About approval of Health regulations "Sanitary and epidemiologic requirements to objects of education"

According to Item 6 of article 144 of the Code of the Republic of Kazakhstan of September 18, 2009 "About health of the people and health care system" PRIKAZYVAYU:

1. Approve the enclosed Health regulations "Sanitary and epidemiologic requirements to objects of education".

2. To provide to committee on consumer protection of the Ministry of national economy of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order its direction on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on official Internet resource of the Ministry of national economy of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising Vice-Minister of national economy of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days from the date of its first official publication.

Health regulations "Sanitary and epidemiologic requirements to objects of education"

1. General provisions

1. These health regulations "Sanitary and epidemiologic requirements to objects of education" (further - Health regulations) establish sanitary and epidemiologic requirements to placement, designing, construction, reconstruction, repair, commissioning, water supply, the sewerage, heating, lighting, ventilation, microclimate, content and operation, conditions of training, accommodation, work practice, catering services, medical attendance of students and pupils.

These Health regulations are obligatory for execution by all physical persons, legal and individual entrepreneurs which activities are connected with designing, construction, reconstruction, repair, operation of the organizations (objects) of education and education of children and teenagers.

Legal entities and physical persons which activities are connected with education and education of children and teenagers before activities (rendering educational services, including training, accommodation, food, medical attendance, physical training) receive the sanitary and epidemiologic decision about compliance to requirements of these Health regulations.

2. These Health regulations extend to objects of education of the children and teenagers performing the following activities:

1) implementation of educational programs of primary, main secondary and general secondary education - school, gymnasiums, lyceums;

training programs of technical and professional, postsecondary education - professional lyceums, schools, colleges, the higher technical schools (further - TIPO);

training programs of higher education of students (further - VUZ) - universities, academies, institutes and equated to them (conservatories, the higher schools, the highest schools);

and also special and correctional;

2) education and the organization of the places of residence of children and teenagers (the organization of education for orphan children and children without parental support, the organization of education for children with deviant behavior, the centers of adaptation of minors, the residential organizations of all types and types, houses of youth, boarding houses, madrasah, shelters and others);

3) the organization of leisure, physical training and development of creative capabilities of children and teenagers (organization of additional education) - the centers of creativity of children and youth, music, sports and art schools, the centers for children and young people, domestic clubs, stations of young naturalists, industrial practice plants, training courses and other out-of-school organizations);

4) catering services of students regardless of patterns of ownership of object of food.

3. Control of accomplishment of these Health regulations is exercised by department of state body in the sphere of sanitary and epidemiologic wellbeing of the population.

4. When carrying out the state sanitary and epidemiological surveillance on objects of education and education of children and teenagers laboratory and tool researches according to appendix 1 to these Health regulations are conducted.

5. In these Health regulations the following concepts are used:

1) the special organizations of education are the organizations of education providing with creation of special conditions, technical means, and also medical, social services, special programs and training methods and education diagnostics and consultation of children with limited to opportunities. Treat types of the special organizations:

special school for children with sight violations;

special school for children with hearing disorder;

special school for children with violations of the speech;

special school for children with violations of the musculoskeletal device;

special school for children with violation of intelligence;

special school for children with delay of mental development;

special complex "school-kindergarten";

psikhologo - medico-pedagogical consultation, the rehabilitation center;

office of psychology and pedagogical correction.

The main objectives of the special organizations are safety of life and health of children; providing conditions for complex treatment, correctional and social adaptation, education and training taking into account features of psychophysical development of children, comprehensive correctional support of individual development of children with limited opportunities; correction of physical, mental development of children, forming of the compensatory methods of activities promoting social adaptation and integration;

2) special clothes - set of the protective clothes of personnel intended for protection of raw materials, auxiliary materials and ready-made product against pollution by mechanical particles, microorganisms and other pollution;

3) organizations of additional education of children - the out-of-school organizations intended for providing necessary conditions of personal development, strengthening of health and professional self-determination, creative activity of children and teenagers, forming of their general culture, adaptation of the personality to life in society, the organization of substantial leisure;

4) inspection - quality evaluation of food and ready dishes on organoleptic indicators;

5) the organizations of education - the organizations created by physical persons and legal entities (founders) according to the legislation of the Republic of Kazakhstan, realizing one or several educational training programs and (or) providing education, content, accommodation, food, medical attendance of students and pupils;

6) gymnasium - the educational institution realizing general education training programs of initial, main average and on humanitarian profiles of general secondary education according to tendencies and capabilities of students;

7) billet - the room where preparation of food staples and development of semifinished products is made;

8) the food preparation station - the room in which preparation of finished food products from semifinished products is performed;

9) the organization of education for children with deviant behavior - is teaching and educational (medical and educational) organization and is created for ensuring education, training and social resettlement of minors aged from eleven up to eighteen years which are systematically making the offenses attracting measures of administrative influence is malicious making unauthorized goings from family and children's teaching and educational organizations making other antisocial actions;

10) physical training - the field of activity directed to strengthening of health and development of physical capabilities of the person;

11) comprehensive school - the average general education educational institution realizing the main and additional general education programs consisting of three steps: initial, the main and senior, each of which can independently function;

12) expiration date - the period before which expiration the food products are considered safe for proper use in case of observance of conditions of processes (stages) of production (production), turnover of food products;

13) semifinished products - the crude food which are previously prepared for thermal treatment;

14) the organization of education for orphan children and children without parental support - the organization in which favorable conditions for education, education with provision of the place of residence are created to orphan children, children without parental support;

