproduction only appearance of weapon;
37) dale – longitudinal zhelobkoobrazny deepening on blade golomen;
38) handle cavity - densely closed internal space in handle of bladed product intended for the room of accessories in it;
39) handle – part of bladed product by means of which it is held hand (hands) and manage in case of application;
40) handle dies – handle details in the form of slips;
41) the handle plug – the metal detail covering it is black since one or both ends;
42) the handle limiter – the front expanded part of handle adjoining cheren;
43) the protection device – the part of bladed product intended for protection of hand;
44) the lock (arbalest) – the mechanism fixing the central part of bowstring (or the carriage) arbalest in the cocked provision;
45) sight (onions, arbalest) – the device (devices) established on arbalest or onions for its orientation concerning target;
46) lonets – the longitudinal deepening in the arbalest case intended for the direction of shell in case of throwing;
47) state cut – back end face of trunk of small arms;
48) pulny entrance – the element of the directing part of the canal of trunk of small arms adjoining cartridge chamber and intended for gradual incision of bullet in lots of the channel of trunk;
49) winding – safety covering of bowstring;
50) plunger – the device regulating movement of arrow concerning onions in case of throwing;
51) frame – the details or structurally integrated details of short-barreled weapon combining in the single whole of part and mechanisms of weapon having guides for movement of mobile parts and providing functioning of weapon;
52) the onions fixer – tag on onions bowstring for control of provision of bowstring concerning lips of the archer;
53) onions - the mechanical throwing device which is consisting of arches (arch) and bowstring, not having mechanisms of fixing of elastic elements in tension;
54) onions stretching length – distance from emphasis point on the handle to bowstring nest in the stretched onions;
55) safety lock (arbalest) – the device blocking the trigger mechanism of arbalest;
56) it is black – the main part of handle which is directly taken by hand (hands);
57) the shock and trigger mechanism (STM) – in firearms the mechanism providing possibility of firing both without preliminary and with preliminary platoon by dissecting of cap of the boss;
58) the shelf – the support supporting from below shell for throwing from arbalest (onions);
59) bolt sports – kind of shell for throwing from arbalest in the form of the short, blunt-pointed arrow without tail plumage consisting of tip and the stabilizer;
60) arrow sports – shell for throwing from arbalest (onions) in the form of core (tube) with the pointed tip which stabilization is provided at the expense of tail plumage;
61) blade – the part of strip of metal of certain form and the sizes having edge and one or two edges;
62) navershy – the back part of handle adjoining cheren and different from it in form;
63) butt – not ground edge of odnolezviyny blade;
64) butt bevel – the part of butt inclined towards edge and forming with it blade edge;

74) electroconvulsive weapon – kind of electric weapon which principle of action is based on direct impact of electric discharge on the live purpose;

4. These Criminalistic requirements are applied when carrying out criminalistic testing of samples of civil, office weapon, cartridges to it and the products structurally similar to weapon, and also in case of production of criminalistic researches and judicial examinations.
5. Civil, office fire smooth-bore and cut weapon:
shall have the marking designations put on trunk, lock, drum and the detail (structurally integrated details) combining parts and mechanisms of weapon in single whole for its functioning (barreled and closing boxes, frame, box, block or box of weapon of critical design) if their availability is provided by weapon design. Marking designation (series, number) is put mechanically (blow, pressure) or with use of the high-concentrated power sources, including the laser, depth millimeter 0,2 on the main parts of weapon suffices;
on the shot bullets shall form (except for smooth-bore) the traces of the channel of trunk containing the complex of signs sufficient for identification of weapon provided by the subitem 2) of Item of 341 these Criminalistic requirements;
on shot sleeves shall form the traces of details and mechanisms of weapon containing the complex of signs sufficient for identification of weapon provided by the subitem 3) of Item of 341 these Criminalistic requirements.
6. The civil cut firearms shall have difference at least in one of parameters of the channel of trunk (quantity, the direction, width, step of lots, availability, quantity and interposition of intra channel pins) from the fighting firearms made under one type of the boss.
7. The civil cut firearms shall have differences on traces on sleeves (in form, interposition, availability of additional criminalistic tags) from the fighting firearms made under one type of the boss.
8. The civil cut firearms shall have differences from the office firearms made under one type of the boss, at least in one of parameters of the channel of trunk, the stipulated in Item 6 presents of Criminalistic requirements.
9. Difference on width of lots in civil, office cut firearms shall make at least 0,2 of millimeter between fields of admissions, and difference on step of lots shall provide difference of tilt angle of lots at least one degree between fields of admissions.
10. Civil, office fire smooth-bore and cut weapon shall not have:
