About approval of the Regulations on accreditation of the subjects rendering services to the children who are in difficult life situation

For the purpose of settlement of the procedure of accreditation of the subjects rendering services to the children who are in difficult life situation according to articles 26 and 39 of the Code of the Kyrgyz Republic about children the Government of the Kyrgyz Republic decides:

1. Approve Regulations on accreditation of the subjects rendering services to the children who are in difficult life situation according to appendix.

2. To the ministry of social development of the Kyrgyz Republic to take necessary measures for implementation of this resolution.

3. This Resolution becomes effective after ten days from the date of official publication.

4. To impose control of execution of this Resolution on department of social development of Government office of the Kyrgyz Republic.

Regulations on accreditation of the subjects rendering services to the children who are in difficult life situation

1. General provisions

1. This Regulations on accreditation of the subjects rendering services to the children who are in difficult life situation (further - the Provision), determine the basic principles, requirements, procedure and conditions of accreditation of non-profit organizations irrespective of the patterns of ownership rendering services to the children who are in difficult life situation.

2. In this Provision the following concepts are used:

accreditation - assessment procedure of the subject of accreditation by results of which the certificate on accreditation certifying that the accredited organization conforms to the established requirements is issued;

the accredited organization - the organization recognized by authorized body to render services to the children who are in difficult life situation, and received in accordance with the established procedure the certificate on accreditation;

the report on self-assessment - the document in which the subject of accreditation reflects the level of compliance of the activities to the established requirements;

assessment - action for high-quality and quantitative determination of compliance of services of the subject of accreditation to the established requirements;

the certificate on accreditation - the document issued by authorized body, confirming compliance of administrative, organizational and functional capabilities of the subject of accreditation to render services to the children who are in difficult life situation;

the subject of accreditation - the non-profit organization irrespective of patterns of ownership rendering services to the children who are in difficult life situation, and intended for the round-the-clock stay of children (child care facilities of residential type, shelters, orphanages, boards and religious institutions);

authorized body - the state body authorized by the Government of the Kyrgyz Republic on protection of children performing accreditation of the organizations rendering services to the children who are in difficult life situation.

3. The main objectives of accreditation are:

- ensuring provision of high-quality services to the children who are in difficult life situation;

- improvement of quality of provision of services to the children who are in difficult life situation;

- determination of skill level of activities of the accredited organizations;

- development of competitive environment in the sphere of rendering services to the children who are in difficult life situation.

4. Accreditation is based on the following principles:

- availability of information on procedures, accreditation criterions;

- transparency of carrying out accreditation;

- non-admission of discrimination when carrying out accreditation;

- unity and integrity of accreditation system.

5. Accreditations are subject the non-profit organizations irrespective of patterns of ownership rendering services to the children who are in difficult life situation, and intended for the round-the-clock stay of children (child care facilities of residential type, shelters, orphanages, boards and religious institutions).

6. Accreditation is subdivided into initial accreditation which is carried out prior to provision of services, and repeated, carried out at least once in three years.

7. The direction of children without parental support, is performed only in the accredited organizations.

2. Rights and obligations of authorized body

8. The authorized body has the right:

- request in accordance with the established procedure from state bodies and local government bodies, and also other legal entities information necessary for carrying out accreditation;

- involve, by mutual consent, representatives of state bodies and local government bodies, and also other legal entities and the international organizations in consideration of the documents submitted by the subject of accreditation;

- carry out assessment of the subject of accreditation;

- perform monitoring of the accredited organizations;

- perform in accordance with the established procedure check of activities of the accredited organizations based on the addresses which arrived from territorial subdivisions of authorized body, law enforcement agencies and other legal entities or physical persons.

9. The authorized body fulfills the following duties:

- performs the activities in strict accordance with the Code of the Kyrgyz Republic about children, this Provision and other regulatory legal acts of the Kyrgyz Republic;

- provides independence and impartiality in decision making, and also transparency of the activities;

- considers applications for accreditation and informs the subject of accreditation concerning decision making on accreditation or on refusal in accreditation;

- issues to the accredited organizations the certificate on accreditation and one copy of the act of authorized body;

- makes the decision on response or suspension of action of the certificate on accreditation;

- informs the accredited organization the decision on suspension of action of the certificate on accreditation or on withdrawal of the certificate on accreditation, with indication of the bases of its acceptance;

- informs the population on the accredited organizations.

3. Procedure for carrying out accreditation

10. The announcement of reception of applications from subjects of accreditation is posted on the official website of authorized body.
