1. Approve the enclosed Rules of the organization and conducting actions of civil defense.

2. (Petrov V. V.) in the procedure established by the legislation to provide to committee on emergency situations of the Ministry of Internal Affairs of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order its direction on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan.

3. To impose control of execution of this order on the deputy minister of internal affairs of the Republic of Kazakhstan Bozhko V. K.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of the organization and conducting actions of civil defense

Chapter 1. General provisions

1. These rules of the organization and conducting actions of civil defense (further - Rules) are developed according to the Law of the Republic of Kazakhstan "About Civil protection" and determine procedure for the organization and conducting actions of civil defense according to the territorial and industry principle of civil protection.

2. Preparation for conducting civil defense consists in advance accomplishment of the actions of civil defense determined by article 21 of the Law of the Republic of Kazakhstan "About Civil protection".

3. Actions for civil defense in the Republic of Kazakhstan will be organized and held on the following levels:

on republican - in all territory of the country;

on territorial - on the corresponding administrative and territorial units;

on object - in the organizations referred to categories on civil defense.

In industry subsystem of action of civil defense will be organized and carried out by the relevant central executive bodies.

4. The methodical management of the organization and conducting actions of civil defense is assigned on the representative of body in the field of civil protection (further - authorized body).

6. Annually during the period from November 1 to November 10 the corresponding year reports on accomplishment of actions of civil defense in the current year (further – the report) in forms, according to appendix 1 to these rules are submitted (with appendix of confirmatory materials according to Rules of reference of data to office information of limited distribution and work with it):

the organizations based on which services of civil protection of areas, the capitals, the cities of republican value in territorial subdivisions of authorized body are created;

the organizations referred to categories on civil defense and based on which services of civil protection of the cities and regions of regional value, in district and city managements (departments) of emergency situations of territorial subdivisions of authorized body are created.

Chapter 2. Management and management of civil defense

7. Management of civil defense is performed by the Prime Minister of the Republic of Kazakhstan - the Chief of civil defense of the Republic of Kazakhstan.

8. The head of authorized body on position is the deputy chief of civil defense of the Republic of Kazakhstan and in peace time directs civil defense.

9. The management of civil defense in the central executive bodies and the organizations is performed by their first heads who are the corresponding chiefs of civil defense on position.

10. Management of civil defense in administrative and territorial units of the Republic of Kazakhstan is performed by akims who are chiefs of civil defense of the corresponding administrative and territorial units on position.

11. Heads of territorial subdivisions of authorized body are deputy corresponding chiefs of civil defense of administrative and territorial units on position.

12. Ensuring accomplishment of actions of civil defense is assigned on:

1) authorized body and its territorial subdivisions;

2) structural divisions on the organization and conducting civil defense in the central and local executive bodies of areas, cities of republican value, the capital;

3) structural divisions or certain workers on the organization and conducting civil defense in the organizations referred to categories on civil defense and the organizations based on which services of civil protection are created, directly subordinated to the first head.

13. The central and local executive bodies, the organizations referred to category on civil defense perform completing (appointment) of divisions (workers) on the organization and conducting civil defense, develop and approve their functional obligations and the staff list.

Chapter 3. Plan of civil defense

14. The plan of civil defense determines amount, the organization, procedure, methods and terms of accomplishment of actions of civil defense in peace and wartime.

15. The structure of the plan of civil defense is determined by authorized body.

16. The plan of civil defense is developed:

at the republican level – authorized body;
