About approval of Rules of accreditation of the expert organizations

According to subitem 11-4) of article 20 of the Law of the Republic of Kazakhstan "About architectural, town-planning and construction activities in the Republic of Kazakhstan" and the subitem 1) article 10 of the Law of the Republic of Kazakhstan "About the state services" PRIKAZYVAYU:

1. Approve the enclosed Rules of accreditation of the expert organizations.

2. To provide to committee on cases of construction, housing and communal services and management of land resources in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order its direction on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of national economy of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising Vice-Minister of national economy of the Republic of Kazakhstan.

4. This order becomes effective after twenty one calendar days after day of its first official publication.

Rules of accreditation of the expert organizations

Chapter 1. General provisions

1. These rules of accreditation of the expert organizations (further - Rules), are developed according to subitem 11-4) of article 20 of the Law of the Republic of Kazakhstan "About architectural, town-planning and construction activities in the Republic of Kazakhstan" (further - the Law) and the subitem 1) of article 10 of the Law of the Republic of Kazakhstan "About the state services" (further - the Law "About the State Services"), determine procedure for carrying out accreditation of the expert organizations, for implementation of obligatory complex non-departmental examination of projects (feasibility statements and the design estimates) intended for construction, except for the projects referred to the state monopoly, the expert organizations for implementation of obligatory complex non-departmental examination of projects (feasibility statements, the design estimates), intended for construction of facilities in the territory of special industrial zone and procedure for rendering the state service "Accreditation of the Legal Entities Applying for Conducting Complex Non-departmental Examination of Construction Projects of Objects" (further - the state service).

2. In these rules the following concepts and determinations are used:

1) accreditation - the procedure of official recognition by accreditation body of competence of powers of the expert organizations for conducting complex non-departmental examination of construction projects of objects (feasibility statements and the design estimates);

2) the expert in the field of designing - the physical person certified according to the procedure, established by the legislation of the Republic of Kazakhstan on architectural, town-planning and construction activities, for implementation of expert works on certain Sections (parts) of projects, being on the staff of one of the expert organizations;

3) the accredited expert organization of special industrial zone - the managing company of special industrial zone accredited according to the procedure, established by authorized body for architecture, town planning and construction, and performing complex non-departmental examination of projects (feasibility statements and the design estimates) intended for construction in the territory of special industrial zone;