Total 15) academic load - the amount of class periods with the hours allocated for holding facultative and section occupations, circles;

16) insolation - the normalized indicator of solar radiation for hygienic assessment of the room;

17) the residential organizations - the organizations of education providing the state guarantees of rights to education of certain categories of persons with provision of the place of residence;

18) the centers of adaptation of minors (further - TsAN) - the organizations which are under authority of educational bodies, providing acceptance and temporary content of neglected and street children aged from 3rd up to 18 years for establishment of the parents or other legal representatives, children without parental support or persons replacing them in case of impossibility of their timely device, the children selected in case of direct threat of their life or to health of guardianship and custody body from parents (one them them) or from other persons on whose care they are, the children sent to the special organizations of education and also the children who are in difficult life situation owing to the ill treatment which led to social disadaptation and social deprivation;

19) climatic zone - the territory allocated on climatic signs (temperature, humidity);

20) day regimen - established procedure of day in the organizations of education and education for children and teenagers;

21) exhaustion - condition of temporary decrease in functionality of organism, decrease in working capacity;

22) line arrangement - arrangement of furniture and the equipment ranks in the center of the room, one after another;

23) public catering - the activities connected with production, conversion, realization and the organization of consumption of food;

24) lyceum - the average general education educational institution realizing the main and additional general education programs providing the profound, profile, differentiated training of pupils according to their tendencies and capabilities;

25) magnetic school - the small school assigned to basic school (the resource center) the order of district (city) department of education;

26) the specialized organization of education - realizes the specialized general education training programs providing the elite education directed to profound development by pupils of fundamentals of sciences, cultures, arts, sport, and also military science with profound preconscription training at specialized schools of the Ministry of Defence of the Republic of Kazakhstan. Main types of the specialized organizations of education are: gymnasium, lyceum, school, boarding school for exceptional children;

27) preschool classes - classes for children of five, six years at comprehensive schools at which one-year obligatory free preschool preparation is carried out;

28) academic load - the total normalized employment of pupils and pupils in teaching and educational process for each age group which is measured in class periods;

29) class period - duration of lesson (occupations) or lecture from the beginning before change (break);

30) academic load - the mode of occupations of students and pupils is determined by the provisions approved by the organizations of education prepared on the basis of the state obligatory standards of education, sanitary and epidemiologic rules and regulations, curricula and recommendations of bodies of health care and education;

31) optimum microclimatic conditions - combination of quantitative indices of microclimate which in case of long and systematic impact on children provide preserving normal thermal state of organism without tension of mechanisms of thermal control;

32) the central arrangement - arrangement of furniture and the equipment in the center of the room groups;

33) perimeter arrangement - arrangement of furniture, the equipment along walls (on perimeter);

34) recreation - the room for rest and recovery of forces of pupils during change and in time, free from occupations;

35) the spiritual (religious) organizations of education - the educational institutions realizing professional educational programs of training of priests;

36) storage duration - the period during which foodstuff in case of observance of the established storage conditions keeps all the properties specified in regulating documents;

37) sanitary and domestic installations (further - SDU) - not channeled toilet located in the territory of object, at distance at least 25 meters (further - m) from buildings, having elevated part and cesspool.

Elevated rooms construct from densely driven materials (boards, bricks, blocks). Removed it is made of waterproof material. Depth of vygreb depends on the level of ground waters, but no more than 3 m;

38) septic tank - construction for cleaning of small amounts of household sewage, the representing underground settler of horizontal type consisting of one or several cameras via which waste liquid proceeds;

39) sporting venues - the organizations which activities are connected with the organization and implementation of medical and improving, sports and improving, teaching and educational works and cultural leisure of children and teenagers;

40) fullness of classes - it the number of pupils in class is relative to the room space of educational class;

41) coefficient of natural lighting (further - KEO) - the normalized indicator of natural lighting of the room;

42) the morning filter - the preventive action directed to the prevention of drift of infectious disease;

43) the commodity neighbourhood - the conditions excluding the joint storage and realization of crude and ready-made products preventing their pollution and penetration of the foreign smells affecting goods quality;

44) perishable foodstuff - the foodstuff requiring special conditions of transportation, storage and realization in strictly regulated terms;

45) processing equipment - set of the mechanisms, machines, devices, devices necessary for production work;

46) loading - the place of acceptance of food staples and foodstuff;

47) basic school (the resource center) - the organization of general secondary education based on which educational resources of nearby small schools for holding short-term sessional occupations and intermediate and final assessment of the pupils of small schools studying for the purpose of ensuring access to quality education are consolidated;

48) balanced diet - the balanced food, taking into account physiological and age regulations of food;

49) handicapped national groups - disabled people, with violations and diseases of the musculoskeletal device, the moving on wheelchairs and/or by means of other supportive applications, and also visually impaired and/or deprived of sight citizens moving by means of attendants;

50) small school - comprehensive school with the small contingent of students (of 3-10 people), combined class sets and with specific form of the organization of studies.

2. Sanitary and epidemiologic requirements to the territory of objects

6. Designing, construction, reconstruction and commissioning of objects of education for students and pupils (further - objects) is allowed in the presence of the sanitary and epidemiologic conclusion of department of state body in the sphere of sanitary and epidemiologic wellbeing of the population.

7. Land areas are normalized by requirements of Construction regulations and rules of the Republic of Kazakhstan No. 3.02-25-2004 "Educational institutions", No. 3.02-31-2005 "Houses and boarding schools for handicapped children".
